PUBLIC HEARINGS:
1. CITY OF CUPERTINO: Public Hearing to consider a specific general
plan for the area bounded by Freeway Route 85 on the east and
Byrne Avenue on the west and consideration of a street plan line
for Stevens Creek Blvd. between Freeway Route 85 and Ridgeway
Drive (entrance into De Anza Oaks residential development).
First Hearing.
The Assistant Planning Director stated that the staff feels, since this
I'is quite complex, that the first public hearing should only be an
introduction to the problems involved. The staff has been working with
the Monta Vista Homeowners Association on this since the previous
September. He then showed a series of schematic diagrams on the
bulletin board, noting the kinds of problems that must be addressed.
He stressed that there are no plans at the present time to widen Stevens
Creek Blvd.; this is a design for 1995 traffic. The plan will not be
implemented right away.
The Assistant Planning Director said the staff is working on a precise
plan for Old Manta Vista, from Alhambra to Byrne Avenue. The Cupertino
Road/Crescent Road/Scenic Blvd./Janice Avenue traffic circulation
should also be studied. Another element to be studied is whether or
not Silver Oak Way should be extended to Stevens Creek Blvd., It is
felt the 750 acres (Catholic Church property) should be studied as to
whether or not it should have accesS to Stevens Creek Blvd.
The Assistant Planning Director next reviewed the City/County Juris-
diction Map. The ftgray area" is under County jurisdiction. He said
the City will prepare a plan for this area and it will be reviewed
by the County.
The Assistant Planning Director next went through the traffic assumptions
and road design criteria for Stevens Creek Blvd., east of Freeway Route 85.
The assumptions are that: 1) H85 will be constructed from Stevens Creek
Blvd. intersection to HIOl in San Jose prior to 1995; 2) The General Plans
of Santa Clara Valley cities and the City of Cupertino will remain
constant; 3) A percentage of the total trips on public transit will
r~in constant between now and 1995; 4) There will be a bridge over
Freeway Route 280 at Mary Avenue; 5) McClellan Road will be restricted
to two lanes; and 6) Bubb Road south of McClellan Road will be restricted
to 2 lanes and it will end at Rainbow Drive.
Following is the road design criteria as stated at this meeting:
1) Design objective is to obtain B/C level of service.
2) The roadway design speed shall be 45 miles per hour.
3) The roadway shall be designed based upon normally accepted safety
standards for a road with a design speed of 45 miles per hour.
Minimum horizontal curve radius is 1100 feet and optimal slope
gradient shall be 7% or less. However, in order to minimize property
take and grading, a barely acceptable maximum gradient of 10% may be
adhered to.

4} The roadway should be designed to achieve a balance between
convenience to nearby businesses and retention of privacy of
neighborhood streets; i.e., the street systems shall restrict
commute traffic passing through neighborhoods.
5) The design of the roadway sections shall be as compatible as
possible with the natural environment and the rural developmen
within the study area.

2 and 4 lanes of traffic. The Assistant Planning Director reviewe
alternative signalization possibilities for the Mann D~vejAdriana
Orange Avenue at Stevens Creek Blvd.
The staff feels that now is a very good time to take a close look
at the land use of Monta Vista. We are striving for an old fashio -
ed type of shopping district for downtown Monta Vista. We have to
get the parking away from the store fTn~ts. Both now and in the
future, about half the traffic in this area is commute traff'ic.
The merchants in Old Monta Vista are very concerned about the
proposed median strip along Stevens Creek Blvd.
Comm. Markkula asked the staff about the difference between D and
F service levels of traffic. He wanted to know if that meant we
would have commute traffic congestion for 3 hours instead of 1.
The Assistant City Engineer explained the general capacity is
around 700 cars per lane per hour.
Comm. Markkula asked what route the staff feels the commuters
will use if traffic diverters are used. The Assistant Planning
Director referred to Figure 17. There would be more traffic on
Stevens Creek Blvd. and McClellan Road. He noted that consultants
would be at the next public hearing to discuss this in depth.
Comm. Markkula would also like to know the status of the extension
of Freeway Route 85 to Rainbow Drive.
Comm. Adams complimented the staff on the excellent compilation
of material for the Planning Commission to digest the previous
weekend. The other Commissioners agreed with him.

