The staff stated he had been advised by mail and phone call of this

The Assistant City Attorney advised it would be more appropriate
for the Planning Commission to act upon this proposal rather than

The Assistant Planning Director reviewed the proposal again. He
stated the staff recommended denial because historically, the City
discourages freestanding structures in parking lots on main
thoroughfares. . There could be a disruption of traffic flow, due
® to cars waiting in line to be served. Air quality is another
determining factor. There are no other such uses within the City
of Cupertino.

presently located at the southeast corner of Pruneridge Avenue
and Wolfe Road. Said property is generally located adjacent
to and westerly of Wolfe Road immediately southerly of the
Va11co Village Shopping Center. First Hearing continued.
¡The Assistant Planning Director reviewed the February 6 and 20, 1976

:staff memoS and documents, and the memo handed out at this meeting.
¡The staff has had discussions with the applicant in regard to
,resolving the traffic circulation pattern from Pruneridge, through
,this property and into the Vallco Village Shopping Center. He
,then reviewed the original and the alternate exhibits on the bulletin
:board. A third alternate was also explored. The Assistant Planning
Director stated that the staff would like a major roadway into the
project, and it may be necessary for the applicant to go back to the
,drawing board with this proposal.
~. Walter Ward, Vallco Park General Manager, stated it might be a
'problem for the bank visitors to park by the handball courts and
cross this major roadway to the bank. He suggested more discussions
with the staff might be in order before a decision is made.
,
Architect Dick Griffiths, representing Cabac Associates, said this is
the first time he has seen this current proposal. He would like to
provide as much parking by the bank as possible. There are other
:tenants in the bank building as well as the banking facility. He
ånswered Comm. Cooper that they anticipate l7 employees and 10-12
customers at one time.

Mr. Griffiths answered Chairman Gatto that the parking could be
changed from 60· to 90· angle in order to pick up some extra
parking spaces. However. more aisle width will be necessary if
it is changed. Another problen with 90· parking is there would
the tendency for the cars to back out and go either direction,
whereas with 60· angle they would be inclined to go only one way.

Ccmm. Adams observed that the present southeast corner of Vallco
Village Shopping Center is usually filled now. And the triangular
section is &lways filled. Mr. Ward said they will probably want
to have a cro sswalk frOllL the parking areas to the bank building.
It was the consensus of the Planning Commission to leave the detail~
of the traffic circulation pattern to the staff. I
Mr. Ward answered Comm. Woodward that they will probably put humps I
in the parking lot to help reduce speeds, There will also prObab11
be a need for stop signs as the cars leave the bank.
Comm. Adams said at the time of the last public hearing on this
the question of driveup windows was explored. Only three menbers
were present at that meeting. He wondered whether it was appro- I
priate to discuss this with a full Commission.
Mr. Walter Ward said City Council Resolution No. 4097. in regard
to driveup windows. would have no significant impact on this
proposal. Environmental problens were addressed at the time of
the hearing on Resolution No. 4097.
Mr. Ward sàid this application was first filed in Decenber, 1973.
Three banks with driveup windows have come in since then and have
been approved., We should strive for uniformity. It might not
be equitable for Cupertino to ban the driveup windows if our
neighbors do not. Dr. Myronek has stated that the environmental
problems are regional.:':',Be recommended deletion of Conditions 16
and 18.
Comm. Cooper suggested the landscaping along, the bank be low
enough to prevent the canyon effect and allow better visibility.
She would like her feelings on this conveyed to the Architectural
and Site Approval Committee.

Carom. Cooper said she has listened to the tape and read Dr. Myronek's
:report. She believes restriction of driveup windows is a step in the
¡right direction. However, she believes driveup windows in this
'location are appropriate because this is an open area. She would be
¡in favor of an ordinance discouraging driveup facilities in the future.

i Comm. .woodward stated he also has listened to the tapes. He agreed
'with Chairman Gatto that the driveup facility is part and parcel of
¡this proposal. He suggested the bank put up a sign for people to
¡please shut off their engines while waiting in line. This was not
¡addressed in Dr. Myronek's report.

Icomm. Adams said he could appreciate this application was first filed
!in 1963. He would be willing to bend on Condition 16 if it is changed
!to request the bank install signs requesting engines be turned off
¡while waiting in line. He asked if there are any walkup facilities on
¡this face of the building. Mr. Ward said they are only on the south
¡Side.
,¡Mr. Bob Holding, Properties Department of First National Bank of San
¡Jose, said walkup windows on the west side would not be good. Emissions
frcrn the automobiles would be on that side. It would interfere with
¡the operations inside the bank. This is a standard system, with four
lanes operated by two tellers. They have nine of these operations
¡and they are all very eff icient.
¡Chairman Gatto stated Dr. Myronek's report addressed ~ an isolated
case. This proposal is a very minor, localized condition. The air
,quality problem is regional.
The consensus vote to strike Condition 16 passed, 3-2, with
¡corom. Adams and O'Keefe dissentin~.

