It is governed by a five-member city council, with the mayor as the presiding officer. The Parks and Recreation Commissioners are appointed by and report directly to the City Council. PARKS AND RECREATION COMMISSION The commission regularly meets the first Thursday of each month. These meetings are held in the Cupertino Community Hall, starting at 7 p.m. Agenda copies are available to the public as soon as they are printed and copies of commission minutes are available after they have been approved. These same materials are also available by mail, for a nominal fee. Current and prior commission agendas, minutes, and packets are also available at www.cuDertino.org (click Agendas and Minutes). COMMISSION POLICY It is the intent of the commission to provide the opportunity for any person to communicate with commission on any matter of community interest or within the commission's purview. To assure fairness to advocates on all sides of an issue, debates and actions taken will be limited to those items previously placed on the agenda. Items of an urgent nature, which cannot be carried forward to the following council meeting, may be processed under certain conditions. CONDUCT OF BUSINESS The Chair is the presiding officer of the commission. All statements and questions are to be addressed to the Chair whether by members of the commission, the staff, or the general audience. During the course of business, please refrain from outward expressions of emotion, such as cheering or clapping. Such behavior delays the meeting and may intimidate the applicant or other persons wishing to express alternate views.' Loud, unruly outburst will result in removal from the meeting. PUBLIC PARTICIPATION The commission encourages expression of views by its citizens on matters of concern to those persons. Oral presentations during public hearings are one method of expressing these views, or citizens may address the commission under Oral Communications if the item does not appear on the agenda. Another method widely used is the written communication. If any such communication pertains to an agenda item and is received by the Parks and Recreation Administration office prior to noon on the Monday preceding the commission meeting, it will be duplicated and distributed as supporting information to the pertinent agenda item. DRAFT PARKS AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETING THURSDAY, NOVEMBER 10, 2005 I. CALL TO ORDER Vice Chairman Chien called the meeting to order at 7 p.m. 2. MINUTES OF THE PREVIOUS MEETING A. Regular meeting of November 10, 2005 - Commissioner Brown reported that his comments about a memorial should read, "He would like all veterans who have . lost their lives in the service oftheir country, who are residents of Cupertino, be recognized whether they died during a major conflict or a minor conflict." ACTION: A motion was made, seconded and unanimously moved to approve the meeting minutes of October 6, 2005, as amended. 5. ORAL COMMUNICATIONS Ralph Otte, presented a list of contacts that may be of assistance with the Veterans Memorial project. He agreed to assist the City in any way he can. Director Smith reported that she would be addressing this project with City Council during their goal setting session in January to see what they wanted to contribute besides the location in Memorial Park. She also stated that the goal setting session is a public meeting set for January 31. 6. UNFINISHED BUSINESS B. Consider Scenic Circle access to Stevens Creek Corridor Park and July 7,2005, recommendation (presented out of order) - Director Smith reported that the purpose of revisiting this item was to reconsider their recommendation to City Council to provide an access to Stevens Creek Corridor Park ITom Scenic Circle. She gave a PowerPoint presentation that showed the traffic issues students riding bikes to school come up against on McClellan Road. Parks and Recreation Commissions Meeting of December I, 2005 Page 2 of3 Commission Comments Commission Brown stated he was expecting to receive a design update along with the issue ofthe Scenic Circle access. Director Smith stated that at this time there is nothing to report on the park design because the Water District has not yet approved the creek re- alignment; however, the creek re-alignment does not affect the Scenic Circle access. Public Comments The following people spoke in favor of a pedestrianlbike access on Scenic Circle: · Jim Bodwin, resident · Paul Oleas, resident · Michael Stanek, resident · Carol Stanek, resident The following people spoke in support of not having a pedestrianlbike access on Scenic Circle: · Stewart Kelly, resident · Don Bautista, resident · Max Bokelman, resident · Larry Loo, resident · Alan Taniguchi, resident · Steve Moody, resident Director's Comments Director Smith commented that the City did not lock the gate on Scenic and that the City should look at visibility distances on Scenic for traffic safety concerns. She reviewed the recommendations that the Commission made on July 7. Commission Comments Commissioner Brown stated that based on research, opening up areas does reduce crime - when there are people present, people who look for isolated areas