Subject: Approve December 12, 2019 Minutes Recommended Action: Approval of the December 12, 2019 Minutes Commissioner McCoy motioned to approve the minutes of the December 12, 2019 meeting; Commissioner Huang seconded the motion; Ayes: Huang, McCoy, Chao, Sahai, Nellore. Noes: None. Abstain: None. Absent: None POSTPONEMENTS None Public Safety Commission Minutes January 9, 2020 2 ORAL COMMUNICATION Mr. Mumy spoke about the traffic in and around Monta Vista High School. He informed the commission that traffic continues to be a problem in the area. He referenced Bubb Avenue, Rainbow area and McClellan Road as being the most problematic. Mr. Mumy further added that a few years back, a young man was run over in the area and he is afraid it may occur again. Teen Commission Chair Kelly Tung spoke about the upcoming Hackathon in Cupertino. She invited the Public Safety Commission to judge the event on the morning of March 21, 2020 as they are in need of four more judges. Ms. Tung added that this year’s theme is civics. Ms. Tung asked Commissioners to email Staff Liaison Danny Mestizos or her if interested in being a judge on March 21. Commissioner Nellore presented outgoing Commissioners McCoy and Huang with a gift for their work on the commission. He thanked them both and wished them well as this was their last meeting. WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum (Sahai/Nellore) b. Senior Safety Forums with focus on mental health (Sahai/Chao) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Chair Chao spoke about the timing for the Public Safety Forum. Commissioners Huang and McCoy talked about their experiences in planning the meeting and recommended having the meeting in the fall. Commissioner McCoy mentioned that last year’s Forum was the first time he had seen children at the meeting. The Commission identified the months of September and August as probable months. The location chosen was Community Hall and duration would be about three hours. Commissioner Sahai would check on availability in Community Hall and report back next month. The Commission agreed to defer further conversation on the Forum until the two new Commissioners join the group. Commissioner Sahai talked about the success of the mental health presentations and identified the month of March as the next possible event. Public Safety Commission Minutes January 9, 2020 3 NEW BUSINESS 3. Subject: Commission Proposals for FY 2020-2021 City Work Program Recommended Action: Provide a list of proposed City Work Program items and identify top three proposals Captain Urena reviewed the topics chosen by the Commission as follows: 1. Partner with Sheriff’s Office to Bring Awareness to Vehicle Burglaries 2. Public Safety Forum 3. Domestic Violence Awareness Month 4. Wildfire Safety Awareness He further explained that all city commissions are submitting their proposal s and any feedback will be given later in the year. 4. Subject: Future Agenda Items Recommended Action: Discuss future agenda items Defer to next meeting. STAFF AND COMMISSION REPORTS 5. Subject: Report by the Santa Clara County Fire District Recommended Action: Receive report by the Santa Clara Fire District Liaison Deputy Fire Chief Shumate presented the Fire Public Safety Report to the Commission. He explained that the month of December did not yield any significant events and no high dollar loss on incidents. He added that a total of 322 total incidents occurred in the month of December in Cupertino and explained how the response time to incidents during the day is typically higher around lunch and commute hours but gets better overnight. Deputy Fire Chief Shumate continued to explain that the report contains a new format which helps cities and towns better understand the data. Of the 322 calls in Cupertino, 197 were related to EMS incidents, 28 total fire alarms, and 71 were miscellaneous type of calls. The miscellaneous calls are calls such as leaking pipes or when a child is locked in vehicle. Chair Chao asked about the one Rescue Response listed on the report. Deputy Fire Chief Shumate researched the event and determined that the incident was dispatched as a Rescue but was not concluded as such. Public Safety Commission Minutes January 9, 2020 4 Deputy Fire Chief Shumate ended his report by explaining that the city experienced three minor fires and had 11 community programs with about 1,000 attendees. 6. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Liaison Captain Urena provided the Commission with a presentation with year-end data. He explained that he was able to aggregate 2019 data for today’s meeting. The presentation included identifying the increase and decrease of specific crime. He added that in 2019 the city experienced a 23% increase in commercial burglaries but a 1% decrease on residential burglaries. Captain Urena further explained that the city saw an increase in vehicle burglaries and assaults but a decrease in auto thefts, grand thefts, identity thefts, robberies, domestic battery and sexual assaults. Captain Urena went on to report briefly on the types of calls that the Sheriff’s Office responded to. Captain Urena shared a brief overview of the domestic calls that deputies handled in December. Daughter called to report her parents fighting. An investigation revealed the fight turned physical and both the suspect husband and victim wife had injuries. The husband, who pushed and hit the wife, was determined to be the dominant aggressor and was arrested and booked into Main Jail. An employee at a daycare reported the victim girlfriend ran into the business hysterical, claiming her boyfriend choked her and was chasing her, so the employee locked the doors. The suspect boyfriend was located a short time later in the area of the business and was arrested and booked into Main Jail. An adult son called to report that his 78 year old step-father slapped his 88 year old mother in September, but the son just found out. The victim told her family and wrote about the incident in a journal. The family confronted the suspect about the incident and the suspect threatened to again hit the victim. The husband was arrested and booked into Main Jail. The victim wife called to report that she locked herself in the bathroom with her 1 year old daughter because her husband was yelling at her and she was afraid. A week prior, the suspect husband pushed the victim into a wall causing the victim to hit her head. The husband was arrested and booked into Main Jail. Captain Urena concluded his report by presenting both outgoing Commissioners Huang and McCoy with a small token of appreciation on behalf of Sheriff Smith and all the men and women of the Santa Clara County Sheriff’s Office.
