SPREAD OF COVID-19
In accordance with Governor Newsom’s Executive Order No-29-20, this will be a
teleconference meeting without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Thursday, January 14 to the Commission at
publicsafetycommission@cupertino.org. These e-mail comments will be received by the
Committee members before the meeting and posted to the City’s website after the meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at publicsafetycommission@cupertino.org. The staff liaison will read the
emails into the record, and display any attachments on the screen, for up to 3 minutes
(subject to the Chair’s discretion to shorten time for public comments). Members of the
public that wish to share a document must email publicsafetycommission@cupertino .org
prior to speaking.
3) Teleconferencing Instructions
Members of the public may observe the teleconference meeting or provide oral public

Commission Chair Chao called to order this meeting of the Cupertino Public Safety
Commission at approximately 6:00 p.m. on Thursday, December 10, 2020 via
teleconference.

3. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Chair Chao reviewed the first half of the Public Safety Forum Series. Chair Chao described the
National Alliance on Mental Illness (NAMI) “In Our Own Voice” presentation. Commissioner
Shan described the Block Leaders’ Program.
Thomas Chin shared a draft flyer marketing the third Public Safety Forum session featuring
the Santa Clara County Sheriff’s Office and the overview flyer created to market the full series.
Commissioner Ankireddipally will sponsor and facilitate the December Public Safety Forum
session. Commissioner Wang will sponsor and facilitate the January Public Safety Forum
session. A rehearsal will be scheduled at least one week in advance of each session.
NEW BUSINESS
1. Subject: Discuss potential City Work Program proposals for Fiscal Year 2021-2022
Recommended Action: Recommend potential City Work Program proposals for
Fiscal Year 2021-2022
Chair Chao discussed potential City Work Program. Commissioners Nellore and
Ankireddipally contributed additional potential work program items.
Thomas Chin presented the City Work Program process for Fiscal Year 2021-2022. The
City Work Program is the City Council’s adopted agenda and implemented by City staff.
The Commission’s role in the work program is to review and make recommendations to

the City Council. Chair Chao requested each Commissioner prepare suggested City
Work Program items for the January Public Safety Meeting.
Commissioner Shan agreed to lead a survey development for future meetings.
Potential City Work Program include the following:
- Wildlife Awareness
- Domestic Violence Awareness
- Wildfire Awareness
- Catalytic Converter / General Theft / Vehicular Burglaries
- Vaccine Education / Distribution
STAFF AND COMMISSION REPORTS
4. Subject: Report by the Santa Clara County Fire Department
Recommended Action: Receive report by the Santa Clara County Fire Department
Deputy Fire Chief Shumate delivered the Santa Clara County Fire District October and
November 2020 reports. Deputy Fire Chief Shumate indicated no significant events during
the month of October or November 2020. Call volumes continue to be low due to the
COVID-19 pandemic and resulting restrictions. No injuries to first responders were reported.
Deputy Chief Shumate provided detailed information on multiple dumpster fires in
November 2020.
5. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office
Captain Urena delivered the Santa Clara County Sheriff’s Office November 2020 report.
Captain Urena reported all response times were met and remain low. Captain Urena provided
a public safety report on select crimes. Captain Urena delivered a detailed report on domestic
violence cases.
Captain Urena provided a detailed report on a vehicular burglary and pursuit that resulted in
an arrest.
6. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino Liaison
Thomas Chin, City of Cupertino Emergency Services Coordinator, delivered a report on the
emergency response activities in October and November 2020. Responses include COVID-19
test sites, Wolfe Road Encampment update, the State’s Regional Stay Home Order, and the

County of Santa Clara Ambassador Program.
7. Subject: Commissioner Reports
Recommended Action: Receive Commissioners’ Reports
Chair Chao requested each commissioner interested in filling the role of Chair or Vice Chair
to prepare a short statement.
Commissioner Ankireddipally provided a report on the December Mayor’s meeting.
Commissioner Nellore reported attending the Technology, Information, and
Communications Commission and discussed potential areas of overlap with Public Safety.
Chair Chao agreed to attend the January 2021 Mayor’s meeting.

Significant Events (Last Month): No significant events occurred and, consequently, there was no
significant fire loss.
1. Incident Counts by Year (YTD): This bar graph represents the total incident count for YTD and for
the past five years.
2. Incident Counts by Month: This bar graphs represents the incident count by month.
3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents
and unit responses by hour of day for the previous 12 months.
4. Average Response Times Analysis (by Unit ID): This table shows the average response times
and count by urbanization code for units responding into the jurisdictional boundary.
5. Incident Counts by Type: This table provides the volume and percentage of code two and code
three calls by incident category.
