In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Thursday, January 13, 2022 to the Commission at
publicsafetycommission@cupertino.org. These e-mail comments will be received by the
commission members before the meeting and posted to the City’s website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at publicsafetycommission@cupertino.org. The staff liaison will read the
emails into the record, and display any attachments on the screen, for up to 3 minutes

Commission Chair Nellore called to order this special meeting of the Cupertino
Public Safety Commission at approximately 6:01 p.m. on Thursday, November 18,
2021 via teleconference.

3. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Thomas Chin provided a review of the 2021 Public Safety Forum. Chair Nellore
commented that attendance was good considering the risk of adverse weather. The
Commission agreed the logistics and video capabilities utilized at the Public Safety
Forum were excellent. The Commission recommended to continue an outdoor Public
Safety Forum in the future.
The Commission discussed factors for public notification of the Public Safety Forum.
Thomas Chin clarified that multiple notices were sent via the City’s e-notification
system and advertised on social media. Additionally, the City’s volunteer programs
including Cupertino Citizen Corps and Block Leader Programs were engaged to share
the event information. The Commission further discussed the impact the uncertain
weather had on attendance.
Thomas Chin shared with the Commission new tools to solicit additional speakers and
topic areas for future events. The Commission recommended shorter presentation
times, a formal social hour in advance of the presentations, and possibly demonstrations
of cardiopulmonary resuscitation (CPR).
The Commission expressed overall pleasure with the outcome of the Public Safety

Forum.
4. Subject: Domestic Violence Awareness (Chao)
Recommended Action: Receive updated reports
Commissioner Chao provided an update on the partnership with Nextdoor Solutions to
put up a banner at Memorial Park. Commissioner Chao discussed potential future
projects to promote Domestic Violence.
Thomas Chin shared a picture of the banner at Memorial Park.
5. Subject: Public Safety Commission Website
Recommended Action: Discuss and recommend improvements to the Public Safety
Commission Website
Thomas Chin provided a report on the progress in updating the Public Safety
Commission website. The website now shares information on projects the Commission
is currently focusing on and has updated biographies for Commissioners. The City
Work Program section highlights the items under the Public Safety Commission.
Additionally, the annual Public Safety Forum now has a standing landing page for
promotion and soliciting speakers.
Thomas Chin committed to adding a quick link to meeting agendas on the Public Safety
Commission website and making each Commissioner’s name a link to the biographies
page.
Thomas Chin answered clarifying questions from Commission Members.
NEW BUSINESS
6. Subject: Senior Strategy Survey
Recommended Action: Receive a presentation on encouraging community input in a
survey assessing resource awareness and need among seniors for the Senior Strategy
City Work Program item.
Alex Corbalis, Recreation Coordinator, shared a presentation on the Senior Resource
Availability Survey. The survey seeks to determine needs and awareness of senior
services in the community.
Alex Corbalis answered clarifying questions from Commission Members.

Recommended Action: Recommend potential City Work Program proposals for
Fiscal Year 2022-2023
Thomas Chin presented the City Work Program process including potential projects.
The Commission discussed potential projects including license plate readers, domestic
violence awareness, catalytic converters, and improving connections with the Sheriff’s
Office.
Chair Nellore motioned to table Item 7 until January 13, 2022 meeting; Commissioner
Ankireddipally seconded the motion; Ayes: Ankireddipally, Chao, Shan, and Nellore.
Noes: None. Abstain: None. Absent: Wang.
STAFF AND COMMISSION REPORTS
8. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive Report by the Santa Clara County Fire District liaison
Deputy Fire Chief Estrada delivered the Santa Clara County Fire Department September
and October 2021 report. Deputy Fire Chief Estrada indicated no significant events
during the month of October. Call volumes are more closely resembling call volumes
prior to COVID-19. No injuries to first responders were reported.
Continuing, Deputy Fire Chief Estrada one significant event during the month of
September totaling an estimate of $2,500,000. Call volumes continue steady and
resemble more normal volumes. No injuries to first responders were reported in
September or October 2021.
Deputy Chief Estrada answered clarifying questions from Commission Members.
9. Subject: Report by the Santa Clara County Sheriff's Office
Recommended Action: Receive report by the Santa Clara County Sheriff's Office liaison
Captain Urena delivered the Santa Clara County Sheriff’s Office September and October
2021 report. Captain Urena reported all response times were met and remain low. Captain
Urena provided a public safety report on select crimes including domestic violence and
catalytic converter thefts.
Captain Urena answered clarifying questions from the Commission Members.

Recommended Action: Receive report by the City of Cupertino staff liaison
Thomas Chin, City of Cupertino Emergency Manager, delivered a report on the
emergency response activities in September and October 2021. The report included a
summary of the COVID-19 situation, Hazard Mitigation Grant Program, and Emergency
Operations Center training for City staff.
Thomas Chin reported in Santa Clara County on September 9, 2021 (the last regular
Public Safety Commission meeting) 137,582 total cases, 1,744 deaths, and 1,139 Cupertino
cases. As of November 18, 2021, Santa Clara County has 149,023 total cases and 1,316
Cupertino cases.
Thomas Chin answered clarifying questions from the Commission Members.
11. Subject: Commissioners Reports
Recommended Action: Receive Commissioners' reports
Commissioner Chao reported on the Mayor’s meeting in September.
Commissioner Ankireddipally reported on the Mayor’s meeting in October.
Vice Chair Shan will attend the December 2021 Mayor’s meeting.
Chair Nellore will attend the January 2022 Mayor’s meeting.

Catalytic Converter Theft Prevention (Nellore) 1.Warning signs on streets especially the hotspots . A short and crisp message along with the Neighborhood Watch signs on the streets . We at
the PSC could help craft this message with the help of the Captain
2.Monthly newsletters providing tips and suggestions preventive measures the residents can take to help cut the incidents
3.Promote awareness also through neighborhood watch meetings and block party meetings.
4. Many residents are not technical and dont understand what a catalytic convertor looks like or what it does. Help educate them by
displaying these online or during various events in booths.
5.Put in section about catalytic convertor theft prevention on our website and educate the residents

Significant Events (Last Month): No significant events occurred and, consequently, there was no
significant fire loss.

the past five years.

3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents
and unit responses by hour of day for the previous 12 months.

and count by urbanization code for units responding into the jurisdictional boundary.
