Please find attached the Traffic and Noise Studies. Below is a high level summary of the
recommended revisions to the operations of the Day Care:
Increase the amount of dedicated drop off spaces from 2 to 4 along Blaney.
Add 3-4 evergreen trees along the western property line. Species to be suggested by the
Arbor Professional Center and confirmed by the City for appropriateness.
Strongly encourage parents not to use the easement during school hours.
Limit the parking along the Western property line to employees of the Day Care Center.

As we prepare for our zoom meeting, I would like to share the concerns of the Arbor Professional
Center ownership with you, regarding the proposed preschool and proposed after school program
applying for a conditional use permit at 20015 Stevens Creek Blvd., and 10021 Blaney Avenue in
Cupertino, CA, on behalf of the property owners of Arbor Professional Center, located west of your
proposed site at 20045 & 20065 Stevens Creek Blvd., Cupertino, CA.
Gian, please share this letter with the planning commission members and planning staff.
Right next door to the proposed preschool & after school use within the Arbor Professional Center
office project, are some of the brightest minds in the world focusing on high level engineering
product development for Apple, Google, Samsung, and many others. The customers of Arbor
Professional Center, have leased space here to enjoy a quiet, ‘think-tank’ like environment to allow
for their concentration on their complicated work. within our multi-tenant office property which
consists of 23 commercial tenants who are working in technology, engineering, medical science, and
financial services. These tenant businesses have leased space in these buildings specifically to have a
quiet, professional location where they can work in peace and solitude to develop products and
meet in a professional setting with business leaders and employees, without the disruption of
children’s playground where yelling, singing, crying, and the like are typical children’s noise. The
Arbor ownership would like to see a neighboring business on this idle site that is complementary to
professional office business use.
The Arbor property including the multi-tenant office building at 20045 Stevens Creek Blvd, is
immediately west of the proposed preschool play yard and drive through drop off and parking lot.
The Arbor property ownership is concerned about the ongoing traffic congestion and traffic noise
throughout each day from the play yard, as well as the traffic hazard and pollution of 120 or more
cars daily dropping off AND again picking up children for preschool PLUS many additional cars
coming daily to drop off and pickup children for the after school program. The actual trip count looks
to be greater than 250 trips per day. All drop off and pick up needs to be done on Blaney Avenue!
Additionally, Cupertino citizens and property owners expect any new local business to conform to
the “Heart of the City” plan outlined by the city of Cupertino, which states that commercial office
business belongs in this location, not a child-centric preschool daycare AND an afterschool program
operation. We are opposed to this school/daycare use of the property which does not conform to
the “Heart of the City” plan designed to maintain commercial professional business uses.
Additionally, we oppose this project because:
1. Traffic concerns: Child pick up & drop off should be ONLY on Blaney, not right next to 20045 Stevens
Creek Blvd; Do not create a drop off line on the property easement.
2. Traffic Congestion: This conditional use change will result in a huge increase in the number visitors as
opposed to current zoning and use, and the traffic must be mitigated within the easement connecting the
properties. From the rear parking lot, add a ‘No Right Turn’ sign to prevent 120+ drivers from turning into
Arbor due to blind corner between the properties, and overuse of easement through the Arbor property. Insist
that preschool traffic exit either to the left out to Blaney, or jog straight through the one way driveway along
the side of restaurant building out to Stevens Creek Blvd. ‘Left Turn Only’ from preschool rear parking lot
should be enforced taking school traffic back through the preschool property toward Blaney when leaving
the rear parking lot.
3. Garbage pickup should be off Blaney to minimize truck traffic through easement. This change in use is a
huge increase in the number visitors as opposed to current zoning and use.
4. Noise concerns: 5 classrooms with 24 children each will produce all day long playground noise which is a
disruption to business at Arbor. Playground noise is NOT compatible with immediately adjacent office space
where technical workers demand and pay for the quiet enjoyment of their office space. Mitigate this
disruption to technology workers next door by relocating the play yard to Blaney.
5. View: Crepe myrtle trees on the west side of the project are inadequate to screen the view of the project
from our second floor tenants. Need more trees that create a taller visual and sound screen with less mess.
6. Limit of visitors and students: Project should be less than 120 students PER DAY; eliminate the afterschool
component of the project to maintain lower density of people driving in and out of project thereby reducing
traffic, car noise, and people noise. What is the total per day pick up and drop off count?
7. Plans and elevations: The exterior elevations are not detailed enough and currently appear to be too plain
and not in keeping with other architecture in the area.
8. Security: Arbor Professional Center has a fire escape on east side of 20045 Stevens Creek, building D which
will need to be secured from potential loitering use by school employees who are using the parking lot.

