PUBLIC HEARINGS
1. Application l2-U-75 of PHOTOTECHNOLOGY: USE PERMIT to allow a
photo kiosk in a CG (General Commercial) Zone. Said property
is located at the southwest corner of the intersection of Stevens
Creek Blvd. and East Estates Drive. First Heàring continued.

2. Application 13-Z-76 of CITY OF CUPERTINO: REZONING A~~ PREZONING
17.9 acres from various City and County zoning districts to zoning
districts which are consistent with the adopted General Plan. The
17.9 acres are generally located in an area bounded by Alcalde
Road, Yoothill Blvd. and Santa Lucia Avenue. First Hearing continued.
The Assistant Planning Director identified the properties on the
map transparency, as well as the December,22nd proceedings at the
Planning Commission meeting on this matter. He said the January 9th
staff report discusses the infilling from a philosophical point of
view and from a practical point of view. From a land use point of
view, it is possible to achieve a mixture of uses in this area. However,
the staff felt that in an area such as this, where blight is already
being experienced, this would provide instability of the neighborhood.
From a technical point of vie,,,, each individual lot is designed for
a certain intensity. The staff feels the General Plan would have to
be amended if the Planning Commission determines the mixture of uses
should be allowed here. Further , he said the City Council is not looking
at amendments to the General Plan far small properties at the present time.
The staff does not believe it is appropriate to change the zoning on the
two 10ts on Alcalde.

Chairman Gatto said some of these duplex lots are large enough
that they Hou1d qualify for, the designated 0-4 units per acre.
The Assistant City Attorney answered Chairman Gatto that you can
have a variance application for setbacks, etc., but not for a
use of a property. The variance procedure is meant to relieve
hardship for use of a particular property.
Comm. O'Keefe said we are looking here at stability of neighborho d.
We really are talking about very few lots in the area.
Comm. Adams said he sees no Hay out of this except with some
special arrangement. He observed that already 1/6 of this area
is in duplexes. Quite a few of the vacant lots appear large
enough for duplexes.
The Assistant Planning Director said ,there are 23 single-family
lots of less than 10,000 sq. ft. here. Theré are also 6 duplex
lots less than 8500 sq. ft.
The Assistant City Attorney said an amendment to the General Plan
is the best Hay to handle this. Comm. O'Keefe said he endorsed
the Assistant City Attorney in that the General Plan is becoming
too spec if ic .
Chairman Gatto said improvement of this area will come via econom c

Chairman Gatto asked for comments from the audience. There were
none.

3. Application 23-Z-75 of 1. K, ISHlMATSU: REZONING 2.8 acres from
OA (Administrative and Professional Offices) to R1C (Residential,
Single-family, Cluster) Zone or whatever zone may be ùecmed
appropriate by the Planning Commission. Said property is located
adjacent to and westerly of Finch Avenue approximately 360'
southerly of the intersection of Sorenson Avenue and Finch Avenue.
First Hearing..
The Assistant Planning Director located the property on an aerial
I photograph displayed on the screen.
ML Rodger Griffin, 19660 Junipero Hay, Saratoga, with Dick Finnegan's
Office, placed the planned development site plan on the bulletin board.
The Assistant Planning Director noted that this proposal has no area
for group activities; however, the intensity is so low that it is almost
an Rl. In terms of privacy, the property is bordered by another, similar
project developed by this applicant.
Mr, Griffin went over the elevations. The front landscaping is similar
to that of the existing development immediately to the south. The parking
ratio is 4.7 per unit, \,hich is more than adequate. Each plan A or B
is single story or with a loft. The homes are detached. They
.j have maintained the grove of trees on the site. Mr. Ishimatsu, who
i is the developer in this case, will retain his home on the site, with
II the 15 homes built around it. They "ill be all wood exter ior, earth
tones, with l3,050 sq. ft. for the single story plan and 16,000 sq. ft.
I in the loft plan. Setbacks are in keeping with or greater than that
I existing along Finch Avenue. They have no objection to pulling the fence
i back some 10' on Lot 1, as suggested by the staff. As figured on today's
I market which is $24 per square foot for a standard tract house, these
I homes will run about $60,000. Mr. Griffin said they plan to put
! ground cover rather than .grass on the common area to keep maintenance
I costs down somewhere around $35 per month, including maintenance of the
exterior of the buildings.