5. Application 3-Z-76 of GOOD SAMARITAN UNITED METHODIST CHURCH:
REZONING 1.6 acres from Al-43 (Agricultural-Residential,
single-family, l-acre lots) Zone to BQ (Quasi-Public Building)
Zone. or whatever zone may be deemed appropriate by the
Planning Commission. Said property is located at the south-
east corner of the intersection of Homestead Road and Linnet
Way. First Hearing.
The Planning Director reviewed the proposal, details of which can
be found in the February 20, 1976 staff memo. He noted this
Church was built priar to annexation to the City. The expansion
proposal is in three phases. Phase I includes the Sanctuary with
a seating capacity of 130 and classroom facilities. In 1966, the
Vallco Village use permit included purchase of a triangle piece
of property with the understanding the Church could utilize a
number of the shopping center I s parking spaces. Phase II includes
addition of office facilities and fireside room. Phase III is the
ultimate development of the property, including a multipurpose
room.' Based upon the present use of the shopping center, there ,
are 150 parking spaces available within 300' of the Church propert~.
The Planning Director stated the other issue is more aesthetic. I
There is a 25' setback of the structures, but there is a wall some
a' in from the property li-ne. Notices have been mailed to all
property owners within 300' of this property.
Architect Warren Gilbert stated he read the portion of the Agreement
pertaining to the excess of 20 parking stalls. With this Agreement:
we have a Church property that has a 200-<:ar parking lot already ,
built within 300'. He said the Church entered into this Agreement
in good faith. With this understanding, Phase III was designed
taking full advantage of the parking in the shopping center. The
big impact is on Sunday when the shopping center needs the least
number of parking spaces.

:Comm. Cooper asked the capacity of the multipurpose room. Mr. Gilbert
¡said it could seat 400 for dining purposes. The Church feels they act
Jas a family. It would be a rare occasion when they would have more than
¡one function at one time in more than one of the buildings. The
¡multipurpose room is designed for youth activities such as volleyball,
¡basketball, dancing, etc.

,Chairman Gatto was answered that weddings usually occur on Saturdays

ipeople at weddings is 25.
[Mr. Gilbert said they are willing to restudy the architecture to some
[degree. Present plans show stucco exterior, flat tile terra cotta
l¡rOOf and concrete overhang. Heavy timber may be introduced here.
He said they are willing to reduce the height of the buildings. They
,are back some 80' from Homestead Road and some 60' from Linnet Lane.
They are not surrounded by residential. Across the street is a
restaurant of railroad cars and a service station.
/comm. Adams was answered the spire will be steel.
:Mr, Gilbert answered Chairman Gatto that, God \~lling, Phase, I will be
¡lcomPleted with 18 months to two years; Phase II in four or five years;
and another five years for Phase III; with a total time frame of
¡eight to ten years.
¡Chairman Gatto asked for comments from the audience. There were none.
The Planning Director preferred that the public hearing not be closed
,at this point. The staff wanted to sit down and discuss Some of the

¡details with the applicant and Vall co Park.
Mr. Walter Ward explained the rationale for the joint parking agreement.
IHe said Vallco Village is still in agreement with the original Agreement.
¡Comm. Adams was answered that this Agreement should probably be a part
,of the zoning.
II'comm. Cooper believes the present proposal for the Sanctuary is a bit
overpowering. She would like to see the design more compatible with
¡the Vallco Village architecture. She would prefer to pass on all three
¡PhaSeS at one time rather than in increments.
¡Comm. Woodward said churches are always designed to stand out rather
¡than blend in with the surrounding structures. If done in a nice manner,
¡it could be very pleasing. He said he would opt to passing on all three
!phases at once.

Comm. 0 'Keefe said phasing is impo-ctant. This is the culmination
of an excellent ag-ceement made many years ago in terms of sha-cing

Chairman Gatto said it is important to have an ultimate plan, for
both the City and for the Church. He suggested the Architectural
and Site Approval Committee consider whatever planting can take
place during the first phase.

The Assistant City Engineer said it has been determined the City
must have control of the downhill slope easement. Erosion control
was placed on the property owner on the Williamson property. The
details can be worked out.
The Assistant City Attorney stated the City has a weed abatement ordi-
nance that can be enforced if such a problem occurs.
Mr. Acle Hicks said he is a homeowner in the townhouse development
across the street. He asked if the sidewalk will be completed. He
.as told that it will be. The Assistant City Engineer said there was
a problem with alignment, but it is being resolved now and should go
out to bid within a month or so. all the way down to the bridge. The
bridge will be widened.
