In accordance with Governor Newsom's Executive Order No-29-20, this will be a
teleconference meeting without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Wednesday,January 6th to the Commission at
librarycommission@cupertino.org. These e-mail comments will be received by the
commission members before the meeting and posted to the City's website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at librarycommission@cupertino.org. The staff liaison will read the emails into
the record, and display any attachments on the screen, for up to 3 minutes (subject to the

CALL TO ORDER
At 7:00p.m., Chair Wo called the meeting to order via remote teleconference.
ROLL CALL

APPROVAL OF MINUTES
1. Subject: Meeting for November 4,2020 Library Commission Meeting.
Recommended Action: Review and approve the minutes for the November 4, 2020 Library
Commission meeting.
Vice Chair Pan requested that meeting minutes be published as a PDF and asked to amend item
three in the minutes to include that there are 31 parking spots offered at Eaton School.
Commissioner Crabtree motioned to approve the minutes as amended by Vice Chair Pan.
Commissioner Wang seconded the motion. Motion passed with 4 votes yes and Commissioner
Vasanth absent.

Item 4, Cupertino Poet Laureate Monthly Report was discussed at this portion of the meeting.
Cupertino Poet Laureate,Jing Jing Yang,provided an update to the Commission on her
proposal for a poetry competition and to publish the winning poetry through Cupertino in local
businesses.
Vice Chair Pan commented that we should be careful to not promote any gatherings.
Commissioner Crabtree suggested working on the project and then facilitating it when things
begin to open up again. Commissioner Crabtree also referred Jing Jing to the Cupertino
Chamber of Commerce's Legislative Action Committee, and noted that they will meet on
Friday,December 411,if she would like to introduce the idea to them. Commissioner Crabtree
added that students at Cupertino High School have an advisory day on Wednesdays,which
could be a good opportunity to work with students and connect them to poetry.
Commissioner Wang thanked Jing Jing for her efforts, contributions and passion. She noted that
she is excited about the proposal and would like more detail, including a timeline,how people
would be selected, and who would be involved.
Chair Wo inquired about the budget. The Administrative Assistant noted that there is a
majority of the budget remaining and that the Commission had previously agreed that the Poet
Laureate would not need approval for purchases if it is within their budget.
Old BUSINESS
2. Subject: Quarterly Update on the Fiscal Year 2020-2021 Library Commission Work Program.
Recommended Action: Receive a quarterly update on the Fiscal Year 2020-21 Library
Commission Work Program.
Director of Parks and Recreation,Joanne Magrini,provided an update to the Library
Commission on the status of their Fiscal Year 2020-21 Work Program.
Vice Chair Pan requested to add to the progress that a quiet space was designated, and signs
were put up,but it ended when COVID restrictions began. The Vice Chair asked how we can
connect Seniors and Teens to address the digital divide and questioned if the Wednesday
advisory days for the high school students would be a good opportunity to address the topic.
Director Magrini suggested providing a mailer with information on how to navigate resources
to those who do not have internet or device access.
Commissioner Crabtree agreed with the use of low tech to reach out to seniors. She added that
Councilmember Chao is hosting community engagement events for those who are interested in
applying for a Commission position. Commissioners Crabtree and Pan will sit on the panel for
the first meeting,which will be Friday,December 41h from 12 p.m. to 1 p.m.

Vice Chair Pan shared that they had a stakeholder meeting last month and discussed the
donor wall and fundraising efforts.

Cupertino Library Foundation
Clare shared that they are looking at donations and will be sending out an email for
their virtual holiday celebration later this month to the Commissioners.
Commissioners
Commissioner Crabtree noted that Clare had followed up with her about accessibility
aspects that the Library provides. She shared that she participated in one day of the
Superfest disability film festival which was excellent, and that organizations can sponsor
their own film festival with the Paul K Longmore Institute of San Francisco if the Library
is interested. Commissioner Crabtree attended the housing subcommittee meeting on
the 18th which consists of two housing commissioners, a consultant, and the City's
Housing Planner. They are putting together a housing survey. Their next meeting is on
December 16th. The Commissioner added that she attended the commissioner handbook
review meeting and had requested clarification on subcommittees.
Assistant City Manager,Dianne Thompson, responded that more information will be
provided in January and February when commissioner training is conducted.

Background
In the December to January timeframe, each Commission will submit proposed
ideas for the City Work Program for the upcoming fiscal year (FY). These
proposals will be taken into consideration by Department Heads and the City
Manager when developing the proposed City Work Program for City Council's
consideration. Commissions should identify their top 3 proposals and limit
proposals to no more than 5. Each proposal should be within the purview of the
Commission and have a timeline of 12 months or less.
When the proposed City Work Program is brought to City Council, the items
submitted by Commissions will be provided as attachments.The item will indicate
which of the Commission's proposals were recommended by Department Heads
and the City Manager to be considered in the proposed City Work Program. Once
the City Work Program is adopted by City Council, Commissions will be notified
of any adopted items within their purview.

