BICYCLE PEDESTRIAN COMMISSION
October 21, 2020
The meeting was called to order at 7:02 p.m.

2.Interstate 280/Wolfe Road Interchange Class IV Bikeway Design Concepts
(Stillman)

Staff Liaison David Stillman introduced the item by providing some background on the
I-280/Wolfe Road interchange project. Following this, Megan Cronan from HMH gave a
presentation describing an exhibit that shows Class IV bike lane alternative treatments
for the I-280/Wolfe Road interchange. Ms. Cronan solicited feedback from the
Commission on their preferred alternatives.
Commissioner Madhdhipatla inquired if an on-street bike lane for commuter bicyclists
separate from the proposed Class IV could be striped, and Commissioner Ganga
requested this include a buffer if possible. Ms. Cronan responded that a bike lane could
be striped but there is not enough room for a buffer.
Commissioner Lindskog requested advance bicycle detection for the Class IV bike lane,
rather than just relying on a pushbutton. Commissioner Ganga also suggested video
detection. Ms. Cronan responded that advance loops or cameras could be considered.
Staff Liaison Stillman informed the Commission that a public meeting will be held for
the project on December 9.
Ms. Cronan informed the commission that Caltrans requires some separation between
the sidewalk and the bike lane. The separation doesn’t require an elevation change if
physical barriers were provided. Ms. Cronan to inquire with Caltrans if a vertical
separation along is sufficient.
There was a general preference for no separation between the sidewalk and the bike
lane. If one is required, then consider either grade separation or physical separation, but
not both. A continuous line of trees should be considered if possible.
The item concluded with no clear consensus or strong opinions regarding different
treatments.
3. Bubb Road Class IV Bikeway Design (Aumentado)
Associate Engineer Marlon Aumentado gave a presentation on the 90% design
drawings for Bubb Road Class IV bikeway design.
Commissioner Lindskog asked if the bike lane could be widened. Mr. Aumentado
responded that this is possible, within limits so that the bike lane isn’t mistaken for a
vehicle lane.

Commissioner Ganga asked if concrete buffers were required. Mr. Aumentado
responded that the intent of the project is to provide concrete buffers to separate the
bike lane.
Mr. Aumentado explained that a continuous sidewalk is not possible along the east side
due to trees and limited right-of-way.
Mr. Aumentado and Mr. Stillman explained some differences between the Bubb Road
project and the McClellan Road separated bikeway project, including lack of residential
driveways and wider travel lanes on Bubb. Mr. Stillman explained that lessons learned
from McClellan included ensuring there was sufficient room to turn into and out of
driveways without hitting the buffers, and these lessons have been incorporated into
the Bubb Road project.
Mr. Stillman explained how the proposed shuttle stop was designed to be able to serve
shuttles and facilitate a mid-block pedestrian crossing, without adversely impacting
bicycle operations. The stop could be used by VTA if they desire.
In response to a request from Commissioner Ganga, Mr. Aumentado will research
standards regarding striping a passing lane within the bike lane.
Mr. Aumentado informed the commission that construction is expected to start in
March and be completed by June, 2021.
4. Appointment to VTA Bicycle Pedestrian Advisory Committee (Stillman)
Commissioner Lindskog motioned to reappoint himself for the two-year term to the
VTA Bicycle Advisory Committee expiring June 30, 2022. Commissioner Eschelbeck
seconded the motion. Motion passed 4-0.
STAFF AND COMMISSION REPORTS
5. Staff Report (Stillman)
Mr. Stillman reported on an update regarding some current bikeway projects:
McClellan Road Separated Bikeway Phase 2 – Mr. Stillman reported that the project is well
underway and will finish within the next month or two. Mr. Stillman described that the
City has recently revised the city standard for circular driveway, so that residents on
McClellan are able to pursue that if they wish.

Stevens Creek Blvd Class IV Bike Lane, Phase 1— Mr. Stillman reported that demolition
work has begun. The work is expected to be completed before the end of the calendar
year.
Regnart Creek Trail: Staff will be taking an information report to Council on November 2
regarding expected expenditures on fencing.
School Walk Audits: Mr. Stillman reported that most work orders for the Phase 1
improvements have been issued.
Bicycle Wayfinding Signs: Mr. Stillman reported that all signs have been ordered and will
be received in November. Installation will be done by City crews and should be
completed by summer 2021.
Linda Vista Trail: Mr. Stillman reported that the project is out to bid. Bids close on
November 10. If bids are within budget, Council approval of the contract is expected
November 17, which would provide an anticipated start date around the beginning of
December. Anticipating project completion by May of 2021.
6. VTA BPAC Report (Lindskog)
Commissioner Lindskog gave a presentation. Topics included (1) Central Bikeway
Study Outreach meetings, (2) TFCA and TDA3 fund distribution, and (3) Transition
from LOS to VMT. Mr. Stillman added that Staff will be hosting a study session with
City Council on SB 743 (LOS to VMT) on November 2.
7. Report on Subcommittee Assignments and General Projects
Commissioner Ganga gave a summary of the Mayor’s meeting. Notes attached below.
Joint Subcommittee meeting: Commissioner Ganga gave update on meetings between
TICC Traffic and Video subcommittee and BPC Traffic and Technology subcommittee.
Two meetings were held. Discussed closer collaboration with staff liaison and have staff
liaison in future subcommittee meetings. Discussed criteria for pilot selection. Decided
to objectively look at data and criteria, reviewed bike and ped plan data to determine
where pilots can be implemented, and tied that with school zones. Data is there on
master plan thru 2015, wanted to see if pattern continues for next 5 years. Wanted
student volunteer to collect data and present in a form similar to the master plans.
Discussed technology selection criteria, and reviewed vendors that presented to the
TICC and subcommittees to understand the technology and capabilities. Goal, to
provide advice to help staff liaisons for recommendations for pilot locations and
technologies.

• Commissioners participated in evaluating amenities in various Cupertino Parks - 18 parks
- there may be up to $200K for improvements. An assessment report was submitted, it
needs further review.
• Rancho Rinconado Park decision process – choice of let it run as is or merge with city –
maybe leaning towards merging – need to get its usage stats and take it to the Council in
2 months with a recommendation
• All-Inclusive playground @Jollyman park - fundraising moved to next Summer due to
COVID
Bicycle and Pedestrian Commission: Ilango Ganga
• BPC reviewed the Mary Ave protected Bike lane project
• Bollinger Road safety study, scope defined, in process of consultant selection. Study is
funded by Cupertino City; during the study phase will look for opportunities to
collaborate with the City of San Jose.
• TICC+BPC joint subcommittee objectives adopted by BPC. Joint sub-committees
working on recommendations (for technology and site selection) for pilot project for bike
and pedestrian safety, based on historical data.
• McClellan phase 2 (between Stelling and DeAnza) in progress, some safety issues raised
by residents (ingress/egress to homes), City is working with residents on potential
mitigation measures/exceptions