Dear Gian and Devan, and members of the Cupertino Planning Commission,
Thank you for your time on a zoom call last week concerning the proposed daycare preschool for young children
and afterschool education/daycare program use for school age children, where a conditional use permit is under
consideration at the subject properties known as 20015 Stevens Creek Blvd., and 10041 Blaney Avenue,
Cupertino. The zoom call included the applicant Devan, planner Gian Martire, and the owners of neighboring
25,000 square foot, multi-tenant office property, Arbor Professional Center, 20045-20065 Stevens Creek Blvd.,
Linda Morasch and Lisa Crawford, property manager, Myra Eitel, and leasing agent, Julie Mercik.
The subject properties are 20015 Stevens Creek Blvd., a 4,932 square foot retail building on a 1.35-acre lot
(~58,806 square foot) zoned CU which formerly operated as a music store; and 10041 Blaney Avenue, a 2,400
square foot retail building on a 10,454 square foot lot zoned CG General Commercial. The subject properties
are under consideration for a conditional use permit for a proposed all-day preschool for 96 children plus an
afterschool heritage education program for an additional 30 school-aged children. The subject property is located
in the Central Stevens Creek section of Cupertino’s Heart of the City land use plan. This important city land use
plan calls for a maximum of 50% of the building area of the subject properties to be school use in this location.
Adhering to the Heart of the City plan would maintain complimentary uses for the surrounding neighboring
properties which are office buildings and residential use. The office property immediately west of the proposed
school project is Arbor Professional Center, a 25,000 square foot, multi-tenant office project located in 4
buildings at 20045-20065 Stevens Creek Blvd. We ask the planning department, the planning commission, and
the city council to stick to the Heart of the City land use plan which does not allow more than 50% of this subject
property to be a school use, as it is detrimental to the neighboring compliant property uses surrounding the
applicant’s leased property at 20015 Stevens Creek Blvd, and 10041 Blaney Avenue.
Next door to the subject properties, Arbor Professional Center is a multi-tenant office property where 23 different
technology, medical, and business services companies operate their businesses which employ approximately 125
people and provide sales tax revenue to the city of Cupertino. All of these 23 companies are doing business
directly with Apple, Inc and also with Cupertino citizens. These companies have specifically selected Arbor
Professional Center for their business operations because of the tranquil environment here that enables them to
enjoy a quiet, “think tank” environment necessary to focus on solving their clients’ challenging technological

