MINUTES OF THE REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION
HELD ON AUGUST 30, 1982 IN THE COUNCIL CHAMBER, CITY HALL
CUPERTINO, CALIFORNIA

APPROVAL OF MINUTES: It was moved by Com. Blaine, seconded by Com.
Binneweg and passed unanimously to continue approval of the August

WRITTEN COMMUNICATIONS
A letter regardlng transportation planning along Stelling Road re-
ceived from Claudia Hill, 7724 Obsidian Court, was read into the
record by the City Clerk.
Other written communications included a letter from Top Furniture Show-
case on Stevens Creek Boulevard regarding the four intensity proposals
being considered, and a letter from Prometheus Development Co. re-
garding the Cupertino City Center was also received.
PUBLIC HEARINGS
1. Application I-GPA-80 of City of Cupertino: General Plan Amendment
to consider a comprehensive amendment of the City of Cupertino
General Plan and a Specific Plan for the Stevens Creek Boulevard
Planning Area. The General Plan Amendment will concentrate on land
use, traffic circulation, housing and economic issues which affect
the entire community. The Stevens Creek Boulevard Specific Plan
will concentrate on the development of a more detailed land use,
circulation and urban design plan for properties which abut the
reach of Stevens Creek Boulevard between Stelling Road on the west
and Stern Avenue on the east. First Hearing continued.

Assistant Planning Director Cowan reviewed the discussion from the
previous Planning Commission meeting. He stated that the plan is
conceptual regarding traffic and not detailed. He recommended that
the Commission narrow down options at this point of the process.
He requested that the Commission determine categories for certain
streets.
Mr. John Mangano, 10716 So. Stelling Road, stated that the proposed
extension of Bollinger prevents selling of property on that street.
He asked what the future of Bollinger is. He felt that if Bollinger
were not extended builders could utilize their property. He stated
that he was against the proposed Seven Springs development and in
favor of completion of Highway 85. He recommended that Bollinger
not be extended and Stelling not be widened.
Mr. Forrest Kirchner, 11360 So. Stelling Road, stated a preference
for Stelling as a neighborhood collector and not an arterial desig-
nation. He suggested that Stelling be made one way in a southerly
direction and Bubb be one way in a northerly direction. He stated
that traffic noise level in the area is high. He recommended a
designation of minor collector for Stelling. He stated that Stelling
is used as a major collector. He felt that excessive noise should
be prevented and the community noise ordinance should be enforced
with motor vehicles. He felt that the high level of noise is bad
for physical health and creates mental anguish. He requasted that
trucks be kept off neighborhood streets and that muffler laws be
enforced for cars and motorcycles. Mr. Kirchner expressed the opinion
that the present off-ramp off Highway 85 onto Stevens Creek Boulevard
is causing the problem. He suggested the City close it and notify
the State.
Marie Akin, 1192 Stafford Drive, objected to the traffic on Bubb
Road. She suggested a blockade at Stelling and Prospect so Saratoga
people could not get through. She also suggested a temporary blockade
in mornings and evenings at Stelling and Rainbow.
Mr. Alf Modine, 10385 Prune Tree Lane, stated that should Blaney
be cut off, the traffic would spill into neighborhoods which has
not occurred to this date. He also spoke in favor of completion of
Highway 85.
Vice Chairperson Adams assured those present that the Planning Com-
mission is in support of completion of Highway 85.
Peter Haas, 22650 Alcalde Road, stated that anything done for someone's
benefit resulted in someone else's disadvantage. He suggested
construction of bike lanes or sidewalks for walking and also use
of public transit.
Margaret Haas, 22650 Alcalde Road, requested that the hairpin on
McClellan Road be improved.

