CALL TO ORDER
Commission Chair Chao called to order this meeting of the Cupertino Public Safety
Commission at approximately 6:05 pm on Thursday February 13, 2020 in the Cupertino City
Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

2. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Sahai/Nellore)
b. Senior Safety Forums with focus on mental health (Sahai/Chao)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Commissioner Chao provided an overview of the yearly Public Safety Forum for the new
Commissioners. She talked about topics previously discussed by commissioners as well as
presentations from the past. The commission discussed dates and times for the Public Safety
Forum with emphasis being placed on the fall of 2020. Commissioner Ankireddipally asked
about the feasibility of conducting a survey of residents to better understand what they
would like the commission to host. He added that he would be interested in knowing if the
city would be able to recommend options on surveys, such as mailers or web based as well
as the lag time for results. Commissioners discussed trying to obtain input from residents so
as to gauge what topics are important to them in future forums. Captain Urena informed the
commission that he would check and report back at the next meeting.
Commissioner Chao informed the commission that she would be reaching out to the
community hall scheduler to learn what dates and times are still available. She will report
back at the next meeting as she and Commissioner Nellore are part of the subcommittee
handling the event.
Commissioner Chao requested that item 2b, be removed from the agenda topic as Ms. Sahai
is no longer a commissioner.
NEW BUSINESS
3. Subject: Future Agenda Items
Recommended Action: Discuss future agenda items
Commissioner Shan talked about the need to inform residents of the excellent programs
managed by the city. He referenced the city wide neighborhood watch program and block
leader program and admitted that he was not aware of how the programs operated but felt
that more information should be known to residents. He added that he would be interested
in providing residents more awareness of the programs so as to be better informed. Captain
Urena informed Commissioner Shan that the city has an excellent neighborhood watch and
block leader program and recommended that perhaps each city lead could attend the next

meeting in order to give the commission an overview of their duties. Commissioners
discussed the programs and Chair Chao requested Captain Urena try and schedule such a
meeting for the next commission meeting.
The commission also discussed the rise in vehicle burglaries in the city as Chair Chao had
previously informed the commission that they had a work plan item involving vehicle
burglary awareness pending. Commissioners wanted to better understand the problem and
requested more data from the Sheriff’s Office. Captain Urena informed the commission that
granular data would most likely be ready by the next meeting. Chair Chao recommended
that an agenda item with a presentation be added to the next commission meeting so that
the commissioners could understand the magnitude of the problem.
Lastly, Chair Chao explained the need to elect a new vice chair and informed the
commission that anyone wanting to be elected to the vacant vice chair seat be prepared to
explain why at the next meeting. Chair Chao requested an agenda item be added to the next
meeting so that a vice chair be elected.
STAFF AND COMMISSION REPORTS
4. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive report by the Santa Clara Fire District Liaison
Deputy Fire Chief Shumate presented the Fire Public Safety Report to the Commission. He
explained in detail the statistics of the month of January adding that two fire incidents
caused a total of $45,860 in loss. He explained that the loss is relative but low given the
value of property in the area. He added that a total of 296 total incidents occurred in the
month of January in Cupertino and he detailed response times.
Deputy Fire Chief Shumate continued to explain the data. He pointed out that of the 296
calls in Cupertino, 170 were related to EMS incidents, 28 total fire alarms, and 98 were
miscellaneous type of calls. Deputy Fire Chief Shumate explained that the fire department
had one community event with 30 attendees.
Commissioners asked clarifying questions such as why the report uses the word “loss”
instead of “damage” and what the specific alphas (E71, E77) designate. Deputy Fire Chief
Shumate gave a detailed explanation on all questions.
5. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Liaison
Captain Urena provided the Commission with a presentation that included year-end data, as
the previous commission had requested he do so. The presentation included identifying the

increase and decrease of specific crime. He added that in 2019 the city experienced a 23%
increase in commercial burglaries but a 1% decrease on residential burglaries. Captain
Urena further explained that the city saw an increase in vehicle burglaries and assaults but a
decrease in auto thefts, grand thefts, identity thefts, robberies, domestic battery and sexual
assaults. He concluded his presentation by taking questions.
Captain Urena briefly explained the typical monthly report the commission will see as well
as the types of crimes in each category. He then shared a brief overview of the domestic
calls as requested by Chair Chao.
The ex-husband called to report that his ex-wife showed up at his house unexpectedly,
banged on the front door, entered the residence and punched the new wife and ex-husband.
Suspect was arrested and booked into Main Jail.
The victim wife called to report that her husband slapped her face during an argument. The
suspect was arrested and booked into Main Jail.
The victim wife called to report the husband pushed her approximately one month prior and
would not leave the house. The husband alleged the wife scratched him. There were no
visible injuries at time of contact by deputies. The case was submitted to the DA’s Office for
complaint review.
The victim girlfriend called to report her boyfriend grabbed her hair, threw her onto the
couch and used his knee to press her head down into the couch. The suspect was arrested
and booked into Main Jail.
The suspect husband called to report his wife was having mental health problems. An
investigation revealed the incident turned physical, whereby the husband pushed, kicked
and strangled the victim wife. The suspect was arrested and booked into Main Jail.
The victim husband called to report his wife hit him twice during an argument, once on the
shin and once on the shoulder. An investigation revealed the suspect wife was also the
victim herself during an incident two weeks prior at the hands of their son, who hit his mom
multiple times on the arm causing major bruising. The mom was arrested and booked into
Main Jail and the son was cited and released.
The victim’s manager called to report her employee was strangled and threatened by the
victim’s boyfriend. The victim and her suspect boyfriend work together and share two
children. While at work, the suspect pulled the victim into a room, strangled her and
threatened to kill her and their children. The suspect was arrested and booked into Main Jail.

Commissioner Chao attended the Mayor’s meeting and explained that the attendees were
encouraged to bring a presentation discussed previously by the commission. She added
that it was her intent to have commissioners share the responsibility so that each could
attend a meeting. Commissioner Wang agreed to attend the next meeting.
Chair Chao also discussed the need to identify commission liaisons to other city
commissions so that information can be shared to and from other commissions.
Lastly, Chair Chao talked about a request made by the teen commission for a commissioner
to judge the upcoming hackathon. Chair Chao explained that the hackathon would be
occurring on Saturday March 21, 2020. Commissioner Wang agreed to judge the hackathon
and will be contacting the commission.
Each new commissioner introduced themselves to the commission and added that they
were looking forward to working together.
ADJOURNMENT
Commission Chair Chao adjourned the meeting at 8:07 p.m.
