OF THE REGULAR MEETING OF THE PLANNING COMMISSION
JANUARY 11, 1982 IN THE COUNCIL CHAMBER, CITY HALL

APPROVAL OF MINUTES: It was moved by Com. Blaine, seconded by Com.
Koenitzer and passed unanimously to approve the minutes of the regular
meeting of December 14, 1981 as submitted.

PUBLIC HEARINGS
1. Application 25-Z-80 of Interland Development Company (Seven Springs
Ranch): Prezoning approximately 148 acres from Santa Clara County
Exclusive AgriculturalC'AII) zoning district to City of Cupertino P
(Planned Development with residential intent) zone or whatever zone
may be deemed appropriate by the Planning Commission and Environmenta
Review: A Draft Environmental Impact Report has been prepared. The
proposed Planned Development prezoning would permit approximately 419
dwelling units consisting of a mix of detached and attached single-
family dwellings. The property is generally bounded by Rainbow Drive
to the north, Stelling Road to the east, Prospect Road to the south,
and by Fremont Older Open Space Preserve and Upland Way to the west.
First Hearing continued. Tentative City Council hearing date - Feb-
ruary 1, 1982.
2. Application 3-GPA-8l of City of Cupertino: A General Plan Amendment
to consider deleting a planned neighborhood park for the Seven Spring
Ranch and adjoining neighborhood (Stelling Road between Bubb Road
and Rainbow Drive) and to consider the need for public access to the
Fremont Older Open Space Preserve. In addition to the issue of a par
on the Seven Springs Ranch, the General Plan Amendment will evaluate
park needs for the southwest quadrant of the City with special empha-
sis on the neighborhoods served by the Jollyman, Regnart and Hoover

(school sites). Environmental Review: The Environmental Review
Committee recommends the granting of a Negative Declaration. First
Hearing. Tentative City Council hearing date - February 1, 1982.
Chairperson Claudy reviewed procedural guidelines for those present.
The applications were reviewed by Assistant Planning Director Cowan.
Among issues reviewed were access via Stelling Road, private vs. public
parks within Seven Springs Ranch and access to Fremont Older Open Space
Preserve.
A member of the audience stated that because of the number of people
attending the meeting and the lack of capacity of Council Chamber, there
were some members of the audience who could not see or hear the staff
report. He further stated that some citizens had already left. He sug-
gested that Commission adjourn and reconvene at another time and place
in a facility where everyone would have the opportunity to hear the
presentation.
Chairperson Claudy, after consultation with the City Attorney, stated
that although that was not legally necessary, the purpose of the public
meeting was first to disseminate information and to receive input. A
poll of the Commission showed that there was a consensus to continue
the hearing until larger quarters can be obatined. It was suggested
that staff arrange for the meeting to be held at Monta Vista High or
Kennedy Junior High. The information of the new time and place for the
hearing will be placed on the recording device at City Hall and posted
on the outside bulletin board.
The Commission was informed that next Tuesday, the school board will be
considering the closing of Jollyman School. Therefore, Wednesday,
January 20, 1982 appeared to be the soonest date to continue the public
hearing. Staff will present the proposed time and place to the Commission
at their adjourned regular meeting of Wednesday, January 13, 1982.

It was moved by Com. Koenitzer, seconded by Com. Blaine and passed unan-
imously to continue Applications 25-Z-80 and 3-GPA-81 and the balance
of the agenda to 7:30 p.m., Wednesday, January 13, 1982.
The meeting was adjourned at 8:20 p.m.
