Page 4 4 Bollinger Road Corridor Safety Study SCOPE OF SERVICES Consultant will provide traffic engineering services to the City of Cupertino for the Bollinger Road Corridor Safety Study. The goal of the project is to develop and evaluate various improvements along Bollinger Road between De Anza Boulevard and Lawrence Expressway to enhance pedestrian, bicycle and motor vehicle operations and safety. A summary of the tasks involved in the project is as follows: •Facilitate meetings with the City of Cupertino and the City of San Jose to identify project needs. •Conduct operations and safety analysis of the corridor. •Identify school routes and pedestrian/bicycle routes to develop and evaluate improvements such as bicycle paths, crosswalks and pavement treatments. •Identify proposed intersection improvements, including but not limited to intersection geometry, lane additions/re-configurations, striping, crosswalk installations or enhancements, and ADA pedestrian ramps. •Provide AutoCAD drawings on aerial base maps displaying conceptual drawings for the proposed improvements and provide approximate construction cost estimates. •Prepare final report for proposed recommendations. •Present results at community meetings. The following scope of services has been prepared for the project. Task 1 – Project Management and Meetings This task includes project management, meeting coordination, preparation of invoices, budget oversight, adherence to project scheduling, and general project coordination. Consultant will conduct a kick-off meeting with the staff of City of Cupertino and the City of San Jose to confirm expectations regarding project requirements, project schedule, and to collect available data for the Study. Data to be provided to the consultant includes: •Hard copies of the existing timing cards for the signalized intersections (City of San Jose) •Existing signal timing network models (City of San Jose) •Electronic base plans of the intersections in AutoCAD format (City of San Jose) •Aerial photos of the project area (City of Cupertino / City of San Jose) •Collision records (San Jose PD / SCC Sheriff) •Traffic volume (as available) including 24-hour hose counts or vehicular, pedestrian, and bicycle turning movement volumes (City of Cupertino / City of San Jose) 5 Task 2 – Field Review and Data Collection Consultant will conduct a field review of the project area during the AM and PM peak periods to review corridor operations and to gather additional data for the analysis. Field review for each intersection will include identifying school routes and pedestrian/bicycle patterns and review of existing vehicular operations. For signalized intersections, field review will consist of reviewing vehicular operations, pedestrian and bicycle operations, and other intersection-specific issues during peak periods. Task 3 – Analysis and Evaluation Consultant will conduct a traffic analysis to evaluate proposed improvements on the corridor. Proposed improvements may include such items as changes to intersection geometry, lane additions/re- configurations, striping, crosswalk additions and enhancements, bicycle/vehicle loop detection, and improved traffic/bicycle/pedestrian signal phasing/sequencing. The traffic analysis will include signal operations, and pedestrian and bicycle circulation and will be conducted for the AM and PM period traffic conditions. Consultant will develop recommendations based on the traffic analysis and evaluation and will meet with the City of Cupertino and City of San Jose to discuss the recommendations prior to inclusion in the draft and final report. Task 4 – Prepare Concept Plans Consultant will prepare conceptual plans of the proposed improvements to include roadway, traffic signal, and striping improvements. The conceptual plan will be provided in both electronic and hard copy formats. Task 5 – Neighborhood Meetings Consultant will facilitate and present the project to the neighborhoods. Consultant will prepare presentation materials such as traffic analysis data tables, figures, recommended improvements, and PowerPoint summaries, etc. Up to a total of five (5) meetings, including the kick-off meeting, two project meetings, and two neighborhood meetings are included in the scope of services. Task 6 – Prepare Draft and Final Reports A draft report summarizing the analysis, evaluation, conceptual plans, and recommendations will be prepared and submitted for review and comment. The report will include text, tables, and figures describing the process, assumptions, and results. Based on the comments received on the draft report, a final report will be prepared and submitted. Consultant to provide all reports in electronic and hard copy formats. PROFESSIONAL FEE Consultant will provide the services outlined in the base scope of services (Task 1-6) for a Time and Materials fee not to exceed $50,000. This fee includes labor cost and reimbursable expenses incurred 6 in performing these services. Other reimbursable expenses, if any are necessary, will not be incurred without City’s authorization. Services other than those set forth in the Scope of Services shall constitute extra services. Extra services, such as attendance at meetings other than those included in the Scope of Services and changes in project location, shall be performed only with City’s authorization, and for additional fees to be negotiated prior to authorization. 7
