SPREAD OF COVID-19
In accordance with Governor Newsom’s Executive Order No-29-20, this will be a
teleconference meeting without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Wednesday, July 15 to the Commission at
bikepedcommission@cupertino.org. These e-mail comments will be received by the
commission members before the meeting and posted to the City’s website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at bikepedcommission@cupertino.org. The staff liaison will read the emails
into the record, and display any attachments on the screen, for up to 3 minutes (subject to
the Chair’s discretion to shorten time for public comments). Members of the public that
wish to share a document must email bikepedcommission@cupertino.org prior to speaking.
3) Teleconferencing Instructions
Members of the public may observe the teleconference meeting or provide oral public
comments as follows:
Oral public comments will be accepted during the teleconference meeting. Comments may
be made during “oral communications” for matters not on the agenda, and during the
public comment period for each agenda item.

MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
June 17, 2020
The meeting was called to order at 7:03 pm by Chair Gerhard Eschelbeck.
ROLL CALL:

David Stillman made an announcement that Jennifer Shearin submitted her resignation
letter from the Bicycle Pedestrian Commission.
APPROVAL OF MINUTES
1. May 20, 2020 Meeting minutes was approved with Gerhard, Muni, Erik and
Ilango voting yes.
ORAL COMMUNICATIONS
No oral communications from any residents present in the meeting.
WRITTEN COMMUNICATIONS
There was one email from a resident Rajaram Soundararajan asking the commission to
consider Pedestrian Scramble for major cross junctions in Cupertino. David Stillman
shared the email on zoom for commissioners to read; he also forwarded to all
commissioners.
The commission agreed to agendize it for future meeting.

NEW BUSINESS
2. McClellan Road Separated Bikeway Project, Phase 2 (Stillman)

David Stillman presented the details of McClellan Road Class 4 Bike project
Phase 2. Commissioners sought many clarifications and provided suggestions.
a. Erik suggested wider bike lane towards east as it is down slope with
speeding bikes while keeping west bound to be narrow as it is uphill.
Action Item: David agreed to check this feasibility.
b. Muni suggested to create angular cuts in the separator to allow for
overtaking bikers to exit and enter bike lane.
Action Item: David agreed to check this with engineer to incorporate.
c. Ilango asked to evaluate painted strip option to save costs instead of flush
concrete separation.
Action Item: David agreed to evaluate this.
d. Muni requested to install flashing crossing at Felton & McClellan junction
as part of this project.
Action Item: David to check with the project manager to incorporate this.
e. Muni asked about process for residents to get looping driveways ahead
bike lane implementation. David suggested to contact planning
department.
3. Items for Future Bicycle Pedestrian Commission Agendas (Eschelbeck)
The commission discussed about “Future agenda items” as fixed ongoing topic
in meetings. The following topics got added to this backlog.
a. Subcommittee goals.
b. Need for Bike/Ped policy items to come in front of commission before
going to council.
c. Bollinger study project.
d. Maintaining an action item list as permanent ongoing agenda item.
e. Notes taking by the city staff instead of commissioners.
f. Concrete stopper in parking lots to disallow cars sneaking into pedestrian
walk.
g. Subcommittee reporting as regular recurring item.
h. Next year workplan as ongoing agenda item.
i. Need to get updates on major projects when they hit a milestone.
No comments from public on this item.
4. Staff Report (David Stillman)
a. Last night city council added $400K to help with fencing needs of
residents for Regnart Creek trail. This brings total fencing funds to $605K
in addition to $160K for La Palma resident privacy.
b. David and Roger are working on ways to distribute this equitably to all
residents impacted by this project.

c. Holding consultant interviews tomorrow for Junipero Serra Trail project
design for 2 segments funded by VTA Measure B funds.
d. Stevens Creek bike lane from 85 to Wolfe is going up for bidding.
5. VTA BPAC Report (Lindskog)
a. None as the meeting was cancelled.
6. Report on Subcommittee assignments and general comments
a. Meeting with Mayor.
1) Gerhard met with the mayor.
2) Planning commission talked about Westport project.
3) Library commission resuming curb side book pickup in couple of
weeks.
4) Parks and Rec started virtual camps; cancelled in person
gatherings.
5) Public safety discussed increased car break-ins.