Chairman Koenitzer expressed concern with the present freeway off-ramp
right and left turns at Bubb Road. He asked if some consideration has
been given to re-aligning them.' He understands the wishes to upgrade
downtown Monta Vista. Some thought should be given to some ~ncentives
for commercial properties to combine.
Comm. Blaine would like additional information on the County light rail
system. She understands two stations are scheduled for this area: one
in Old Monta Vista and one at the Church property. This will have a
tremendous impact on the traffic.
Chairman Koenitzer asked the public, when they spo~e, to limit their
statements to 5 minutes and to direct questions to the staff.
Chairman Koenitzer called a recess at 8:55 PM. The meeting reconvened
at 9:08 PH.
Housing Rehabilitation Counselor Nancy Hendee stated the City of Cupertino
is working with the County 'of Santa Clara and R.U.D. on this project.
It is described in detail in Appendix D, the ~~y 23, 1977 document
entitled "Old Monta Vists Neighborhood Rehabilitation Program".
Mr. Dave McLeroy, 21920 Hermosa, reported from their Homeowners Association
why they don't want Stevens Creek Blvd. widened and from the local merchants
stating why they don't want it widened. He said he will put something in
writing before the next public hearing on this subject. The main reason
why the merchants are against the widening is because it seems to be
basically for the benefit of the commuters and will change the commercial
area without benefit to the merchants.
Mr. Mike Mikul, 22265 Stevens Creek Blvd., stated he has 3 parcels in
Monta vista including industrial property and a proposed 4-plex. He
would like this project to proceed as fast as possible so that he may
proceed with his development plans. He believes the plan where Orange
Avenue intersects with Stevens Creek Blvd and joins Mann Drive and
Adriana Avenue is a good plan. He was in favor of taking land on the
south side rather than the north side of Stevens Creek Blvd. because
it will impact less homes and it will line up better with the established
curb line at the new development up the hill. He asked what recourse
the affected property owners will have. The Deputy City Attorney said
this will depend upon the amount of land taken and the justification.
The Law pretty much allows the City and the County to establish
reasonable street lines. When new development is implemented, it means
no building will take place within the plan line. In cases of hardship,
the City becomes financially involved. The test is a test of reasonableness.
Avenues open to the City are to acquire, purchase or condemn.

Mr. Wes Williams, 10067 Byrne Avenue, said that as a member of the
Steering Committee, he wanted to speak as a homeowner who wants
to cut the traffic off Byrne Avenue. He would like to see what
kind of traffic flow there would be with stop signs and one-way
traffic down to the Blue Pheasant Restaurant. He said he will
have more to say at the next public hearing.
Mr. J. Lewizky, 21860 Alcazar, questioned the suitability of 45
miles per hour along this strip. He said the Army found 23 miles
per hour was best to move traffic from one point to another. When
the traffic stops up on Freeway 280 it is natural for the dx~~~
to seek another route. He said more judgment should be based on
intuition rather than on computer studies. "
}~. L. Gariglio, 22430 Cupertino Road, would like to know more at
the next public hearing regarding traffic along Janice Avenue.
Since there were no more comments from the audience, it was moved
by Comm. Blaine, seconded by Comm. Adams, to continue this public
hearing to June 27th. 1977.

5. CITY OF CUPERTINO: Public Hearing to consider an amendment
to Ordinance No. 002(q), "Off-Street Parking Requirements"
to increase a minimum stall width to ten (10) feet in all
commercial, institutional and industrial zones. First Hearin
The Director of Planning and Development reviewed the May 20, 1977
staff memo ,on this matter. He answered Comm. Blaine that he is
not aware of a problem at this time.
Comm. Gatto stated 9'foot width is required allover the County
now.
Comm. Adams said there are a lot more mid-size and small cars now
and the trend is toward smaller cars. He does not see the need
for larger parking spaces at this time.
Chairman Koenitzer asked if the City has any studies from Vallco
Park as to how the Drachman System is working. The shuffling of
small and large parking spaces creates a policing problem. He
observed that we don't seem to be able to enforce the parking
we have now at Payless and Gemco.
Comm. Blaine said the underground parking situation at Vallco
Fashion Park is pretty bad. People are parking ever~.here they
can fit their cars.

Comm. Adams said that unless there is justification for this modification,
it would alter the size of the buildings and amount of landscaping.
Moved by Comm. Gatto, seconded by Comm. Markkula to inform the City
Council that the Planning Commission is not interested in changing the
width of the parking spaces without a comprehensive review of parking
spaces.

REPORT OF PLANNING COMMISSION
Chairman Koenitzer called attention to the storage of plants and trees in the
Payless parking lot.
Comm. Blaine introduced the subject of enforcement of Handicapped Parking.
The Assistant City Engineer pointed out this is a Regional problem.
