Application l-Z-83 of Vallco Park, Ltd.: Rezoning approximately 42 acres from OP (Professional Office) and CG (General Commercial) to P (Planned Development with commercial, office and hotel intent) zoning district or whatever zone may be deemed appropriate by the Planning Commission and ENVIRONMENTAL REVIEW: An Environmental Im- pact Report is being prepared as part of the Genera] Plan Amend- ment (1-GPA-80). The rezoning is requested to permit construction of a hotel and approximately 1.6 million sq. ft. mixed use develop- ment consisting of multi-story office and commercial expansion to the Vallco Fashion Park Regional Shopping Center. The subject property is located on the north side of Stevens Creek Boulevard, east side of Wolfe Road, south side of Vallco Parkway and at the northeast corner of Stevens Creek Boulevard and Tantau Avenue. First Hearing. Tentative City Council hearing date - April 4, 1983. 11. Application 6-U-73 (Revised) of Vallco Park, Ltd. (Vallco Fashion Park Regional Shopping Center): Amendment of the 1983 use permit to rescind certain conditions of approval pertaining to street im- provements, truck barricades and limitations on expansion of the Regi,onal Shopping Center and Environmental Review: An Environ- mental Impact Report is being prepared as part of the General Plan Amendment (1-GPA-80). The subject property consists of the Vallco Fashion Park Regional Shopping Center located on the east and west side of Wolfe Road south of Highway 280 and north of Stevens Creek Boulevard. The Regional Shopping Center is located in a P (Planned Development with regional shopping center/commercial use intent) zoning district. First Hearing. Tentative City Council hearing date - March 21, 1983. 'd OA .I. ~~6e 2 MINUTES OF THE MARCH 16, 1983 PLANNING COMMISSION MEETING Assistant Planning Director Cowan stated to the Commission that no decision of Applications l-Z-83, 6-U-73 (Revised) or 2-Z-83 could be made pending adoption of the General Plan and that tonight's meeting was informational only. Mr. Cowan made a summary presentation of the City Council discussion regarding the GPA from the meeting of March 15, 1983. A question and answer period ensued regarding the CPA between Mr. Cowan and the Commission. Mr. Cowan informed Commission that City Council took action to make a mini-amendment for just the Vallco complex on the basis that the overall CPA may take too much time and that there is tremendous competition for hotels in the county. He stated that City Council felt Vallco's request to expedite the process was valid. Mr. Cowan informed the Commission that the original construction phase and memorandum was no longer a valid document and would be rescinded in conjunction with adoption of the General Plan and that the new use permit was to delete all references to that original document. Walter Ward, General Manager, Vallco Park, stated to Commission that the new zoning permit would include a hotel and allow for mixed development of the Vallco area. He made a conceptual presentation to the Commission of the Vallco building site and explained its phases. Com. Claudy questioned the adoption of a conceptual plan by the Commission. Director of Planning and Development Sisk replied that they would be adopting the plan from a conceptual standpoint with the understanding that the items specified were general locations and general uses. Mr. Ward reiterated to the Commission the fact that Vallco would li~e to rescind all the items from the original use permit that were not needed, accomplished or changed and would like to start over with current data. Discussion ensued between Mr. Ward and Commission with regard to the building of a hotel on the Vall co site. Irv Conens, 10480 Pineville Avenue, questioned Commission as to who was responsible for the maintenance of the sound wall adjacent to Vallco and also stated his concern that City Council allow public input before any construction is begun at the Vallco site. Ken Kelley, De La Farge, expressed his concern to the Commission in regard to the traffic density in the City and requested information on parking spaces at the Vallco Shopping Center as it now exists. Nancy Burnett, 729 Stendahl Lane, expressed her concern to the Commission regarding the continuation of Finch Avenue and the ensuing traffic and asked if Commission would be addressing the matter. Com. Blaine stated to Ms. Burnett that the Commission would address the item of Finch Avenue when and if the permit was brought before Commission. MINUTES OF THE MARCH 16, 1983 PLANNING COMMISSION MEETING PC-410A Page 3 Ms. Burnett expressed her appreciation of the Commission for their care- ful consideration of the Vallco plan. Darryl Manns stated to the Commission that he was the person who ex- pressed concern regarding the elimination of the soundwall and continu- ation of the adjacent streets next to Vallco. He stated that he orig- inally had not understood the intention of the letter of notification he received. Paul Hauser, Operating Planning, Tandem Computers, explained to Commission that Tandem Corp. was in support of the Vallco plan and the positive effects they would receive because of it. Chuck Catania, 7731 Squirehill Court, Tandem employee, stated to the Commission that he would like to see judicious use of office space in the area and that he was personally against Tandem moving out of Cupertino. Mr. Hauser stated to the Commission that he could not speak for the president of Tandem, but that Tandem had no intentions of moving their corporate headquarters out of Cupertino. It was moved by Com. Koenitzer, seconded by Com. Claudy and passed unanimously to continue Application l-Z-83 and 6-U-73 (Revised) to the meeting of March 28, 1983. 