SCC 03-24-05 APPROVED Senior Citizens Commission CITY OF CUPERTINO REGULAR MEETING THURSDAY, MARCH 24, 2005 CALL TO ORDER Chairman Yap called the meeting to order at 2 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: Commissioners absent: Staff present: Linda Walker, Frank Yap, Estelle Incociati Mavis Smith, Christine Kennedy Pierce Julia Lamy, Staff Liaison; Marie Miller, Administrative Assistant I. SELECTION OF OFFICERS FOR 2005 A. Selection of Chair: A motion was made, seconded, and unanimously passed to select Linda Walker as Chair. B. Selection of Vice Chair: A motion was made, seconded, and unanimously passed to select Estelle Incociati and Vice Chair. 2. MINUTES A. The minutes of January 27, 2005, were unanimously approved as written. 3. ORAL COMMUNICATIONS - None 4. PRESENTATIONS A. Senior Center Case Manager Report: Karen Goss gave a brief report on how the case manager program is going. Currently, she has 25 cases serving largely homebound elders. Of the 25 cases, 16 have spouses, 9 are Asian with 5 speaking only Chinese, 16 Caucasian. Many of the cases need care providers due to recent health problems. She also has been providing assistance to clients applying for entitled benefits that they were not aware of due to a language barrier. She reported that she has worked with Adult Protected Services on three cases. Many of the 25 cases are in socially isolated situations and in need of ongoing monitoring and supportive services. On March I, she started taking drop-in consultations; most of the drop-ins are Chinese monolingual. Many have questions about applying for MediCal and Medicare, SSI, and low-income senior housing. Senior Citizens Commission March 24, 2005 Page 2 of3 B. Senior Citizen Commission Subcommittee reports: a. Food & Nutrition/Health & Fitness - Commissioner Yap distributed senior resources he found on the web. The places he found information was the Santa Clara County's site WWW.SCcgov.org and the SBC Yellow Pages. He found that there is an enormous amount of services and assistance available to seniors in Santa Clara County. He also did site visits to the Mountain View Senior Center, Santa Clara Senior Center, Sunnyvale Senior Center, and the Cupertino Senior Center. He found many senior centers offering free exercise rooms, as well as many forms of recreational activities that enhance senior health and fitness. He put a matrix together of the services he found at these senior centers. b. Volunteer Opportunities - Commissioner Incociati discussed the importance of volunteer work in her life. She then introduced Vicki Yang, Resource Coordinator for the Cupertino Community Services (CCS), who spoke on the numerous senior volunteer opportunities at CCS. Most CCS volunteers hear about opportunities by word of mouth. CCS also gets other volunteers via ads in the Cupertino Courier and through Craig's List (online posting site). CCS volunteers do a variety of activities - advisory board, pantry, front desk, office duties, rotating homeless shelter, and the computer lab. Many times senior volunteers from other organizations (Kiwanis, Quota, Rotary, local churches) come to CCS to work on special projects. c. Multi-Service Agencies - postponed to the next meeting 5. MISCELLANEOUS - NO ACTION REQUIRED A. Written Communications: a. Commissioner Pierce's "Community Contacts" were received. b. Council's on Aging summary of their four-year plan for Older Americans Act Services. They will be having a public hearing on this information on April 4, 2005, I p.m., at the United Way. B. Staff Updates: Staff Liaison Lamy reported that the Senior Center is back to full staff now that the vacant travel coordinator position has been filled. Lee Stanford has been working in the travel business for over 26 years. Membership at the Senior Center is at 1,500; the goal is to reach 2,000 members this year in order to create the needed funding for the case manager position. The City is currently going through budget review and the Senior Center and senior services has submitted the same level of Senior Citizens Commission March 24, 2005 Page 3 of3 funding as last fiscal year. Public hearings on the budget will begin in May. C. Community Contacts: a. Commissioner Incociati stated that a recent injury had been keeping her from her normal voluntary activities. b. Commissioner Yap reported on the mayor's meeting on February 9. At this meeting, the mayor discussed his goals for the coming year and updated those attending in current city projects. He reported that the Bicycle Pedestrian Commission and the Safety Commission are going to be merged into one commission. Commissioner Yap announced the April 24 celebration for the Senior Center's 25th anniversary. c. Chairwoman Walker reported that she is involved with the Organization of Special Needs Family; they are having a parade and festival on June 4. The parade will go from the Cali Mill Plaza to the library - the organization is looking for volunteers. 6.
