MEMO TO PLANNING COMMISSION
Meeting: May 25, 2021
After reviewing the stated Goals, Strategies and Policies that illustrate the
conformance of the FY21-22 Capital Improvement Programs (CIP) Proposed
Projects, Staff found that some edits to the detail would promote a better
understanding of the Projects’ conformance. The attached documents were
revised for clarification.
1. In the Staff Report, the stated goals of the projects “that maintain the
usability of and/or expand the capacity, performance, and efficiency of the
City's public infrastructure and facilities” (#4) were revised to delete the
goals that state that the improvement projects should be CIP (Policy INF-
1.1); and that CIP projects should reflect the goals and policies of the
General Plan Community Vision 2040 (Policy INF-1.1.1). Instead,
references to the Environmental Resources Element (ES-) Goals were
added.
2. “Attachment 4, General Plan Consistency Notes for File CP-20-8040” was
updated to refer to more appropriate goals/policies/strategies for each
project.
3. The order of the projects in “Attachment 4, General Plan Consistency
Notes for File CP-20-8040” was revised to group the three types of
projects: transportation (blue), facilities/infrastructure (Orange) and Parks
and Recreation (green)
4. The order of the projects in “Attachment 3, Proposed CIP Projects
Narratives” were revised to match order of the list in Attachment 4.
