BPC 11-18-2020 MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION November 18, 2020 The meeting was called to order at 7:00 p.m. ROLL CALL: Present: Gerhard Eschelbeck, Muni Madhdhipatla, Erik Lindskog, Ilango Ganga Absent: None Staff: David Stillman, Staff Liaison Others Present: None APPROVAL OF MINUTES 1. October 21, 2020 Minutes Commissioner Madhdhipatla motioned to approve, Commissioner Lindskog seconded the motion. Motion passed 4-0. POSTPONEMENTS None ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS Received written communication from John Cordes, attached. OLD BUSINESS None NEW BUSINESS 2. Subject: Vision Zero Initiative (Ganga) Commissioner Ganga gave a presentation on Vision Zero. The presentation is included in these minutes. Two public comments were received: • Tim Oey. Tim is a Sunnyvale resident an d supports Vision Zero in Cupertino. • Matt Widmann supports Vision Zero and would like to see data on the type and cause of accidents. Commissioner Madhdhipatla asked if there were opportunities for funding support. Commissioner Ganga will look for additional sources of funding. Commissioner Lindskog commented on need for an encouragement component in Vision Zero to increase bike mode share. Commissioner Eschelbeck supports future work on this program. Commissioner Ganga stated that the type of information requested by Matt Widmann is available and would be incorporated into Vision Zero plan. An informal straw poll was taken. All commissioners were in support of implementing a Vision Zero program. STAFF AND COMMISSION REPORTS 3. Staff Report (Stillman) Mr. Stillman reported that at the November 17, 2020 City Council meeting, the Council received a report from staff on fencing allocations and expected expenditures for the Regnart Creek Trail Project and authorized the City Manager to award the construction contract up to 90% of allocated budget. Mr. Stillman reported that the 100% plans will be completed and bid in early December, the contract awarded in early January and construction commencing prior to February 1. Commissioner Ganga requested that the 100% plans be brought to the BPC for review and comment. Mr. Stillman responded that the project plans will not be brought to the BPC. Mr. Stillman reported that the McClellan Road Class IV bike lane phase 2 project is substantially complete. Final striping is being completed now. Commissioner Madhdhipatla noted that he has observed bicyclists riding on the top of the concrete islands. He also expressed some concerns about the curve in the island as it approaches an intersection. Commissioner Lindskog expressed concerns about bicyclists riding over the bump in front of driveways and losing control and requested staff look at ways to increase friction on the bump. Mr. Stillman indicated that staff would look into these issues. Mr. Stillman reported that the Stevens Creek Blvd Class IV bike lane project is still underway and on schedule. Mr. Stillman reported that City Council awarded the construction contract for the Linda Vista Trail at the November 17, 2020 meeting. Mr. Stillman reported that conceptual design work is proceeding on the Junipero Serra Trail central and eastern segments. Work on the western segment will begin once design on the central and eastern segments has been substantially completed. Mr. Stillman reported that the consultant agreement for the Bollinger Road study is being signed this week following successful scope and fee negotiations. Public outreach should begin before the winter holiday. Mr. Stillman reported that work orders for the Tier 1 School Walk Audit items have been issued to City crews, with two schools remaining. Work will be completed as City crew resources permit. Mr. Stillman reported that Commissioner Lindskog’s reappointment to the VTA BPAC for an additional two-year term was approved by City Council at the November 17, 2020 meeting. 4. VTA BPAC Report (Lindskog) Commissioner Lindskog gave a presentation summarizing the most recent VTA BPAC meeting. The presentation is included in these minutes. Tim Oey provided some additional detail on a few items. 5. Report on Subcommittee Assignments and General Comments Commissioner Eschelbeck gave a summary of the November Mayor’s meeting. Notes are included as an attachment to these minutes. Commissioner Ganga reported that BPC and TICC has identified a student volunteer to assist with compilation of crash data. Commissioner Madhdhipatla inquired as to when Blackberry Farm Entrance Study item would be brought to BPC. Mr. Stillman responded that it would be brought to BPC once the Public Works Department revisits the project. Commissioner Ganga requested on a future agenda the creation of a list of future agenda items. Future agenda items: Commission work plan, Bollinger Road Safety Study, Future agenda item list.
