In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Thursday, November 18 to the Commission at
publicsafetycommission@cupertino.org. These e-mail comments will be received by the
Commission members before the meeting and posted to the City’s website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at publicsafetycommission@cupertino.org. The staff liaison will read the
emails into the record, and display any attachments on the screen, for up to 3 minutes
(subject to the Chair’s discretion to shorten time for public comments). Members of the

2. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Thomas Chin provided an update on the upcoming Public Safety Forum. Thomas Chin shared a
draft flier for distribution, plans to move the venue to outdoors at Civic Center Plaza, and the final
planning details. The starting time for the Public Safety Forum has been changed to 5:30PM.
Thomas Chin presented the final presenter list including the following:
• Mayor Paul
• Santa Clara County Sheriff’s Office
• Santa Clara County Fire Department
• Wildfire Awareness Initiative (WAI)
• WomenSV
• Santa Clara County Public Health Department
Each presenter at the Public Safety Forum will be invited to have a table for information and
public engagement.
3. Subject: Domestic Violence Awareness (Chao)
Recommended Action: Receive updated report on Domestic Violence Awareness
Project
Commissioner Chao introduced Ruth Darlene, Executive Director, WomenSV. Ruth
Darlene provided a presentation on the WomenSV organization and resources
available.
The Commission asked clarifying questions and thanked WomenSV for their work.

4. Subject: Public Safety Commission Website
Recommended Action: Discuss and recommend improvements to the Public Safety
Commission Website
Thomas Chin provided a report on the progress in updating the Public Safety
Commission website. Commissioners committed to providing pictures and short
biographies for posting.

5. Subject: Public Safety Commission Meeting Schedule
Recommended Action: Cancel the regular Public Safety Commission meeting scheduled for
November 11th, 2021 due to the Veteran's Day Holiday and schedule a special meeting of the
Public Safety Commission on November 18, 2021
Thomas Chin introduced the item and updated the Commission on the proposed schedule.
Chair Nellore motioned to cancel the regular Public Safety Commission meeting
scheduled for November 11th, 2021, due to the Veteran's Day Holiday and schedule a
special meeting of the Public Safety Commission on November 18, 2021; Commissioner
Wang seconded the motion; Ayes: Ankireddipally, Chao, Wang, Shan, and Nellore. Noes:
None. Abstain: None. Absent: None.
STAFF AND COMMISSION REPORTS
6. Subject: Report by the Santa Clara County Fire Department
Recommended Action: Receive report by the Santa Clara County Fire Department
Deputy Fire Chief Estrada delivered the Santa Clara County Fire Department July and
August 2021 report. Deputy Fire Chief Estrada indicated no significant events during
the month of July. Call volumes are more closely resembling call volumes prior to
COVID-19. No injuries to first responders were reported.
Continuing, Deputy Fire Chief Estrada indicated no significant events during the month
of August. Call volumes continue steady and resemble more normal volumes. No
injuries to first responders were reported.
Deputy Chief Estrada answered clarifying questions from Commission Members.

7. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office
Captain Urena introduced Lieutenant Jones from the West Valley Division.
Captain Urena delivered the Santa Clara County Sheriff’s Office August 2021 report.
Captain Urena reported all response times were met and remain low. Captain Urena
provided a public safety report on select crimes including domestic violence and catalytic
converter thefts.
Captain Urena addressed clarifying questions from the Commission Members.
8. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino Liaison
Thomas Chin, City of Cupertino Emergency Manager, delivered a report on the
emergency response activities in July and August 2021. The update included a COVID-19
update, COVID-19 vaccines, and the restart of special events. Specific events include the
National Night Out event on Tuesday, August 3, 2021 and the Kids N Fun Festival on
August 14, 2021.
Through the Block Leader Program, Neighborhood Watch, Cupertino Emergency Response
Team, Medical Reserve Corps, and Cupertino Amateur Radio in Emergency Services,
volunteers hosted 39 neighborhood National night Out events reaching an estimated 670
households, 944 adults, and 433 youth in the community.
Thomas Chin reported due to the rise in cases of COVID-19, reopening processes will
remain at the current levels.
Thomas Chin reported in Santa Clara County on July 8, 2021 (the last Public Safety
Commission meeting) 119,756 total cases, 1,698 deaths, and 950 Cupertino cases. As of
September 9, 2021, Santa Clara County has 137,582 total cases, 1,744 deaths, and 1,139
Cupertino cases.
Thomas Chin answered clarifying questions from the Commission Members.
9. Subject: Commissioner Reports
Recommended Action: Receive Commissioners’ Reports
Commissioner Chao provided a report on the domestic violence awareness banner in