problems and addressing their customer’s complicated product issues and business needs. Most Arbor tenant
companies are intricately involved with manufacturing automation and solving sophisticated engineering
dilemmas. Other Arbor tenants are supporting Apple employees and Cupertino citizens with specialized financial
services, business support services, and medical services.
After review of the traffic study and noise study for the proposed school, there are two main areas of
negative effect & disruption caused by this school project that will have a significant negative impact upon
the neighboring properties, including Arbor Professional Center. City leaders have the opportunity to
mitigate many of these issues by attaching the following conditions to the conditional use permit.
1. Negative Impact on Parking & Traffic -This school project consisting of 96 children in a full-day
preschool + 30 school age children, an afterschool program for older children, will generate 526 trips
per day according to the Hexagon traffic study. This is a huge increase over the current use, whereas
each of the properties has been vacant for 8 years, and prior to that each building created minimal traffic.
2. Negative Impact on Quiet Enjoyment - Reviewing the noise report, it appears that this project has just
5 decibels of noise difference between meeting and exceeding the city noise limit. The noise report is not
convincing that these 5 decibels one way or another will not exist once 50 children are on the play yard
at one time. We have seen other office buildings in Cupertino suffer economically from the neighboring
daycare playground noise which is disruptive to the quiet concentration needed in adjacent office
buildings for complicated engineering work. For example, nearby office at 10095 Portal Avenue has
trouble leasing their office space that overlooks the daycare play yard because of the noise caused by the
children when out at play.
Right now, city leaders have the opportunity to mitigate many of these negative issues by attaching conditions
to the conditional use permit. Neighboring property owners would like to see the following requirements as part
of any conditional use permit issued for this project:
1. Parking & Traffic Solutions
a) Front Parking Lot - There are three parking areas for this preschool + afterschool project.
Applicant states that 90% of the 526 daily trips primarily for drop off and pick up, will be
done at the Blaney parking lot in front of 10041 Blaney Avenue. Therefore, we ask the city
to enforce this location as being used for 90% of school drop off/pickup parking by
marking ALL 12 Blaney parking spaces for parent drop off/pick up or 1-hour visitor.
b) Side Parking - This parking area is located outside of the building at 20015 Stevens Creek
Blvd. which is adjacent to the drive thru easement. Encourage these 10 parking spaces to be
open, unrestricted parking for staff, parents and visitors.
c) Rear Parking Lot - To minimize traffic disruption to neighbors, the entire rear parking lot
should be marked for staff parking only.

d) Circle drive near play yard – There is a real risk of overuse and traffic congestion
through this rear circle drive that appears to be set up for children to be dropped off
and picked up, although the applicant states that this circle drive will be used by for
only 10% of daily trips, which would be 53 cars per day. Enforce this rear parking for
staff parking only since applicant says that only 10% of student drop off/pickup will
be through rear playground access. Therefore, require that all rear parking be staff
parking only to discourage more parents from using the rear area.
e) Traffic Safety - For traffic safety to prevent crashes, add 2 signs “No Right Turn/Left
Turn Only” next to end of staff parking where it enters into easement lane (near
proposed new trash enclosure location), and a second sign across easement from the
staff parking area.
f) Parking Plan for School Cultural Events/Open House/Family Events –What is the parking
plan for parent events and family events which will occur frequently at this ‘heritage’ cultural
school? Please protect neighboring parking lots from unpermitted overflow use, particularly,
the closest parking lot at neighboring office building, Arbor Professional Center, 20045
Stevens Creek Blvd.
g) Fence Side Property Line in rear - Discourage school families from using Arbor Professional
Center for overflow parking. Add a fence along the side property line near the rear of both
parcels to discourage its families from parking in this neighboring office building parking lot
and walking over to preschool or heritage school.
h) Use Signs to Encourage Cooperation – When school parking is full or inconvenient, parents
will use adjacent parking lots. To discourage school families from parking in any of the
adjacent Arbor Professional Center parking lots, have applicant install signs stating ‘No
School Parking’ on the 3 immediately adjacent Arbor parking lots.
i) Encourage slow, safe car traffic by adding 2 hard foam speed bumps near the property line
along the easement to slow school traffic and discourage school traffic from entering into the
Arbor lot via the property easement. Fix major pothole on school property driveway that exits
to Stevens Creek Blvd., so that school traffic can actually exit down narrow driveway to
Stevens Creek Blvd., and avoid using Arbor driveway for safe Stevens Creek Access.
j) Secure the Fire Escape of 20045 Stevens Creek which empties toward the school parking
lot. The school applicant needs to provide a security gate to prevent school customers and
families from entering the stairway area for waiting which will most likely happen while they
are waiting for child pick up or drop off.
2. Sound & Sight Remedies
a) Minimize the school noise disruption to neighbors – engineers and technologists need quiet work
space for concentration at their Arbor office. School play yard noise, and school drop off and
pickup loitering noise will make focused office work difficult for the Arbor tenants. If Arbor
tenants in these corner offices complain about school noise, we ask school applicant to mitigate
their noise by providing dual pane windows on the four corner windows at 20045 Stevens Creek
Blvd that face onto the school playground. Please make this a condition of school opening.

