Members of the public wishing comment on an item on the agenda may do so in the following ways: 1) E-mail comments by 5:00 p.m. on Wednesday, May 20 to the Commission at bikepedcommission@cupertino.org. Page 4 4 DRAFT MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION April 15, 2020 The meeting was called to order at 7:00 p.m. ROLL CALL: Present: Commissioners Gerhard Eschelbeck, Jennifer Shearin, Erik Lindskog, Muni Madhdhipatla, and Ilango Ganga Staff: David Stillman (Senior Civil Engineer) Others Present: Cherie Walkowiak, Reinaldo Delgado, Michelle, Roger Lee, Marlon Aumentado, Ted Peng, Connie Cunningham, Jon Willey, and Larry Dean APPROVAL OF MINUTES 1. February 19, 2019 Minutes •The February 20, 2019 minutes where approved unanimously. POSTPONEMENTS No postponements. ORAL COMMUNICATIONS Connie Cunningham spoke about Covid-19 issues impacting business and service providers, and their employees. She suggested ways to support service providers and businesses. Larry Dean presented slides on the Westport (Formerly Oaks) Bike/Ped Path. The bike path was present in the 2017 proposal but is not there in the 2020 proposal. He pointed out that this removes the possibility to have a bike/ped bridge across CA-85 north of Stevens Creek Blvd land there. It also forces bicycle traffic out on Stevens Creek Blvd that otherwise could bypass part of it. 5 WRITTEN COMMUNICATIONS Connie Cunningham submitted written communications regarding the topic she discussed noted in oral communications. Larry Dean submitted written communications regarding the topic he discussed noted in oral communications. OLD BUSINESS No old business agenda items. NEW BUSINESS 2. 2016 Measure B Bicycle & Pedestrian Education and Encouragement Program Funding (Walkowiak) Cherie Walkowiak presented on 2016 Measure B Bicycle & Pedestrian Education and Encouragement Program. Slides were presented. Notes on some of the presentation and discussion: Commissioner Ganga: Can we bank 18/19 funding also 3 years Cherie Walkowiak: Yes. Commissioner Madhdhipatla: Is there any data on the effectiveness of this education and encouragement? Cherie Walkowiak: Not yet as this is the first year. Commissioner Ganga: Are we planning to measure effectiveness? Cherie Walkowiak: Yes. Commissioner Ganga: Does the county have any measurement requirements? Cherie Walkowiak: Yes. Metrics are required. Mode shift marketing: Street light banner contest at high schools. Past two rounds of banners cost ~$5,300. Could expand to banners with two panels. Would cost a little more. Maps Bike Ed: Bike Rodeo with presentation seems better. Bike workshops: Tip sheets. Safety gear - Vests. Red and white bike lights to workshop participants. Bike bells. 6 Incentives - Stickers. Community events - Fall bike feast and Earth day family bike ride. Bike-to-work day - Purchase of bags to hand out. Maybe buy T-shirts? Other: SRS program, staff persons, Five E:s, Not time to spend on education and equity, could add a part time staff person. Crossing flags, Crossing guards - Additional locations. VTA will approve cost for crossing guards. Commissioner Lindskog: Will more specific plan come later? Cherie Walkowiak: Will coordinate with David Stillman. Commissioner Madhdhipatla: Did you consider other programs than SRTS? Cherie Walkowiak: The spending proposal to a large degree utilizes our SRTS program as other programs could require more staff time. Commissioner Shearin: Speaking for SRTS. It is important for children’s health and the environment. Important to educate kids when they are young. Commissioner Ganga: Can we have more metrics and data? Cherie Walkowiak: Making note of this. 3. Mary Avenue Separated Bike Lane Design (Aumentado) Marlon Aumentado (Assistant Engineer with the Transportation Division) provided a slide presentation. Notes on some of the discussion: Commissioner Eschelbeck: What about sidewalks? Marlon Aumentado: Use existing ones. Commissioner Eschelbeck: No plans to add sidewalks where there are none? Marlon Aumentado: No. Commissioner Lindskog: Can there be fencing between the parked cars and the bicycle lane to reduce the risk for collisions between bicycles traveling in the bike lane and pedestrians crossing to or from the parked cars? Marlon Aumentado: Not presently planned. Commissioner Madhdhipatla: Does not feel that a fence needed. Construction is schedule on schedule so far. Commissioner Madhdhipatla: Would it go up the Junipero Serra trail (JPST). David Stillman: Yes, will intersect. However, the JPST project will come to this part at in its last phase. 