PSC 07-09-2020Public Safety Commission Minutes July 9, 2020 1 CUPERTINO PUBLIC SAFETY COMMISSION FINAL MEETING MINUTES Thursday July 9, 2020, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Chao called to order this meeting of the Cupertino Public Safety Commission at approximately 6:03 p.m. on Thursday, July 9, 2020 via teleconference. ROLL CALL Commissioners Present: Yvonne Chao Tiffany Wang Eric Shan Lakshminarasimha Ankireddipally Commissioner Absent: Hymanand Nellore Staff Present: Captain Rich Urena, Santa Clara County Sheriff’s Office Deputy Fire Chief Shumate, Santa Clara County Fire Department Dianne Thompson, Assistant City Manager Katy Nomura, Assistant to the City Manager Thomas Chin, Emergency Services Coordinator, City of Cupertino Others Present Virtually: None APPROVAL OF MINUTES 1. Subject: Approve May 14, 2020 Minutes Recommended Action: Approval of the May 14, 2020 Minutes Chair Chao recommended a spelling changes on page 2 “Monte” to “Monta,” on page 3 “Chai” to “Chao,” and on page 5 “is” to “if.” Additionally, Chair Chao suggested on page 5 adding “meeting” after Public Safety Commission. Chair Chao further suggested on page 2 removing “Chair Chao suggested NAMI may be able to provide additional supportive information for families,” highlighting personal safety will be discussed by the Block Leaders Program during the Public Safety Forum, and adding the City will design the flyer for the Public Safety Forum after finalized topics in July. Chair Chao motioned to approve the amended minutes of the May 14, 2020 meeting; Commissioner Nellore seconded the motion; Ayes: Shan, Chao, Wang, and Ankireddipally. Subject: Public Safety Education and Outreach a. Public Safety Forum (Chao/Nellore) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Chair Chao provided an update on the availability of NAMI to present at the Public Safety Forum and will continue to follow-up during the next month. Captain Urena provided an update on the availability of a trainer from the Sheriff’s Office on implicit bias for the general public. Captain Urena agreed to evaluate availability of translators from the Sheriff’s Office including testing timing of translators and presenters. Thomas Chin agreed to evaluate the ability to translate written materials into at least traditional Chinese. Commissioner Shan detailed the involvement of the Block Leader Program and agreed to draft a list of 5 to 10 questions for the panel moderator. All topics and features are pending the venue of the Public Safety Forum (in person or virtual). NEW BUSINESS 3. Subject: Coordination with the Planning Commission a. Commercial Projects to include Preventative Measures for Vehicular Burglaries (Chao/Shan) Recommended Action: Draft recommendations for the Planning Commission to consider regarding Preventative Measures for Vehicular Burglaries Commissioner Shan communicated with Planning Commissioner Wang outlining Public Safety Commission Minutes July 9, 2020 3 recommendations for shopping areas such as multi-language signs reminding people to remove valuables, providing reminders in businesses, and adding surveillance in parking areas. Chair Chao requested an analysis of high-risk areas for vehicular burglaries in order prepare recommendations for projects moving forward. Captain Urena agreed to provide a presentation on vehicular burglaries to include high incident locations. All Commissioners agreed to provide at least one best practice to curb vehicular burglaries at the August Public Safety Commission meeting. 4. Subject: Citywide Commission Work Program b. Public Safety Commission Work Program Recommended Action: Recommend City Council to Approve the Public Safety Commission Work Program Thomas Chin, Emergency Services Coordinator, shared an overview presentation on the Commission Work Program Process and Commission Work Program items approved by the City Council. Chair Chao motioned to approve the Public Safety Commission Work Program; Commissioner Wang seconded the motion; Ayes: Shan, Chao, Wang, and Ankireddipally. Noes: None. Abstain: None. Absent: Nellore. STAFF AND COMMISSION REPORTS 5. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Shumate described three (3) significant events over the last month resulting in an estimated loss of $10,100 in property damage. No injuries to first responders were reported. Deputy Fire Chief Shumate explained in 2020, there were 1,552 calls for service which is a significant decrease in call volume. The month of June 2020 had 248 calls for service. Deputy Fire Chief Shumate describe public outreach and special events during the month of June. 6. Subject: Report by the Santa Clara County Sheriff’s Office Public Safety Commission Minutes July 9, 2020 4 Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena delivered a report that during the month of June all response times were met. The Sheriff’s Office continues to check businesses at night and being visible during nighttime hours. Captain Urena described lower incidents due to the COVID restrictions. Captain Urena described vehicle moving violations over the month of June. The Sheriff’s Office will continue to monitor roadway conditions to educate motorists about safety and increased foot and bicycle traffic. Captain Urena shared a report on domestic violence calls to describe incidents members of the same household. Captain Urena provided a brief overview of the five domestic violence incidents which occurred in the month of June. Chair Chao requested to add domestic violence awareness flyer distribution at key locations to the next month’s agenda. 7. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin, City of Cupertino Emergency Services Coordinator, described the County of Santa Clara’s Risk Reduction Order to take effect on July 13, 2020. Thomas Chin described the City of Cupertino’s coordination with the County of Santa Clara to provide COVID-19 testing to the community. A pop-up test site was established June 16, 17, and 18 from 10:00AM – 4:00PM and resulted in 1,631 tests in three days. Thomas Chin describe the support from the Cupertino Citizen Corps, Public Works Department, Parks and Recreation Department, Innovation and Technology Department, and Communications Division. Thomas Chin thanked the Sheriff’s Office and all the agencies for the support. Additionally, Thomas Chin described the activation of another COVID-19 Test Site at the Cupertino Senior Center specific to essential workers such as grocery and hardware store staff, restaurant workers, and public safety agencies. Again, Cupertino Citizen Corps, Public Works, and Parks and Recreation supported the location. This site provides an opportunity to test the location and provide a regularly scheduled test site at the Cupertino Senior Center. 8. Subject: Commissioner Reports Recommended Action: Receive Commissioners’ Reports Commissioner Nellore agreed to attend the July Mayor’s Meeting scheduled for July 15, 2020. Chair Chao agreed to attend the August Mayor’s meeting.