12. Application 2-Z-83 of Cupertino City Center (Prometheus Develop- ment): Rezoning approximately 26 acres from P (Planned Develop- ment with residential, commercial and office use intent) zoning district to P (Planned Development with commercial, office, indus- trial and hotel intent) zoning district or whatever zone may be deemed appropriate by the Planning Commission and Environmental Review: An Environmental Impact Report is being prepared as part of the General Plan Amendment (1-GPA-80). The zone change is re- quested to allow construction of approximately 1.2 million sq. ft. of multi-story (maximum eight stories in ehgith) office, commercial and industrial buildings and a hotel. The subject property is located on the southeast corner of Stevens Creek Boulevard and De Anza Boulevard. First Hearing. Tentative City Council hearing date - April 4, 1983. Com. Adams explained the location of the building site for the benefit of the public. Assistant Planning Director Cowan reiterated his earlier remarks to the Commission regarding the GPA and the application under consideration and gave a general outline of the building site. Com. Claudy pointed out to the Commission the Town Center site is re- quired to have a couple of hundred residential units included in their plans and that they are now essentially requestingthat they be eliminated. '.....,~-41ûA e 4 MINUTES OF THE MARCH 16, 1983 PLANNING COMMISSION MEETING Robert Wagner, Prometheus, made a presentation to Commission in which he made an item by item comparison of the previous plan from nine months ago with the current plan. He also explained that there would be a presentation from both their traffic study by Barton-Aschman and their architects from HOK represented by Bill Ballantine. Mr. Ballantine presented a slide show presentation of the Prometheus/ Town Center project. Barton-Aschman gave a presentation of the traffic study conducted for the Prometheus/Town Center project. Robert Wagner, Prometheus, addressed the Commission on the question of residential on the project site stating that due to the high land price they do not think it feasible at this time. He went on to say that in order for residential units to be feasible for them they would need: 1. Land contributed to them free of costs. 2. The units would have to be free market and 3. they would not have rent control. Com. Blaine responded to Mr. Wagner's remarks by stating that since Prometheus is planning on a seven to ten year build out and 'with the Commission ,"-'orking on a ten year general plan, that although it may not be economically feasible to build apartments now it may be feasible in seven to ten years. Com. Blaine also stated that the City of Cupertino needs housing and feels that the Prometheus site is large enough to incorporate housing there. Mr. Wagner, Prometheus, responded to the Commission in reaction to the previous nights' City Council meeting by stating that he felt that what they were proposing was appropriate for the site and that what their project will bring in terms of benefits to the City would potentially justify a portion of the 450,000 sq. ft. of the general plan which. has not been allocated yet. Ann Anger stated she was in support of no rent control for the City. RECESS: 9:50 P.M. Paul Sonnenblick, 11525 Upland Way, commented to the Cornnission in regards to the Prometheus presentation stating that he liked the plan as it was less immense and that it would become a true focal point for the city and act as a very nice counterpoint to Vallco. He also stated that he did not understand the traffic presentation by Barton-Aschman and would like to review the data. It was moved by Com. Claudy and seconded by Com. MONTA VISTA DESIGN GUIDELINES, CONSIDERATION OF DESIGN GUIDELINES FOR THE MONTA VISTA COMMERCIAL AREA. The Design Guidelines are being prepared to complement and refine the policies adopted for this area in the I'Stevens Creek Boulevard Plan Line Study", also referred to as the "Monta Vista Specific Plan". These guidelines will concentrate on the following matters: - Architectural Standards - Height and bulk of buildings - Setbacks - Building Materials - Landscape Standards - Streetscape Details - Street Lights - Paving Materials - Benches, etc. - Sign Standards - Sign Size - Location - Materials, etc. The above standards and det.ails will be used to "guide" new development, redevelopment, sign changes, and public improvements in the Manta Vista Commercial area. The area affected by these guidelines is generally located as follows, North and south side of Stevens Creek Boulevard from Highway 85 to Byrne Avenue and from Stevens Creek Boulevard to Granada Avenue between Orange Avenue and the railroad tracks adjacent to Imperial Avenue. Associate Planner Piasecki made a presentation to Commission to introduce them to the Monta Vista Design Guidelines with intentions of coming back to them on the 28th of March with the final presentation. Com. Koenitzerexpressedhis concern that the Manta Vista Hardware building was not included in the guidelines. Associate Planner Piasecki emphasized that exclude the Monta Vista Hardware building would have a different set of standards. they did not intend to entirely but that they Ann Anger, remarked that she was pleased with the cooperation the A.S.A.C. gave on the Monta Vista Design Guidelines and that she concurred with the Cemmisison regarding the inclusion of the Menta Vista Hardware site. I'C-4iO "dge 6 MINUTES OF THE MARCH 16, 1983 PLANNING COMMISSION MEETING We~ley Williams, 10067 Byrne AVè1~1l,~,stated to the Commission that he felt there ,vas too much detail with regards to the signage in the Honta Vista Design Guidelines, that he liked the concepts presented, but that he would like to see as much detail with the other items in the guidelines. Helen Loo, employed by Hitchell Bros. for sign, stated that when they design a sign they first look at how far it will be from the people driving or walking by and that the Mitchell building is partially blocked from view. She felt that prohibiting internally illuminated signs was a deterrent to new merchants to the area. Ann Anger, stated that she felt an awful lot of time was being spent on the size of the Mitchell Bros. sign and that it was because of the size of the sign that Hayor Gatto had requested the study of the area. Commission continued discussion of the Monta Vista Design Guidelines with staff with regards to the exterior borders of the area. It was moved by Com. Blaine, seconded by Com. Bennewig and unanimously passed to continue discussion of the Manta Vista Design Guidelines to Harch 28. UNFINISHED BUSINESS: 14. Application l6-TH-81 - James Arnold - Request fdr Extension of Tentative Hap 15. Application 17-TH-8l - James Hoffman - Request for Extension of Tentative Hap Director of Planning and Development Sisk stated to Commission that he did not have a presentation on the two applications and that they were self explanatory. . ~ It Nas moved by Com. Claudy, seconded by Com. Billneweg and passelI unanimously to approve the request for extension of the Applications 16-TH-8l and l7-TH-81 for a period of one year.
