In accordance with Governor Newsom’s Executive Order No-29-20, this will be a
teleconference meeting without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Wednesday, June 17 to the Commission at
bikepedcommission@cupertino.org. These e-mail comments will be received by the
commission members before the meeting and posted to the City’s website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at bikepedcommission@cupertino.org. The staff liaison will read the emails
into the record, and display any attachments on the screen, for up to 3 minutes (subject to
the Chair’s discretion to shorten time for public comments). Members of the public that
wish to share a document must email bikepedcommission@cupertino.org prior to speaking.
3) Teleconferencing Instructions
Members of the public may observe the teleconference meeting or provide oral public
comments as follows:
Oral public comments will be accepted during the teleconference meeting. Comments may
be made during “oral communications” for matters not on the agenda, and during the

May 20, 2020
Draft Minutes
The meeting was called to order at 7:03 p.m.
ROLL CALL:
Present: Gerhard Eschelbeck, Ilango Ganga, Erik Lindskog,
Muni Madhdhipatla, Jennifer Shearin
Absent: None

APPROVAL OF MINUTES
1. Approve Minutes from the April 15, 2020, regular meeting.
Commissioner Shearin requested for a change to the sentence (on page 4, line 4) as
follows: Change “Do not want fencing” to “Do not want fencing between the cars and
the sidewalk”.
Commissioner Lindskog made a motion to approve the Minutes. Commissioner Ganga
seconded the Motion.
Motion passed 4‐0‐0 with Commissioner Madhdhipatla absent (not able to vote due to
technical difficulties with Zoom)
POSTPONEMENTS
Subject: “Civic Center Parking Analysis and Civic Center Parking Deficiencies
(Zimmerman)” pulled off the agenda to either reschedule or permanently off
Stillman: Staff felt the topic was peripherally related Bike Ped Commission, the City
Manager felt it is outside the purview of BPC, hence pulled off the agenda.

Crabtree: If the item comes back, suggest to have a joint meeting with BPC and Library
Commission.
ORAL COMMUNICATIONS
Liana Crabtree, Cupertino Resident & Library Commissioner: Spoke about the Regnart
Creek Trail, as a follow up to Council agenda item; mentioned that there is new
addition to the trail at the southern‐most edge of the Library field. Southern‐most row
of trees are too close to the sidewalk and the trail will certainly impact the trees. Need a
3‐way stop sign at Pacifica and Torre. No cross walk at Pacifica at Trail crossing.
Seema Lindskog, Cupertino Resident: Reported that the City Council unanimously
approved the Regnart Creek Trail Mitigated Negative Declaration, JUA and Land Swap
agreement; mentioned that the trail segment on the Library field has been in the plans
and that the BPC not revisit this issue.
WRITTEN COMMUNICATIONS
Liana Crabtree, Cupertino Resident & Library commissioner: There was a written
communication from Liana Crabtree on Agenda item #2 (that has been pulled off).

2. Civic Center Parking Analysis and Civic Center Parking Deficiencies
See Postponements above
3. Westport Bicycle Access Accommodation (Eschelbeck)
Notes on the discussion:
Chair Eschelbeck: Westport is a new development; expected to go to the Council in
June. The current plan does not include dedicated Bike Ped facility that was in the plan
in 2017 that considered Class I Bike Path between Hwy 85 and the Row Homes. The
current plan does not have this option.

