APPROVAL OF MINUTES
October 11, 1982 - It was moved by Com. Blaine, seconded by Com.
Binneweg and passed unanimously to approve the October 11, 1982 minutes
as submitted.
POSTPONEMENTS OR NEW AGENDA ITEMS
It was moved by Com. Blaine~ seconded by Corn. Binneweg and passed unan-
imously to continue Application l-GPA-80 to the meeting of November
8, 1982.
WRITTEN COMMUNICATIONS
Director of Planning and Development Sisk informed the Commission that
the written communication submitted was related to the subdivision
ordinance which is Agenda Item No.2.

PUBLIC HEARINGS
1. Application l-GPA-80 of City of Cupertino: General Plan Amendment
to consider a comprehensive amendment of the City of Cupertino
General Plan and a Specific Plan for the Stevens Creek Boulevard
Planning Area. The General Plan Amendment will concentrate on
land use, traffic cirulation. housing and economic issues which
affect the entire community. The Stevens Creek Boulevard Specific
Plan will concentrate on the development of a more detailed land
lise, circulation and urban design plan for properties which abut
the reach of Stevens Creek Boulevard between Stelling Road on the
west and Stern Avenue on the east. First Hearing continued.

MINUTES OF THE OCTOBER 25, 1982 PLANNING COMMISSION MEETING
Item 1 was continued to the meeting of November 8, 1982.
2. City of Cupertino: Public Hearing to consider the repealing of
the existing Subdivision Ordinance and adoption of a new Subdivision
Ordinance within the City. Environmental Review: The Environmental
Review Committee recommends the granting of a Negative Declaration.
First Hearing. Tentative City Council hearing date - November 1,
1982.
Director of Planning and Development Sisk reviewed the major proposed
changes with the Commission. He also pointed out letters that had
been received from Santa Clara County and from Pacific Gas & Electric.
Changes requested by these agencies were included in the proposed
ordinance.
On page 2, Article 2, the definition of design will includes "names. "
On page 8, number G.5 will read " name of existing and proposed

streets or highways. "
Page 20, item G.5 will read" .. name of existing and proposed streets
or highways. II
Page 18, No. K will include "energy utilities and/or public utilities."
It was noted that a tentative map will become a Consent Calendar item
at City Council level. However, a member of the general public will
be able to remove it for discussion.
Page 32 of the proposed ordinance pertaining to condominium conversion
was changed as follows:
Section 10-1.702.2, Notice to Prospective Tenants, paragraph 3, last
sentence was amended to read ". . . and who does not purchase his/her
unit and is required to move as a result of the conversion shall be paid
an amount equal to the sum of the following:"
1. As per submitted ordinance.
2. The first month's rent on the tenant's new rental unit, immediately
after moving from the subject p>:,operty, not to exceed one month's existing
rent or the minimum as required by the Subci::.'·!lsion Map Act, whichever
is higher.
It was moved by Com. Claudy, seconded by Com. Blaine and passed unan-
imously to close the public hearing.
It was moved by Com. Claudy, seconded by Com. Blaine and passed unan-
imously to recommend the granting of a Negative Declaration.
It was moved by Com. Claudy, seconded by Com. Binneweg and passed
unanimously to recommend adoption of the ordinance with amendments
as listed above.

UNFINISHED BUSINESS
3. Application 4-TM-80 - Edward Gray - Request for extension of
Tentative Map.
It was moved by Com. Blaine, seconded by Com. Binneweg and passed unan-
imously to recommend a six month extension of time for the application.
NEW BUSINESS
Following discussion regarding the days allowed for appeals to the
City Council, staff was directed to review all ordinances and initiate
proceedings to conform them to a time limit of five working days for
the filing of such appeal.
REPORT OF PLANNING DIRECTOR
Mr. Sisk informed the Commission that he had a meeting scheduled with
Mr. Buck regarding the property at Foothill and Stevens Creek for
October 26, 1982.
The meeting was adjourned at 8:40 p.m.