no longer have an isolated and, therefore, crime is reduced. He believes that there are enough people who are interested in the access and that the City should open it on a one-year basis, as proposed. He believes that the access would be a benefit to the community. Commissioner Peng is willing to recommend that the access be opened on a trial basis, and he would like the community to give the City the chance to open the Scenic Circle access to pedestrians and bikers. Commissioner Bradford reported that she had received a great many emails over the last months on this topic and thanked the community for their interest. She said she had heard the neighbors' concerns over the potential for an increase in the number of cars. She would consider amending the original recommendation to City Council to put restricted parking on Scenic. Director Smith said that there is a process to initiate Parks and Recreation Commissions Meeting of December 1, 2005 Page 3 00 residential restricted parking via the Public Works Department. She agrees with the notion that when a trail opens up, crime is reduced. She asked what the design of the access would be and if there was signage. Director Smith said the plan is to not identify the access on any map. Commission Bradford would also support restricted weekend parking on Scenic near the access. Vice Chairman Chien recognized that safety is a big concern and asked if it was feasible to open the gate 7 a.m. to lOam., reopen at 3 p.m. and close again at 6 p.m. Director Smith said this is doable, but that the problem was not people using the access during the day, but people getting into the park at night. Commissioner Chien said his main concern was the safety of the neighborhood and, therefore, could not support opening an access on Scenic Circle. Director Smith stated that the Commission does not need to take action unless they are going to change their original recommendation made on July 7, 2005. Commissioner Chien asked for a motion to amend their original recommendation. Seeing none, he closed the item. A. Stevens Creek Corridor Park - design update: Director Smith reported that she will provide a design update for the January meeting. She did report that the project has received approval on a grant application for $250,000 toward the enviromnental classroom. The creek realignment, which will have a sequence of nine pools and rimes, is about to be approved by the Water District. When this happens, further refinement of the park layout can occur. The 4- H Club has made a lot of progress toward their new facility. They have partnered with the Water District to remove lumbar ITom an old redwood bam that was on Water District property; they salvaged about $15,000 worth of lumbar that will go into the reconstruction of a 4-H area, which the city architect is designing for them. 7. MISCELLANEOUS - NO ACTION REQUIRED A. Written Communications: None B. Staff Reports: a. Director Smith said there is a potential new lessee for the Sports Center pool. DACA has entered into a lease agreement in San Jose for their own facility. C. Community Contacts: None 8. CUPEIQ1NO PARKS AND RECREATION ADMINISTRATION DIRECTOR'S REPORT TO THE CUPERTINO PARKS AND RECREATION COMMISSION Agenda Date: January 5, 2006 Item 6.A.: Stevens Creek Corridor Park - receive a presentation of the park plan Attached is our most recent iteration of the plan for Stevens Creek Corridor Park. We will present this plan to you on January 5 and answer any questions you may have. No action is required at this time. This is the plan that will go to the Planning Commission as part of the environmental review process. During the 30-day public review period, interested parties and regulatory agencies will be encouraged to comment on the plan. We will ask for your comments at that time. You will have the luxury of pondering this information for a month; we will take your recommendations at the February meeting. This plan will be presented to the City Council on January 17. It reflects Council actions to date: · Reduce the capacity of the picnic area to 800 persons (rrom the current 4,000 person capacity) · Extend the trail rrom Stevens Creek Blvd. through McClellan Ranch to McClellan Road . Close access at Scenic Circle This plan reflects the Council's goals reaffirmed in September 2004 upon completion of the Community Visioning process. The goals include: · Invite members of the community to enjoy the property in the corridor year-round - serve more people · Minimize the effects of park operation on surrounding residents · Preserve and restore the natural enviromnent of the creek corridor for park users and as habitat for wildlife · Provide a trail compatible with the natural setting that will accommodate a variety of trail users · Acknowledge and interpret the history of the area through a series of historical markers, through the preservation of buildings at McClellan Ranch and other creative ideas. · Encourage educational uses of the creek corridor and support enviromnental programming at McClellan Ranch Printed on Recycled Paper Director's Report to Parks and Recreation Commission January 5, 2006 Page 2 of 4 Plan Elements The area available for