Stillman, Staff Liaison: Due to site constraints there is no room to put a dedicated Bike
Ped facility next to Hwy 85. The current plan has a Class III Bike facility to connect to
Stevens Creek Blvd.
Commissioner Muni: Is this public street or Private?
Stillman, Staff Liaison: Private Street maintained by Private Owner
Commissioner Lindskog: Good solution would be a Class III bike facility from the
property to the corner of Stevens Creek with signalized protected right turn.
Commissioner Lindskog: There is a Class III route to the west, can there also be a road
open on the East?
Stillman, Staff Liaison: Will ask that question, there may already be a public access
easement.
Commissioner Shearin: Housing project is important for the City; any effect or approval
or timing; providing easement is not going to hold the project.
Leana Crabtree, Resident & Library Commissioner: Heard that the plan has changed
since it was reviewed at the Planning commission.
Commissioner Ganga: Is there a crossing on Mary Ave for bikers going from the
property towards Don Burnett bridge.
Stillman, Staff Liaison: No crossing is planned at this time.
Commissioner Ganga: So this Class III bike facility would primarily be used for people
coming from Don Burnett bridge towards the Stevens Creek Blvd through the property.
Stillman: That is correct, also there is no crossing planned on Stevens Creek Blvd for
people going East on Stevens Creek Blvd to cross towards the property on the South
west corner.
Commissioner Lindskog: Proposed a motion to recommend to the City Council when
the Westport project comes for review to provide a Public Easement for Bike Blvd
around the South West corner of the property.
Motion: Westport project: BPC recommends a public easement Class I Bike Trail to
Stevens Creek Blvd along the Soundwall (Hwy 85); If this is not possible, a Class III Bike

Blvd from Mary Ave to Stevens Creek Blvd along the Western Drive Aisle cutting
through the SW corner of the lot connecting to Stevens Creek Blvd.
Motion carried unanimously.
STAFF AND COMMISSION REPORTS
4. Staff Report (Stillman)
Stillman reported on Regnart Creek Trail that the City Council adopted MND, JUA and
Land Exchange. The staff would proceed towards 100% design in early fall, design to
address resident privacy, security and noise. Resident engagement stalled due to Covid‐
19, we will restart engagement and all issues will be resolved to the best of our ability
by early fall. At that time will come to the Council for 100% design authorization and
proceed with bidding.
Stillman provided an update on CIP budget session. Due to Economic impact less funds
for capital projects spending. Staff proposes to defer few projects including Linda Vista
Trail and Bike Boulevard projects permanent improvements, still moving ahead with
temporary pop‐ups with permanent improvements deferred for future years. All other
bike projects the staff is recommending to proceed, and for projects that are from Apple
Funding support and grant funding.
Source of grant funding could also be affected due to economic impact. Staff will find
out if deferring Linda Vista trail will have any effect on Gift donation. Study on Council
Work plan including Study of Bollinger Rd will continue. Apple has funded the
Junipero Serra Trail design only for segments East of De Anza to Wolfe and from East
of Wolfe. Segment West of De Anza to Mary Ave would be challenging due to space
constraints and would be more expensive per unit of length as we have to look at
alternatives like Box culvert.
5. VTA BPAC Report (Lindskog)
Commissioner Lindskog presented a report on VTA BPAC meeting on May 15, 2020.
VTA BPAC recommended Junipero Serra Trail Central Segment and East Segment to be
added to the priority list. Projects not recommended to be added to the list are Carmen
Road pedestrian/Bicycle bridge and Stevens Creek Blvd Class IV separated Bikeway.

6. Report on Subcommittee assignments and general comments
Commissioner Shearin report on Mayor’s meeting was sent out the Commissioners. See
report for details: [Attach: Mayor’s meeting report]
Chair Eschelbeck will attend the next Mayor’s meeting on Jun 3rd
Updates from Subcommittees:
Commissioner Ganga reported that he attended the Tech Commission (TICC) on behalf
of the BPC subcommittee, Technology Use for Traffic Safety including Bicycle and
Pedestrian safety, and made a formal request for collaboration with TICC. The
commission assigned to collaborate with Traffic and Video Subcommittee that is
responsible for the work plan items 1 & 2.
Chair Eschelbeck reported that the subcommittee for Technology use for Traffic
Safety including Bicycle and Pedestrian safety met and discussed on defining the
objective and goals and vision for what to accomplish as subcommittee.
He also noted that setting objective and goals is also applicable for other sub‐
committees Vision Zero and Environmental Subcommittees.
Commissioner Madhdhipatla reported that the Vision Zero Subcommittee did not
meet during this month. Plan to meet next month.
Commissioner Lindskog reported that the Environment Subcommittee did not meet
during the month.
FUTURE AGENDA SETTING
Commissioner Madhdhipatla suggested to include the following topic to the calendar.
Agenda item to discuss safety issue in shopping complexes with shopping carts stops,
cars and people walking to the complex.
