At 6:45pm Chair Moore called to order the regular Planning Commission meeting. This was a
teleconference meeting with no physical location.
ROLL CALL

APPROVAL OF MINUTES:
1. Subject: Amended Draft Minutes of September 22, 2020.
Recommended Action: Approve or modify the Amended Draft Minutes of September 22,
2020
Moved by Vice Chair Wang and seconded Com. Fung to: "Approve the minutes". The
motion carried 4-0-1 (Saxena abstain)
POSTPONEMENTS:
2. Subject: Municipal Code Amendment to Chapter 5.48, Mobile Vendor, to consider updates
to definitions and regulations, Application No(s): MCA-2020-004; Applicant(s): City of
Cupertino; Location: citywide (Postponed to the October 27, 2020 meeting)
ORAL COMMUNICATIONS:
Rhoda Fry (email read) -she wrote about the about lack of County oversight over the quarries
Peggy Griffin—spoke about Developer and special interest PAC monies being raised on behalf
of candidates running in the 2020 public elections

NEW BUSINESS:
3. Subject: General Plan Annual Review for the year 2020
Recommended Action: That the Planning Commission provide input into the General Plan
Annual Report for the City Council
Planning Manager Piu Ghosh, reviewed the Staff Report and the General Plan Annual Report
with the Planning Commissioners. She was asked clarifying questions, which she answered.
The Commissioners reviewed the changes on pages 1 through 7 and provided additional input.
The Planning Commission took a break from 9:OOpm to 9:05pm

Chair Moore closed the public comment period.
The Commissioners resumed discussions on the changes made to the report from pages 8 to 23.
There was much discussion about the upcoming RNHA numbers and the need for better PR
communication by the City to demeRstr-ate that toe City is on tr-aE' to meet the abort our progress
to meet the housing goals for the 5ffi cycle RHNA.
Chair Moore opened the public comment period and the following individual(s) spoke:

Over the next several meetings, they will continue reviewing the changes to the report before
it's submission to the City Council in March. They agreed to set a 2- hour limitation, for
reviewing, discussing, and making recommendations to Staff, at future meetings for this item.

REPORT OF THE PLANNING COMMISSION:
Chair Moore encouraged everyone to attend next week's Public Safety Forum on mental health.
