SCC 09-22-05 APPROVED Senior Citizens Commission CITY OF CUPERTINO REGULAR MEETING THURSDAY, SEPTEMBER 22, 2005 CALL TO ORDER Vice Chairwoman Incociati called the meeting to order at 2 p.m. ROLL CALL Commissioners present: Frank Yap, Estelle Incociati, Mavis Smith, Christine Kennedy Pierce Linda Walker Julia Lamy, Supervisor; Marie Miller, Administrative Assistant Commissioners absent: Staff present: 1. MINUTES A. The minutes of March 24, 2005, were unanimously approved as written. B. The minutes of June 23, 2005, were accepted. 2. ORAL COMMUNICATIONS Raymond Pole, Santa Clara County Senior Commission, spoke on respite services for citizens in Santa Clara County. He reported that the Office on Aging is willing to underwrite the expense of organizing that type of program if the cities will take up the program and manage it. Mr. Pole appealed to the commission to receive information regarding respite services and to try to implement the program. The Office of Aging will receive $250,000 to fund the program, with one-third for overhead and two-thirds is given out to volunteers who receive a stipend. He offered to speak to any commission who may be interested in this program. 3. PRESENTATIONS A. Senior Citizens Commission Subcommittee Reports: a. Multi-Service Agencies - Commissioners Pierce and Smith distributed a brief report on agencies providing services to Cupertino Seniors. In general, they learned that making information available about services is easily available and understood. They researched agencies and mechanisms currently exist to funnel information to seniors and found that the National Council on Aging is the national network, the local level is the Santa; Clara County Council on Aging, and for seniors in Cupertino, the Senior Center's Case Manager Program provides assistance in navigating the maze of services. Senior Citizens Commission September 22, 2005 Page 2 of3 Commissioners Pierce and Smith believe that a digest that summarizes available services in an easier-to-use format would be useful. b. Housing - Commissioners Pierce and Smith distributed a brief report on housing services currently provided to Cupertino Seniors. Guest speaker Jacquey Carey, Housing Program Director for Cupertino Community Services, provided an overview of housing services available to Cupertino seniors. She distributed basic national and local housing statistics. The statistics showed that there is a growing need for affordable senior housing in Cupertino. c. Transportation - Commissioner Yap reported that he was able to find a great deal of information on the web regarding transportation services availabJe to Santa Clara County seniors. He recommended looking at the website WWW.SCcgov.org for a comprehensive list oftransportation services for seniors in Santa Clara County. He distributed a copy of that website and from OUTREACH's website. d. Day Programs - Due to Commissioner Walker's absence due to illness, Commissioner Pierce agreed to take on the task of reporting on Day Programs at the January meeting. She will invite a speaker on this topic. e. Wrap-up Work - This report was postponed until the Day Program report could be gi ven. 4. NEW BUSINESS A. Selection of 2006 quarterly meeting dates - January 26, March 23, June 22, and September 28, 2006. . ACTION: A motion was made, seconded, and moved to adopt the 2006 meeting dates as: January 26, March 23, June 22, and September 28. 5. MISCELLANEOUS - NO ACTION REQUIRED A. Written communications - Commissioners received information ITom the Council on Aging in Silicon Valley. Ms. Lamy reported that this document discusses their older adult employment assistance program. B. Staff updates: a. Upcoming Senior Housing Project - Kelly Snider, Toll Bros., gave a brief account of an upcoming senior housing project at Finch and Stevens Creek Boulevard. The project proposes 320 new condominium homes near the ValIco Fashion Mall. Currently, a City ordinance requires 15 percent of the housing to be set aside tòr family housing with moderate incomes. Toll Bros. is trying to get a proposal that would build 20 percent of these homes as Senior Citizens Commission September 22, 2005 Page 3 of3 affordable units for low and very low income senior citizens - specifically reserved for senior citizens. This proposal is different ITom what the City ordinance allows, but they are working with the Housing Commission and City Council for an exception. Toll Bros. will come back to the Senior Commission for feedback on whether or not this is a project they should continue to pursue. The Housing Commission had mixed opinions, as they were also looking for teacher housing in the mix. There will be more public hearings on the proposed project. b. Veterans Memorial- Ms. Miller announced that the public is invited to the Parks and Recreation Commission's November 10 meeting. This meeting has been set to develop a message that would inspire artwork tòr a Cupertino memorial honoring veterans and public service personnel that have given their lives in service. C. Commissioners' updates: Vice Chairwoman Incociati distributed a Mercury News article that discussed cable TV discounts for seniors in San Jose. She reported that she contact Councilmember Dolly Sandoval and Planning Commissioner Marty Miller about cable TV discounts for all Cupertino seniors; they both agreed to see what they could find out about it. She also reported that Cupertino does have 75 discounted fares for seniors who are housebound and have a physicians note. Commissioner Pierce reported that she continues to teach classes on "Baby Boomers - You're 25- Year Plan" and "Baby Boomers, Where Are You Going to Live?". She attended an AARP meeting Washington D.C. in June on livable communities. She also has co-written a book on senior housing "Senior Co-Housing, A Community Approach to Independent Living" that was published in August. Commissioner Yap recommended that someone from the Senior Citizens Commission should be on the Senior Center's Members' Planning Council monthly meeting. Vice Chairwoman Incociati agreed to consider participating in this council. 6.
