PSC 08-13-2020Public Safety Commission Minutes August 13, 2020 1 CUPERTINO PUBLIC SAFETY COMMISSION FINAL MEETING MINUTES Thursday August 13, 2020, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Chao called to order this meeting of the Cupertino Public Safety Commission at approximately 6:01 p.m. on Thursday, August 13, 2020 via teleconference. Subject: Approve July 9, 2020 Minutes Recommended Action: Approval of the July 9, 2020 Minutes Chair Chao recommended a spelling change on page 3 from “Chai” to “Chao.” Chair Chao motioned to approve the amended minutes of the July 9, 2020 meeting; Commissioner Ankireddipally seconded the motion; Ayes: Shan, Chao, Wang, Ankireddipally, and Nellore. Noes: None. Abstain: None. Absent: None. POSTPONEMENTS None Public Safety Commission Minutes August 13, 2020 2 ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum (Chao/Nellore) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Chair Chao confirmed the likelihood of a virtual Public Safety Forum via Zoom. Chair Chao provided an update on the availability of NAMI to present at the Public Safety Forum using the “In Our Own Voice” program. Thomas Chin provided an overview of virtual meeting formats via Zoom including a recommendation for multiple sessions instead of a singular, extended meeting. The following schedule was discussed pending confirmation by presenters and staff: o Thursday, October 22, 2020 – National Alliance on Mental Illness (NAMI) Santa Clara County  “In Our Own Voice” o Thursday, November 19, 2020 – Block Leader Speaker Panel  Interview with 3 Block Leaders o Thursday, December 17, 2020 – Santa Clara County Sheriff’s Office  Implicit Bias Training / Overview o Thursday, January 21, 2021 – Santa Clara County Fire District  Overview on Senior Services  Wildfire Preparedness (or other TBD) The Public Safety Forum Series has been proposed to be scheduled on the third Thursday of the month from October through January starting at 6:00 p.m. Thomas Chin described the potential marketing methods for the Public Safety Forum Series including traditional media, social media, Block Leaders, and Citizen Corps. Thomas Chin agreed to present a draft flier at the next Public Safety Commission meeting. 3. Subject: Preventing Vehicular Burglaries a. Santa Clara County Sheriff’s Office on Vehicular Burglaries including areas of high Public Safety Commission Minutes August 13, 2020 3 incidents b. Discuss Preventative Measures for Vehicular Burglaries (Chao/Shan) Recommended Action: Provide best measures to prevent vehicular burglaries to staff for consideration Captain Urena presented a review of vehicle burglaries in 2019 in the City of Cupertino. Commissioner Shan proposed recommendations to prevent vehicular burglaries. Chair Chao provided additional recommendations from urban.org. Commissioner Ankireddipally provided recommendations for inclusion in the overall recommendation. Commissioner Nellore motioned to approve the recommendations for Preventative Measures for Vehicular Burglaries; Chair Chao seconded the motion; Ayes: Shan, Chao, Wang, Ankireddipally, and Nellore. Noes: None. Abstain: None. Absent: None. NEW BUSINESS 4. Subject: Domestic Violence Awareness Month (October 2020) c. Review domestic violence awareness flyer from Next Door Solutions Recommended Action: Recommend locations to post domestic violence awareness flyers to staff Chair Chao shared example flyers from Next Door Solutions. Chair Chao suggested locations to post the flyers at multiple locations including digital locations. Locations include grocery stores, banner at Memorial Park, city trees, social media, Cupertino website banner, and the Scene (October). Chair Chao motioned to approve the amended recommended locations to post Domestic Violence Awareness Month flyers and materials from Next Door Solutions; Commissioner Wang seconded the motion; Ayes: Shan, Chao, Wang, Ankireddipally, and Nellore. Noes: None. Abstain: None. Absent: None. STAFF AND COMMISSION REPORTS 5. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Shumate indicated no significant events during the month of July 2020. Public Safety Commission Minutes August 13, 2020 4 No injuries to first responders were reported. Deputy Fire Chief Shumate explained the reduction in call volume is likely due to the COVID-19 shelter-in-place orders and businesses reducing workforces coming into the City. To date in 2020, there were 1,825 calls for service which is a significant decrease in call volume. The month of July 2020 had 273 calls for service. Deputy Chief Shumate explained approximately 56% of calls were due to an emergency medical service request. Deputy Fire Chief Shumate describe public outreach and special events during the month of July 2020 including dual format classes featuring virtual and in-person sessions. 6. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena delivered a report that during the month of July all response times were met. Captain Urena described vehicle moving violations over the month of July. The Sheriff’s Office will continue to monitor roadway conditions for motorists using handheld devices. Captain Urena described an incident on July 27, 2020. The incident resulted in a prolonged negotiation with the subject. Santa Clara County Mental Health experts responded. The subject was eventually taken into custody and assessed for continued mental health services. Captain Urena shared a report on domestic violence calls to describe incidents members of the same household. Captain Urena provided a brief overview of the nine domestic violence incidents which occurred in the month of July. 7. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin, City of Cupertino Emergency Services Coordinator, described the status of the County of Santa Clara’s Risk Reduction Order and the State of California’s Watchlist. As of August 13, 2020, the County of Santa Clara has reported 86 cases in total in the City of Cupertino. Thomas Chin described the City of Cupertino’s coordination with the County of Santa Clara to pilot an appointment based COVID-19 testing to the community. Appointment based test sites were scheduled for the 1st and 3rd Wednesdays of August and September. Thomas Chin also described the Excessive Heat Warning issued by the National Weather Service. Temperatures could reach 100 degrees with poor overnight cooling. In response, the Public Safety Commission Minutes August 13, 2020 5 City of Cupertino will activate a cooling center Friday, August 14 and Saturday, August 15. Staff will screen people coming into the cooling center for COVID-19 symptoms. An isolation area will be provided for symptomatic or potential exposure individuals. Thomas Chin describe the support from the Cupertino Citizen Corps, Public Works Department, Parks and Recreation Department, Innovation and Technology Department, and Communications Division. Thomas Chin thanked the Santa Clara County Sheriff’s Office and Santa Clara County Fire District for support. 8. Subject: Commissioner Reports Recommended Action: Receive Commissioners’ Reports Commissioner Nellore reported on the Mayor’s meeting with Commissions. Commissioner Wang agreed to attend the September Mayor’s Meeting scheduled for September 2, 2020. FUTURE AGENDA SETTING Commission Shan explored the idea of future agenda items including Public Safety Power Shutoff and mask enforcement during COVID-19. Neither item was recommended for future agendas. Commissioner Nellore requested a future agenda item on the Homeless Encampment on Wolfe Road and a future agenda item on increased theft of catalytic converters.
