MINUTES OF THE REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION
HELD ON AUGUST 25, 1982 IN THE COUNCIL CHAMBER, CITY HALL
CUPERTINO, CALIFORNIA
Chairperson Claudy called the meeting to order at 7:33 p.m. in the
Council Chamber, City Hall.

Assistant Planning Director Cowan called the Commission's attention
to the staff memo dated August 20, 1982 stating suggested amendments
to the Park Plan Policies of the General Plan.
Carol McDowel, Noel Drive, stated that she was concerned regarding
the closing of school sites. She felt there is a need for a community
center in Cupertino. She felt that the Commission should set goals,
objectives and stringent guidelines for what is wanted for the City
of Cupertino. She felt that sites should be centrally located and
that mergers may leave even more school sites available for buying or
renting. She stated that the needs of the City have changed, and
perhaps the types of parks should be reconsidered. She felt that at
this time there were more young adults than children. She felt there
was a need for flat land for such things as parcourses.

Mr. Steven Hays asked if proposed Policy No. 6-8 included access to I
open space. He expressed concern regarding unencumbered access as it J.
would become more limited as development occurred. He asked if it weref
possible to "ingrain" access to open space areas as development i:

Frank Mulkern, Chamber of Commerce, informed the Commission that
Chamber is in the process of drafting a position paper regarding
General Plan. He stated that at the meeting of Monday, August
1982, the Chamber President will present that position paper.

~ Chairperson C1audy agreed with the proposed 50 ft. setback and under-
ground parking but expressed preference for a design constraint
rather than setting a FAR.
Com. Adams felt that a mixture of architecture would be preferable
with underground parking when feasible. He expressed approval of a
variable FAR and good design.
Stevens Creek Boulevard west of De Anza Boulevard - Crossroads Area
Assistant Planning Director Cowan stated that he felt the Commission
wished to maintain a commercial atmosphere with emphasis on neighbor-
hood commercial. The Commission stated preference for a step or
terraced approach to building design, sloping up from the street side.
Parking should not be at the front of the buildings. It was suggested
that the setback requirement be 10 ft. from the curb plus the height
of the front of the building.
Stevens Creek Boulevard from Town Center to Vallco Park
to! It was decided that there would be an emphasis on office buildings
I and restaurants, possibly some commercial with the high activity emphasis
, at Town Center and Vallco. Also on South De Anza Boulevard it was deter-
~ mined to continue with the commercial or office development. The
~ Town Center will be a mix of commercial, office and housing with public

~ areas. The buildings will emphasize an openness to the community and
~ include restaurants and possibly a theater. The Commission expressed
~ a preference for IIsandpile zoningll, i.e., there would be a gradual
1 step up in height from the perimeter of the area.

¡Discussion followed regarding possible height of taller buildings with
~ preferences ranging from six stories to as high as twelve.

Chairperson Claudy announced that the meeting will adjourn at 11:00
p.m. j
Vallco Park - The general feeling was that this area is regional and
not just community. Streets and planning have been done for higher
intensity. Its location will decrease the possibi:ity of impact on
residential areas. The hotel could be higher than other buildings
but must blend with the rest of Vallco.
Mr. Walter Ward, Vall co Park, reviewed plans for Vallco. He stated i
that the hotel would have conference facilities for approximately 1,700j
people. The rooms for "housing" visitors would be in the tower. He ~
stated that buildings in Vallco would be terraced up. The general \
feeling seemed to be that Vallco could be developed with a more urban ~
atmosophere than the rest of Cupertino and taller buildings could be i
acceptable. j

Director Cowan reviewed the Parks portion of the General Plan Amendment{
Mr. Dowling stated that the Parks and Recreation Commission had ex- ~
pressed the opinion that the City should purchase the Sims and Stockl- ~
meir properties for parks purposes. I

Commission did express preference for the "sandp:i..lell effect but felt
that 22 stories would probably be too high. Staff was requested to
divide figures relating to jobs created by the proposed developments
by the area.

Parks
Commission expressed a general feeling that it is not the role of the
City to furnish all playing fields desired by residents.
Mr. Dave Klinger and Mr. Steven Hays requested that the public speak
at this time regarding parks and the proposed policies in the August
20, 1982 staff memo as well as the basic philosophy regarding parks.
Jo Celio, Cupertino, stated that three years ago the Planning Com-
mission and the City Council had toured the area recently annexed from
San Jose to Cupertino and looked at posibilities for open space and
parks. Mr. Klinger said that since that time the situation has
changed, particularly with the closure of schools.
The Commission announced that on Monday, August 30, 1982 the Circula-
tion Element of the General Plan would be discussed and on Wednesday,
September 1, 1982 the hearing would consist of parks and economics.
Director of Parks and Recreation Dowling asked if the Commission would
like more information. It was suggested that a summary of the four
alternatives be furnished the Commissioners including such things as
costs, number of fields and comparison of options. It was decided
that policies would be discussed first and options at a later time.
