PUBLIC HEARINGS:
1. CITY OF CUPERTINO: Public Hearing to consider a comprehen-
sive amendment to the General Plan and ENVIRO!~ŒNTAL REVIEW:
The Environmental Review Committee recommends the granting
of a Negativ~ Declaration~ First Hearing continuedw
The Assistant Planner reviewed the previous deliberations on
this item. Re said the staff has recommended the ;lord "Planned"
be added to the land'use designations for Areas E, F, G, H, 1
and N. The term "Inrlustrial" should be added to Area G. ,The
properties south df U280 arè all under 10-20 units per acre so
they will be within Ehe trip end constraint.
Tþe Assistant Planner said the criteria to be considered with
the environmental review are:
I) Traffic impacts.
2), Concept of whether or not this proposal wil1 concentrate
dwelling units too heavily within one area.
3) Whether or not these land use intensities will create
adverse effects on the air quality.
Ch. Blaine asked the Assistant City Attorney if the California
Water Ser,d.ce has to come to the City for review, as othe.r
businesses do. The Assistant City Attorney said the private
water co~pany is subject to the P.U.C. If the utility designa-
tion of a property is a part of an overall Statewide plan it
would preempt local government land use planning. However, he
doubts whether this property is a part of a Statewide plan.
Subject to further information, it was his advice that the City
would have jurisdiction over the use of this property.

Comm. Adams reiterated the fact that the cities to the north of \
us are developing extensive industrial complexes without consid-¡
ering increasing their residential base; therefore, the concern
of our City to solve the commuter distance and attendant pollu-
tion problem is unwarranted. He feels Site J should be light
industrial. This would provide a light industry area closer to
a residential area, thus reducing traffic and pollution.
Moved by Comm. Claudy, seconded by Comm. Koenitzer, to recommend
to the City Council adoption of the findings of the ERC with
regard to application 25-EA-78.

Comm. Claudy said the Planning Commission has recommended against the
request by Mr. Ken Small regarding the property at 20545 Blossom Lane.
There were no comments from the audience.
Comm. Gatto said the o.nly area he has any problem with is H.
Comm. Adams agréed that H should be commercial/industrial.
Comm. Claudy was still in favor of residential on H. All three parcels
should have the same designation. All industrial would be an option
if it did not go all, residential.
Ch. Blaine said this was a good spot for residential.
Comm. Adams believes Band C should be at the lower end of the scale
of 0-5 units per acre rather than 5-10, because it is on Blaney
Avenue and near the school.
Moved by Comm. Gatto, seconded by Comm. Adams to close the public
hearing as· far ' as the land use amendment for the core area for the
General Plan is concerned.

Moved by Comm. Gatto, seconded by Comm. Claudy to recommend to the
City Council approval of this amendment to the Land Use Element
of the General Plan, Exhibit A, dated June 26, 1978, pages I - 7
and pages 8-21 with. the changes proposed by the staff including
land use designations in the core area and industrial added to Area G.

Comm. Gatto stàted that throughout the discussions and consensus,
his main reason for favoring lower density in each case was that
higher 'would not be in the best interest of the City as_a whole.
2. CITY OF CUPERTINO: Public Hearing to consider amendment of
Ordinance 214(a) pertaining to excavations, grading and retaining
walls. First Hearing continued.

UNFINISHED BUSINESS: None
NEW BUSINESS
3. Request for interpretation of proposed change in land use
for an existing non-conforming building located in Monta
Vista; ENVlRONMEITAL REVIEI'¡: No action required. This
project is categorically exempt - David McLeroy.
The Assistant Planner summarized the staff's position on this,
as noted in the June 23, 1978 staff report. This proposed use
does not ~xceed the_intensity of the previously approved use.

Comm. Koenitzer said that to have a viable clothing store it Wil~
increase the number of people visiting, the store more than it
would as an antique store. It was his understanding there are
traffic problems in that area at times.
Mr, David McLeroy, 21920 Hermosa, Monta Vista, said the hardware
store was the point of reference rather than the furniture store.
The hardware store was getting so busy and big it had to move
to different quarters. The proposed clothing store is a
specialty shop.
O'Patti Brisco, Monta Vista, said she is pleased to see a
business like this going in. She wants to preserve Monta Vista
as a small town. In order to do this, we are going to have to
set separate policies.
Moved by Comm. Gatto, seconded by Comm. Adams, that the Planning
Commission finds this proposed new tenant will not increase the
traffic generation nor present an intensity of use in this
building which is greater than previous uses approved for this
site..

REPORT OF PLANNING COM}!ISSION
Ch. Blaine reported she had attended the last PPC meeting. A Resolution
to Disband will be presented at the next meeting, effective the end of
August. The main reason is that there will not be any staff.
The Inter-Governmental Council will have to take over many of the duties
of PPC. They can appoint people for special land use planning.
Comm. Claudy thanked the staff for prompt action regarding the
Zilog dumpster.