partnership with Nextdoor Solutions.
Chair Nellore provided a report on a meeting with Technology, Information, and
Communication Commission.
Commissioner Ankireddipally agreed to attend the October 2021 Mayor’s meeting.
Commissioner Chao agreed to attend the November 2021 Mayor’s meeting.
Vice Chair Shan agreed to attend the December 2021 Mayor’s meeting.
Chair Nellore agreed to attend the January 2022 Mayor’s meeting.

Recommended Action: Recommend to the Mayor to use $100 for a banner regarding domestic
violence awareness
Commissioner Chao introduced the item of a banner regarding domestic violence awareness.
Thomas Chin shared the image of the banner.
The Commission asked clarifying questions.
Commissioner Chao motioned to recommend to the Mayor to use $100 for a banner
regarding domestic violence awareness; Commissioner Ankireddipally seconded the
motion; Ayes: Ankireddipally, Chao, Wang, and Shan. Noes: None. Abstain: None.

FUTURE AGENDA SETTING
Commissioner Ankireddipally requested a future agenda item regarding LED signage
at Bubb Road and McClellan Road based on a neighbor’s request. Thomas Chin
suggested Commissioner Ankireddipally communicate with the neighbor to submit a
Cupertino 311 request to improve the signage in the area.

Subject: Fire Report for September 2021
To Whom It May Concern:
The September 2021 fire reports for the City of Cupertino are enclosed.
Significant Events (Last Month): 21-2700007 Building Fire This was a two-alarm fire in a two-story
home. Property and content loss estimated at $2,500,000. There was one civilian fatality associated
with this incident. The incident remains under investigation. No injuries to emergency responders were
reported.
1. Incident Counts by Year (YTD): This bar graph represents the total incident count for YTD and for
the past five years.
2. Incident Counts by Month: This bar graphs represents the incident count by month.
3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents
and unit responses by hour of day for the previous 12 months.
4. Average Response Times Analysis (by Unit ID): This table shows the average response times and
count by urbanization code for units responding into the jurisdictional boundary.
5. Incident Counts by Type: This table provides the volume and percentage of code two and code
three calls by incident category.

7. Dollar Loss by Month: This field shows the total dollar loss and incident count for the month.
8. Community Education and Risk Reduction Activities: This table shows the total number of

The October 2021 fire reports for the City of Cupertino are enclosed.
Significant Events (Last Month): No significant events occurred and, consequently, there was no
significant fire loss.
1. Incident Counts by Year (YTD): This bar graph represents the total incident count for YTD and for
the past five years.
2. Incident Counts by Month: This bar graphs represents the incident count by month.
3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents
and unit responses by hour of day for the previous 12 months.
4. Average Response Times Analysis (by Unit ID): This table shows the average response times
and count by urbanization code for units responding into the jurisdictional boundary.
5. Incident Counts by Type: This table provides the volume and percentage of code two and code
three calls by incident category.
6. Incident Types: This pie chart provides a breakdown of the number of calls by incident category.
7. Dollar Loss by Month: This field shows the total dollar loss and incident count for the month.
8. Community Education and Risk Reduction Activities: This table shows the total number of
attendees, programs, and staff hours at educational events for the month.
