MINUTES OF THE REGULAR MEETING OF THE PLANNING
HELD ON JUNE 27, 1983 IN THE COUNCIL CHAMBER,
CUPERTINO, CALIFORNIA

APPROVAL OF MINUTES
It was moved by Com. Claudy, seconded by Com. Blaine and passed
unanimously to continue the minutes of April 27, 1983 to the
meeting of July 11, 1983.
POSTPONEMENT OR NEW AGENDA ITEMS
It was moved by Com. Claudy, seconded by Com. Koenitzer and
passed unanimously to continue Agenda Item No.3, Application
l7-U-8ß to the meeting of August 8, 1983 as per applicants
request.

ORAL COMMUNICATIONS - None
PUBLIC HEARINGS
1. Application 2-GPA-83 of CITY OF CUPERTINO (VALLCO PARK
PLANNING AREA), GENERAL PLAN LAND USE AMENDMENT which
proposes to shift the location of a 720 room hotel from
Pruneridge Avenue to Val1co Parkway; expand the size of
the Vallco Park Fashion Plaza (shopping center) by approx-
imately 300,000 sq. ft. and to modify the Vallco Park
Construction Phasing Memo. The Memo regulates the location
and timing of building construction in Vallco Park commen-
surate with specific street improvements. The proposed
modification of the Construction and Phasing Memo would
permit approximately 225,000 sq. ft. of Corporate and
Research and Development (R & D) office space to be constructed
ahead of schedule contingent upon a new road construction
plan based upon updated traffic information. ENVIRONMENTAL
REVIEW: The Environmental Review Committee recommends
the granting of a Negative Declaration. First Hearing.

Assistant Planning Dir~etor Cowan pr~s~nt~d a staff r~port
to the Commission explaining the intent and scope of the mini-
amendment. He stated that the purpose of the mini-amendment
was to expedite review of the application.
Com. Koenitzer stated that he had a few disagreements with
some of the items in the EIR as listed, and City Attorney
Kilian stated that due to possible litigation the ErR was
addressed as presented.
Walter Ward, General Manager, Val1co Park, addressed the
Commission stating that he concurred with everything in the
map and the development agreement. He went on to state that
the Construction Phasing Memorandum was at risk and also that
County Transit would be funding the proposed bus station at
Vallco Park.
It was moved by Com. Claudy, seconded by Com. Koenitzer and
passed unanimously to close the public hearing.
Discussion ensued between staff and Commission regarding the
amendment.
It was moved by Com. Claudy, seconded by Com. Blaine and passed
unanimously to recommend a Negative Declaration to the City
Council as per staff recommendations.
It was moved by Com. Claudy, seconded by Com. Blaine and passed
unanimously to recommend ~pproval of Application 2-GPA-83,
as per staff recommendations and including the addition of
the boundaries discussed on the map.
2. Application l-Z-83 of VALLCO PARK, LTD.: REZNING approximately
42 acres from OP (Professional Office) and CG (General
Commercial) to P (Planned Development with commercial,
office and hotel intent) zoning district or whatever zone
may be deemed appropriate by the Planning Commission and
ENVIRONMENTAL REVIEW: The environmental review Committee
recommends the granting of a Negative declaration. The
approximately 1.6 million sq. ft. mixed use development
consisting of multi-stpry office and commercial expansion
to the Vallco Fashion Park Regional Shopping Center.
The subject property is located on the north side of Stevens
Creek boulevard, east side of Wolfe Road, south side of
Vall~o Parkway and at the northeast corner of Stevens
Creek Boulevard and Tantau Avenue. First Hearing continued.
Assistant Planning Director Cowan presented a staff report
to the Commission stating that approval for zoning would be
for the outlined areas of the map only.
Walter Ward, General Manager, Vallco Park stated to Commission
that he had no comments regarding the staff report.
Com. Koenitzer stated his concerns regarding items in the
staff report.

Director of Public Works Viskovich answered questions on traffic
in the Wolfe Road and Tantau area and commented on the widening
of High 280.
Nancy Burnett, 729 Stendahl Lane, requested clarification
from commission regarding controls on the phasing of the Val1co
Park development.
It was moved by Com. Koenitzer, seconded by Com. Claudy and
passed unanimously to close the public hearing.
Com. Koenitzer requested that the word "shouldll be struck
from the staff report and replaced by the word "shall".
Discussion followed between staff and the Commission regarding
the application.
It was moved by Com. Blaine, seconded by Com. Koenitzer and
passed unanimously to recommend a Negative Declaration for
Application l-Z-83.
It was moved by Com. Blaine, seconded by Com. Koenitzer and passed
with a unanimous vote to recommend approval of Application 1-2-83
with conditions as per staff report, with the word "shalll!
replacing the word "should".
Assistant Planning Director Cowan stated to the Commission that
the City Council would be reviewing the application on July 18, 1983.
UNFINISHED BUSINESS - None
NEW BUSINESS
Com. Koenitzer discussed with staff some traffic coneerns in
Cupertino, recommending that the California Highway Patrol and
Santa Clara County sheriff's Department be alerted to specific
safety hazards.
Chairperson Adams stated that there was an inappropriate sign
on the corner of Blaney and Homestead that should be looked into.
Com. Claudy stated that an inappropriate sign advertising Parker
Ranch should be investigated by staff.

regarding the League of California Cities upcoming conference.