7 Commissioner Madhdhipatla: Want these projects to be interconnected. No comments from the public was made. Commissioner Eschelbeck: Questions from the Commission? Commissioner Shearin: See problem with speeding cars. Do not want fencing. Would make people parking cars have to walk in the street. Commissioner Madhdhipatla: Like the design with the bike lane on the inside. Commissioner Ganga: How are bikers protected when they cross side streets? Marlon Aumentado: Should be better than today. Commissioner Lindskog: Can we retract parking where there are intersecting side streets? Marlon Aumentado: Yes - as long as we don't lose parking spaces. Commissioner Ganga: What about at driveways to and from apartments? Marlon Aumentado: No accidents have been reported there. Will keep an eye on visibility. Commissioner Eschelbeck: What about bike path behind The Oaks (Now Westport)? How to get a path by CA-85? David Stillman: The current plans for Mary would not exclude it. However, in the current design for Westport (The Oaks), there may not be enough room. That is really a separate issue and project. Commissioner Eschelbeck: Do we have to communicate to someone, CC e.g., about the bike path by 85? David Stillman: Sure, can do. Will try to show them the benefit. Commissioner Madhdhipatla: Can we shift the sides of the angled parking? Feels less important to provide parking for nearby residents and more important to provide parking for park visitors. Thus would be better to have the angled parking on the other side. David Stillman: Have not considered it but will. We were just trying to not change things too much. 4. Bicycle Pedestrian Commission Liaison for Silicon Valley Bicycle Coalition (Eschelbeck) Commissioner Lindskog was unanimously appointed to be the Bicycle Pedestrian Commission’s Liaison to the Silicon Valley Bicycle Coalition. 5. Bicycle Pedestrian Commission Subcommittees (Ganga) For ideas for areas for subcommittees: Education and public awareness, technology use for traffic safety, school safety, vision zero. Commissioner Lindskog: Good ideas. Tech and vision zero best. 8 Commissioner Shearin: Only 5 commissioners. Do we need so many subcommittees? Can we narrow it down? Commissioner Madhdhipatla: Also prefer to narrow it down to one or two. Commissioner Shearin: Prefer environment and not tech. Commissioner Lindskog: Prefer tech, vision zero and environment. Commissioner Eschelbeck: Hearing support for tech, vision zero, and environment. Commissioner Shearin: Proposing Vision zero, and maybe later environment and tech. Commissioner Madhdhipatla: Should we maybe pick two? Commissioner Eschelbeck: Hear support for Vision zero. Commissioner Madhdhipatla: Making motion: Motion Form the subcommittees for technology use for traffic safety, vision zero and environment with the following members: Technology use for traffic safety: Commissioners Ganga and Eschelbeck, Vision Zero: Commissioners Madhdhipatla and Lindskog, Environment: Commissioners Madhdhipatla and Lindskog, and retire the Public Relations Subcommittee. Staff Report (Stillman) David Stillman reported on: Regnart Creek Trail environmental review meeting tomorrow morning at 9 am. Zoom meeting. Staff has been working on applying for measure B funding for capital projects. Three applications: Junipero Serra Trail, Stevens Creek Blvd Class IV Separated Bikeway (Wolfe to CA-85), and Carmen Road Pedestrian/Bicycle Bridge. Commissioner Madhdhipatla: Lead with Carmen Bridge. Important for school crossings. David Stillman: Has done this in application. Commissioner Madhdhipatla: Reduces cars on Stevens Creek. 7. VTA BPAC Report (Lindskog) This month’s VTA BPAC meeting was cancelled. 8. Public Relations Subcommittee Report 9 No report. (Also, as per motion above, this subcommittee has now been retired.) 9. Report on Committee assignments and general comments Commissioner Eschelbeck: Earth day cancelled, Bike to Work Day moved to September 24, 2020. Next Mayor's meeting: In a week or two. Have not heard if it cancelled yet. Commissioner Ganga attended the last one. Commissioner Ganga’s report from last Mayor's meeting: Increase in burglary, Planning Commission: review of general plan, Library Commission, 97% satisfaction, Nancy Hall retiring. Celebration. Fine Arts Commission - Two wall murals. July 17 art gallery. Teen Commission: March 21 and 22 hackathon (may be cancelled), Parks and Recreation Commission: Master Plan.