Mr. Al Nollan, San Felipe Road, felt that the General Plan should come
up with some resolution to the Highway 85 corridor. He felt there was
no solution to the north-south traffic problem as anything done would
just push the problem somewhere else. He suggested a task force, suing
the State, or purchasing the corridor. He felt the resolution of the
Highway 85 corridor should be high priority. He stated the blocking
streets would not be a long-range solution, and that Cupertino is a
pass through for traffic.
Director of Public Works Viskovich stated that the staff is not against
the completion of Highway 85 but realizes the difficulties regarding
such completion. Therefore, alternatives must be considered.
Ann Anger, Monta Vista, urged that the City complete the two miles of
the 85 corridor within Cupertino limits and continue to work for the
completion of the entire highway.
(City Clerk's Note: Traffic Engineer Grigg arrived at 9:15 p.m.)
The Director of Public Works informed those present that the City
cannot do any work on the two miles inside the City limits until an
alternate analysis is completed. He stated that working towards com-
pletion of this portion of 85 was costly. Mr. Viskovich stated that
money had been set aside by the City for various capital improvements
projects. One of the possibilities would be work on Highway 85.
Ed Jauch, 10760 So. Stelling Road, reviewed with the Commission some
traffic counts and noise level readings he had prepared for various
intersections along Stelling Road and De Anza Boulevard.

Vice Chairperson Adams stated that public testimony would be taken
until 10:30 p.m. at which time the Planning Commission members would
be polled for their opinions regarding street designations. The
housing and parks amendments would be heard on Wednesday, September
1, 1982 at 7:30 p.m.
Mr. Walter Serniuk, 7555 DeFoe Drive, asked how streets function and
how the Commission wanted them to function. He felt that the City had
incomplete information regarding air pollution caused by traffic.
Mr. Paul Sonnenblick, 11525 Upland Way, expressed concern regarding
noise levels as shown by Mr. Jauch. He stated that the City needs to
get Saratoga to share the traffic problems if the City expected them
to cooperate toward completion of Highway 85. He asked what the
trafic increase would be if the proposed high intensity plan were
approved by the City. (Mr. Viskovich stated 40-45% during rush hour
at the Stevens Creek Boulevard screen line.) Mr. Sonnenblick also
asked what the increase would be if the intermediate plan were

(Mr. Viskovich stated, as a guess, 38-40%)
Assistant Planning Director Cowan addressed the issue of air and
noise. He stated that after the Planning Commission and the City
Council choose an option, the consultant would look at those aspects.
He stated that probably only the carbon monoxide levels would be field
measured. He stated that he would speak with Mr. Jauch regarding the
noise levels he had presented. Upon being asked by Mr. Sonnenblick,
Mr. Cowan stated that the noise readings shown in the Seven Springs
EIR were taken in the morning and in the afternoon.
Walter Serniuk stated that there were no signatures or initials
on data pages in the EIR.
Mr. Kirchner stated that the traffic data was out of date and no
longer pertinent.
Marie Akin asked why the City was so far behind in such things as
timed traffic lights.
John Rakich, 11385 Upland Way, stated that with the current traffic
problem, how could buildout and increased density be rationalized.
Vice Chairperson Adams requested that the Co~~ission make a determination
regarding categories for various streets. The following tentative
decision was made:
Arterials - Westerly portion of Stevens Creek Boulevard, Wolfe Road,
Homestead Road and De Anza Boulevard.
Major Collectors - Miller Avenue, Tantau north of Stevens Creek Boule-
vard, Foothill north of Stevens Creek Boulevard.
Minor Collectors - Tantau south of Stevens Creek Boulevard, Blaney,
McClellan Road, Foothill South of Stevens Creek, Rainbow from Bubb
to De Anza Boulevard, Stelling from the 85 corridor to Prospect,
Bubb Road south of McClellan.

Irene Jauch stated that if Bollinger were put through it would bisect
her property. She stated that the character around Bollinger Road
is residential with young families and small preschool children.
She stated that if the City did plan to put a road through her
~ property, the result would be litigation.

! Mr. Ed Jauch requested that the City cul-de-sac Bollinger.
~ The Commissioners expressed different viewpoints regarding Bollinger
Road with Commissioner Binneweg considering it a neighborhood
collector and recommending the street end in a cul-de-sac; Corn. Blaine
preferred it being put through with a circuitous route and not to
be made four lanes; Com. Koenitzer recommended it be put through
with four lanes, Vice Chairperson Adams stated that he considered it

a neighborhood street and should not be put through. As two Com-
missioners felt it should be put through and two Commissioners felt
it should not be put through, it was decided that at the adjourned
meeting of Wednesday, September 1 Chairperson Claudy would be required
to state his position regarding Bollinger extension. Commission
will meet September 15 at 7:30 p.m. to review the economics and
analysis of the various proposals and the balance of the General Plan.
At 12:15 a.m., the meeting was adjourned to 7:30 p.m., September 1,
1982.