In the December/January timeframe, each Commission will submit proposed ideas for
the City Work Program for the upcoming fiscal year. These proposals will be taken into
consideration by Department Heads and the City Manager when developing the proposed City
Work Program for Council's consideration. When the proposed City Work Program is
brought to Council in March, the proposals submitted by Commissions will be provided
as attachments with indications as to which proposals are reflected in the proposed City Work
Program.
Guidance on Commission Proposals for the City Work Program
Commission proposals for the City Work Program should be within the purview of the
Commission, have timelines of 12 months or less, and identify projects or deliverables
the Commission would be interested in addressing over the course of the next fiscal year.
When developing proposals, consider constraints related to:
• Staff resources,
• Budget, and
• Demands from routine business of the Commission.
If there are existing City Work Program items that the Commission would like to propose
continuing into the upcoming year, the Commission should include these items in their list of
proposals. Please identify:
• The Commission's top three proposals to aid in the prioritization process and
• No more than 5 proposals total for submission. There is no minimum number of
proposals required. Please note that not all proposals will be included in the proposed
City Work Program. When the proposed City Work Program is brought to Council, the
proposals submitted by Commissions will be provided as attachments with indications as
to which proposals are reflected in the proposed City Work Program.
GUIDANCE ON COMMISSION PROPOSALS FOR CITY WORK PROGRAM
Suggested steps to develop Commission proposals for the City Work Program:
1. Review the purpose of the Commission as defined by the Cupertino Municipal Code in
Chapter 2.
2. Discuss and outline any priorities established by Council such as from prior City Work
Programs.
3. Brainstorm proposals relating to the Commission and determine the following:
a. Identify potential projects and deliverables relevant to the Commission.
b. Determine the benefit if the project or deliverable is completed.
c. Is it mandated by State or local law or by Council direction/priority?
d. Would the task or item require a policy change at the Council level?
e. Identify resources needed for completion such as staff time or coordination with
other Commissions etc.
f. What is the timeline to completion? (1 year,2 year, or longer term?)
i. Proposals should be completable within the upcoming fiscal year (within
12 months). If a project or deliverable will take more than a year, it should
be broken up into phases and the proposal submission should only
include what can be accomplished in the upcoming fiscal year.
g. Determine measurement and evaluation criteria. How will you know you are on
track? How will you determine success?
4. Prioritize projects from urgent to low priority.
5. Identify the top three proposals from the Commission that can reasonably be
accomplished or worked on in the coming year.
6. Submit the Commission Proposals for City Work Program Form.

regarding the Cupertino Library programs and services to the community and shall make recommendations from time to
time for improvements or modifications thereof;
C. Consult with and act as liaison with private community groups supportive of the library program;
D. Consult with the architect and the City Council in the planning of any main or branch library building facilities, including
locations, building layout, architecture, landscaping and furnishings;
E. Hold hearings, formulate policies and make rules and procedures with respect to the foregoing for approval by the City
Council;
F. Perform such other tasks as may be expressly requested of it by the City Council.

SCCLD Goes Fine Free in 2021
SCCLD is happy to announce the elimination of late fines for
all SCCLD materials, including books, magazines, music,
and movies. While we haven't charged late fines for
children's materials for years, the new change covers
materials for all ages. Fine Free goes into effect on January
1, 2021 to kick off the new year. MID
Existing late fines will also be forgiven, so patrons can start
the year with a clean slate. Fees for lost items will remain,
and the processing fees have been reduced for most items
from $10 to $5. Please visit the website for details.
SCCLD also recently launched the new auto-renewal feature. This automatically extends due dates on
eligible physical materials from SCCLD. There are a few requirements for eligibility, including more
available copies than holds, and not reaching the maximum number of five renewals. Patrons will
receive notifications with each successful auto-renewal.
These two changes will greatly benefit all patrons. We know late fines do not affect everyone equally.
Especially in tough economic times, public libraries are more critical than ever. These changes help to
reduce barriers to our communities and meet one of our core values, providing access to the library and
library services.

Joint Powers Authority Board meeting
Our next JPA meeting will be held on Thursday, January 28, 2021 at 12pm.
Changes in January 2021
Congratulations to Deputy County Librarian Chris Brown, who has been appointed as the new Library
Commissioner with the Chicago Public Library and will be leaving SCCLD January 15, 2021. Chris has
been involved with delivering many innovative programs and services. The list includes passport
services, expanding public service hours, adding the Headspace app, and being a key contributor of
the award-winning Rise Up program in South County. We want to thank Chris for his many
contributions to the District and wish him good luck in his new role. Library Services Manager Steve
Fitzgerald will step in as Interim Deputy County Librarian as we begin a search in January to
permanently fill this important role.

A M E R I CA'S District has made the list of Star Libraries and is ranked
among the Top 10 Libraries in the Nation in our
STAR expenditure category of$30M+ by LJ Index of Public
Library Service. SCCLD has been awarded Four
LIBRARIESStars and in the new 2020 report, we are ranked #6
overall in our expenditure category, moving up from 7th
THE LJINDEX OF PUBLIC LIBRARY SERVICE place in 2019, and leading the 4 star pack with an
average of 7.58 library visits per capita.
It is through the support of our patrons, staff, and stakeholders that we are able to achieve success.
