CALL TO ORDER
Commission Chair Chao called to order this meeting of the Cupertino Public Safety
Commission at approximately 6:04 p.m. on Thursday, September 10, 2020 via
teleconference.

APPROVAL OF MINUTES
1. Subject: Approve August 13, 2020 Minutes
Recommended Action: Approval of the August 13, 2020 Minutes
Chair Chao recommended a change on page 2 from “Own Voice Program” to “In Our Own
Voice.” The recommended change appears twice on page 2.
Commissioner Nellore motioned to approve the amended minutes of the August 13, 2020
meeting; Commissioner Ankireddipally seconded the motion; Ayes: Ankireddipally, Chao,
Nellore, and Shan. Noes: None. Abstain: None. Absent: Wang.

2. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Chair Chao confirmed the availability of National Alliance on Mental Illness (NAMI) to
present “In Our Own Voice” at the Public Safety Forum on October 22, 2020 at 6:00 p.m. A
registration process will be made available via teleconference registration.
Thomas Chin shared a draft flyer marketing the first Public Safety Forum session featuring
NAMI. An overview flyer will be created to market the full series as dates are finalized.
Commissioner Shan provided an update on the availability and date for the Public Safety
Forum session on Block Leaders.
Chair Chao motioned to cancel the November 12, 2020 Public Safety Commission meeting in
favor of the Public Safety Forum series; Commissioner Shan seconded the motion; Ayes:
Ankireddipally, Chao, Nellore, and Shan. Noes: None. Abstain: None. Absent: Wang.

3. Subject: Preventing Vehicular Burglaries
a. Discuss the rise of catalytic Converter thefts
Recommended Action: Receive report on the rise of catalytic converter thefts
Thomas Chin provided an update on the recommendations submitted by the Commission.
The Community Development Department (CDD) is working on incorporating the
recommendations into upcoming projects. Updates will be provided as appropriate.
Captain Urena reported 18 catalytic converter thefts in 2020 in the City of Cupertino. Captain
Urena reported a concentration of thefts related to hybrid cars. The Sheriff’s Office has
pushed warnings through social media to the community.
Chair Chao opened the public comment period and the following person spoke.
Jim Moore thanked Captain Urena for his work and would follow up with protective actions
at his home.

4. Subject: Domestic Violence Awareness Month (October 2020)
a. Review domestic violence awareness flyer from Next Door Solutions
Recommended Action: Recommend locations to post domestic violence awareness flyers
to staff
Thomas Chin provided an update on the Public Safety Commission’s recommended
locations to post flyers in honor of Domestic Violence Awareness Month (October).
Commissioner Shan clarified the recommended location at Memorial Park.

NEW BUSINESS
5. Subject: Homeless Encampment at Interstate 280 and Wolfe Road
a. Discuss potential public safety impacts for the encampment participants and
community (Nellore)
Recommended Action: Review public safety issues regarding the homeless encampment
and recommendations for intervention to refer to staff
Commissioner Nellore provided an update on the known public safety issues for the
encampments along Wolfe Road.

Possible issues include:
• Proximity to the roadway
• High speed drivers
• Potential liability to the City
• Encampment is growing
• Lack of physical distancing
• A fire occurred on site
Chair Chao opened the public comment period and the following people spoke.
Liana Crabtree referred to her written communications. She said the encampment has
received verbal guidance to leave the area but have not received any written guidance on
where to go.
Jim Moore referred to the Sheriff’s Office providing verbal instruction to vacate the area by
September 25th. Jim asked why the encampments are being moved during the COVID-19
Pandemic and where would they go. Jim further reported a vehicle collision near the
encampment has not been proven to be associated with the encampment.
Chair Chao closed the public comment period.
Commissioner Nellore motioned to recommend a traffic study to evaluate protective
measures for the drivers and encampment participants at Wolfe Road and Interstate 280;
Commissioner Shan seconded the motion; Ayes: Ankireddipally, Chao, and Nellore. Noes:
None. Abstain: Shan. Absent: Wang.
STAFF AND COMMISSION REPORTS
6. Subject: Report by the Santa Clara County Fire Department
Recommended Action: Receive report by the Santa Clara County Fire Department
Deputy Fire Chief Shumate delivered the Santa Clara County Fire District August 2020
report. Deputy Fire Chief Shumate indicated no significant events during the month of July
2020. No injuries to first responders were reported.
Chair Chao opened the public comment period and no comment was received.
7. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office
Captain Urena delivered the Santa Clara County Sheriff’s Office August 2020 report Captain

Urena reported all response times were met. Captain Urena provided a public safety report
on select crimes. Captain Urena delivered a detailed report on domestic violence cases.
Chair Chao opened the public comment period and the following person spoke.
Jim Moore thanked Captain Urena for his report.

8. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino Liaison
Thomas Chin, City of Cupertino Emergency Services Coordinator, delivered a report on the
emergency response activities in August 2020. Responses included the CZU Lightning
Complex, SCU Lightning Complex, extreme heat, poor air quality, potential Public Safety
Power Shut Off (PSPS), and COVID-19.
Chair Chao opened the public comment period and no comment was received.
9. Subject: Commissioner Reports
Recommended Action: Receive Commissioners’ Reports
Chair Chao delivered a report on behalf of Commissioner Wang from the September
Mayor’s meeting.
Chair Chao agreed to attend the October Mayor’s Meeting.