parking has been reduced in proportion to the resized picnic facility. Our traffic engineer has recommended that the core of the park include 360 parking spaces to accommodate peak use of the picnic facility on weekends, as well as community use of the park. This plan contains a total of372 spaces divided between the picnic area (350), the Retreat Center (5) and the trailhead (17). You will notice that the creek realignment is shown on this plan. The creek now comes closer to the existing parking area providing a greater space for the west bank picnic facility and vegetative buffer. This is a more natural alignment; Jana Sokale will explain the pool and riffle geometry at the meeting. She will also discuss the analysis that led to the stream configuration recommendations. The Santa Clara Valley Water District is onboard with this proposed geometry and it is now ready for environmental review by the regulatory agencies. The entry kiosk for fee collection at the picnic area is now sited so that entrance is unobstructed and the fee- for-use access is separate rrom the trail access. The pool/snack area has also been reconfigured so that staff can monitor the fee-paying picnickers separately rrom the park users, while keeping the trail and snack bar open to the community. You will note that maintenance facilities have been removed rrom the flood plain area and are shown as reconstructed. The golf course area is particularly worth noting: rest rooms will be provided. This will solve a long-standing problem of no rest room amenities available on the south end of the course. Pursuant to the Council goals for enhanced environmental programming in Stevens Creek Corridor, we are constructing phase one ofthe environmental classroom in 2007. This project is currently funded rrom two sources for a total amount of $330,000 (for construction). The City will pay all administrative and soft costs. While this is not enough to do everything we ultimately want to do at McClellan Ranch, it is a good beginning and will enable our naturalist to provide more environmental programming year round. Phasing The project will likely be constructed in three phases, with the first phase to be constructed in 2007. The first phase will include: · Park/picnic upgrades · Relocation of the maintenance facilities · Removal of barriers to fish passage · Restoration planting · A trail between Blackberry Farm and McClellan Ranch · The first phase construction of the classroom for environmental programs Director's Report to Parks and Recreation Commission January 5, 2006 Page 3 of 4 The second phase construction project will likely include more creek restoration and creek realignment in the Horseshoe Bend area, with additional upland plantings. The final phase will extend the park and trail through the Stocklmeir property. I am meeting with the Historical Society on January 9 to view the status oftheir plans for the Stocklmeir site. 1 will invite them to present to you at your February meeting, if they feel ready to go public with their plans. Funding Funding is in hand to: · Relocate the maintenance facility (Per Capita and Roberti-Z'Berg-Harris funds) · Redo the picnic area (Urban Park Act funds) · Remove the barriers to fish passage (Department of Water Resources and Santa Clara Valley Water District funds) · Construct the first phase of the environmental classroom (Roberti-Z'Berg-Harris Competitive funds) · Enhance native plantings (Department of Water Resources and Clean Safe Creeks funds) · Reconfigure the 4-H Club area and community garden (Clean Safe Creek funds), and · Construct the trail rrom McClellan Ranch to Blackberry Farm (Clean Safe Creek funds) None of these project elements is funded at the "Cadillac" level. We are driving a Hyundai, but I have great faith in the project team to deliver a quality project for the money we have available. Process rrom this point The Council needs to bless this plan one last time before it enters the public environmental review process; the Planning Commission does this aspect of the review. The first stage will be to schedule the project before the Environmental Review Committee, which is made up of a combination of staff and Councilmembers. It will then be scheduled for Planning Commission review, and ultimately the environmental document will be adopted by the City Council. All regulatory agencies will have an opportunity to have input, and their input will be utilized in the drafting of construction mitigations. These agencies are the agencies that will be issuing permits to enable us to build this project. Once the environmental review has been completed and the permits are in hand, we will have authorization to call for bids for construction. This has been a very long process and it is quite satisfying to see it coming to rruition. The next year will be invested in technical matters and resolving permitting issues. It will not be a year of public debate and public comment; that's past. However, 1 will keep the Commission up to date on the project status as we move toward groundbreaking. The landscape architect tasked with designing the park then met with Blackberry Farm staff to work out the details of the park plan.
