PLEDGE OF ALLEGIANCE
At 6:45pm Chair Moore called to order the regular Planning Commission meeting. This was a
teleconference meeting with no physical location.

Absent: Commissioner David Fung
APPROVAL OF MINUTES:
1. Subject: Amended Draft Minutes of June 23, 2020.
Recommended Action: Approve or modify the Amended Draft Minutes of June 23, 2020
Moved by Vice Chair Wang and seconded by Chair Moore to: "Approve the minutes". The
motion carried 3-0-2 (Fung absent, Saxena abstain)
2. Subject: Draft Minutes of July 14, 2020.
Recommended Action:Approve or modify the Amended Draft Minutes of July 14, 2020
Moved by Commissioner Saxena and seconded by Chair Moore to: "Approve the minutes".
The motion carried 4-0-1 (Fung absent)
POSTPONEMENTS/REMOVAL FROM CALENDAR: None
ORAL COMMUNICATIONS:
Jennifer Griffin spoke voiced her concerns about the new housing bills being circulated by the
State Legislature
Muni Madhdhipatla spoke about his concerns with the bike lane installation and subsequent
road narrowing on McClellan Avenue and the need to notify the residents on that street of the
potential impacts when backing out of their driveways.

NEW BUSINESS:
3. Subject: Planning Commission FY 2020-2021 Work Program
Recommended Action: Conduct the hearing and: 1) Recommend that the City Council
consider the Planning Commission FY 2020-20201 Work Program
Director of Community Development, Ben Fu, reviewed the proposed Planning Commission
Work program for the current fiscal year with the Commissioners. The Commissioners asked a
few clarifying questions relating to work program topics and which of the City's Commissions
or Committees would be reviewing them.
Chair Moore opened the public comment period and the following individual(s) spoke:

Chair Moore closed the public comment period.
The FY 2020-20201 Work Program consists of: Development Accountability, Review and
Update General Plan and Municipal Codes, General Plan Authorization Process, Sign
Ordinance Update, Residential and Mixed-Use Residential Design Standards, Study Session
for the impact and requirement for the next RHNA cycle, Establish Pre-Approved ADU Plans,
Consider policies and related Code Amendments to regulate Mobile Services Vendors, and
Study Session on regulating diversified retail use. The Commissioners agreed that several of
these items are needing further review and updates. They will have more in depth discussions
on these topics once the Work Program had been approved by the City Council.
Moved by Vice Chair Wang and seconded by Chair Moore to: Recommend that the City
Council approve the Planning Commission FY 2020-2021 Work Program. The motion carried
4-0-1 (Fung absent)
REPORT OF THE DIRECTOR OF COMMUNITY DEVELOPMENT: None
REPORT OF THE PLANNING COMMISSION:
Chair Moore said she had attended the City's Legislative Committee meeting on 7/24.
ADJOURNMENT:
The meeting was adjourned at 7:26 p.m. to the next regular Planning Commission meeting on
August 11, 2020 at 6:45 p.m.