b) Visual Screening – Conference rooms used for engineering and business discussions have large corner
windows which look right onto the school play yard, rear parking circle drive thru, and relocated dumpster.
These views from technology company conference rooms will be negatively impacted by the noisy, active,
non-tranquil school use. Please have applicant plant mature trees and shrubbery all along the shared side
property line, including tall, fast growing trees to shield the two story, corner office views that will be impacted
by the school use. Also, please add shrubs between the trees to help discourage school families from loitering
onto the Arbor property at pickup/drop off time. The trees and shrubs, along with ‘No School Parking’ signs,
will help to discourage school parents from parking in the front or rear Arbor parking lots when visiting the
school for drop off, pick up, or for any school events.
In closing, Cupertino city leaders have the unique opportunity to encourage cooperation by mitigating many of
the negative issues caused by this school use, by attaching the conditions described above to the conditional use
permit. Arbor Professional Center’s high tech, medical, and business tenants highly value their professional, adult-
centric business environment, and will have difficulty working amid the noise of a large children’s playground,
and contending with the hectic traffic congestion of twice daily, school drop off and pickup.
We urge you to please consider including all of the above conditions as part of the CUP as a way of ensuring the
compatibility and success of this daycare preschool + afterschool program within this Heart of the City
neighborhood.

Dear esteemed members of the City Planning Commission.
I wanted to talk about the new campus for Vidyarambh Preschool in Cupertino.
My daughter attended Vidyarambh preschool program in Vidyarambh family child
care. The staff are wonderfully trained and offer high quality academic and
socioemotional care to every one of their students.We are excited to see that
Vidyarambh will be opening a new campus in Cupertino. My infant nephew will
definitely will be attending the new campus when ready.

I will try to attend the meeting on 04/14/20. Here are my comments about the
preschool.
Our elder son has attended Vidyarambh preschool program in Vidyarambh Santa
Clara. We are excited to see that Vidyarambh will be opening a new campus in
Cupertino. Vidyarambh is really a great pillar in the Indian community and imparts
quality education to its students. I am excited to have our second son, Sanket, who is
almost 3 years old attend this school when it is ready to accept students.
I support this organization and hope the City of Cupertino will help them with
providing their expedited support in helping them get started.

My kids having been attending Vidyrambh Family daycare and current Vidyrambh facility at
Santa Clare Afterschool Program. I appreciate the service provided at these centers and have
been satisfied customer for over 4 years. I would be definitely sending my kids to new center
as it closer and convenient to my residence.

To the city planning commission:
We live on Loree Ave in Cupertino and have 3 boys attending school in Cupertino.
We have 2 kids attending McAuliffe School and one in Cupertino High School.
My youngest child who is currently in Kindergarten had attended Vidyarambh Preschool for
about 3 years. We are very happy that Vidyarambh plans to open a premises in Cupertino. We
also feel they have picked a nice central location.
A lot of thought has gone into coming up with the philosophy of the school. Whole child
development is valued by both the management and teachers of Vidyarambh. Sujatha makes
sure that all teachers have early childhood education training. Our child was so happy at
Vidyarambh that initially, it was quite a challenge to keep him home on weekends. He wanted
to go to school everyday. The school also provides very healthy and tasty vegetarian meals.
The school celebrates all major US holidays and different cultural festivals too. The medium
of instruction is English and so is applicable to any child and not just those of Asian Indian
descent. Children are taught to be independent and every child is allowed to learn at their own
pace and are treated very fairly and with a lot of love and care. This preschool and after school
will definitely be an asset to Cupertino.
I myself plan to send out kids to Vidyarambh for after school when I start working. I used to
be a software engineer but after taking a long break from work, I have just finished my
CBEST and plan to start my one year college program soon to become a public school
teacher.

Blvd. My children are attending the Vidyarambh after-school program at Santa Clara center.
We live in Cupertino and so we are really happy to see that a new center in Cupertino will be
opening. My kids love to go to Vidyarambh. It would be even more easier for us to send the
kids to Cupertino center once it opens.

My son was overjoyed when we told him Vidyarambh was opening a new center in Cupertino.
He was really disappointed when they moved to Santa Clara. We are very happy too that they
are starting one in Cupertino. They provide a great curriculum and exceptional service and
care to the kids. Cupertino needs the diversity and quality they provide.We look forward to
their opening as early as possible.
