Ch. Blaine was concerned in that densit-ies have been Dl~cpd an nropertips
and recently, applications have come into the City with lower densities.
They seem to ignore the density ranges placed on the properties.
She believes this document should c^nta;n a statement which would
encourage development at the higher end on thø scale rather than lower
and not necessarily federally fnnded. It could be w<thin all levels.
¡ Comma Gatto said this community sefDms t(Ï be more interested in quality
standards, and the developers realize this.
Cha Blaine said she would like to cnntinue to encourage innovation and
at the same time, encoura~e higher density.
Carom. Adams said economics dictate this_ The developer will go for th~
highest number of units he can put on his prnperty.
Comm. Koenitzer feels the "Granny Units" in RI needs further study.
There followed a discussion of the pros and cons of "Grannv Units".
Comma Adams sees a lot of merit in this; he is in favor of many innovative
approaches, such as "Granny Units". He also mentioned units for college
students. etc. Comm. Claudy said that perhaps W~ should also think about garage
apartments· Comma Gatto felt the term "Granny Unit" was over-emphasized.
Ch. Blaine asked for comments from the auñience. There were none.

Comm, Koenitzer is disturbed that 7200 new ,obs are being proposed
based on 3400 new housing units. He askÞd whpre all th~se people
are goir~ to live. Comm Adams said this is a Regional problem and
Sunnyvale, Mountain View, Santa Clara, etc., have a much higher
ratio of new homes to new light industrial.
Ch. Blaine said she would be interested in taking another look at
the Land Use Element.

The Assistant Planning Director intronuced Working Paper #5,
stating that thp intent is to generate sñme ineas.
The Assistant Planninç Director stated that in the vast it h"s
not been recommended to have less th~n 5 acres for a park. The
City is now going to eet involHed in smaller and simplpr parks.

It has heen recommenrled that Three Oaks Park be sold and the fund~
transferred to purchase of Jollvman Park.
The Director of Plannin2 and Developmpnt said that bv Law, the City
is given the first chance to purchase ~ny park sites that become
available.
rb. Blaine pointed out that many recre~tion facilities such as swimmin9
pools anrl tennis courts are already provided within cluster developments
within the City.
Since th~re were no comments from the audipnce, it was moved by
Comm. Adams_ secnnded by Comm. Claudy to continue this item to Tupsdav,
December 19th -- the second meeting in December.

2. Discussion of change of date for regularlv scheduled meetine of
Decemher 26, 1978.
It was decided the second Regular Meeting wonla be December 19. 1978
at 7 :30 PM.
REPORT OF PLANNING COMMISSION
To permit four travel lanes on Foothill Blvd. from Route 280 to Stevens
Creek Road when the 2 BAS Homes developments on Foothill are completed,
perhaps the City should think about eliminating all parking on both
sides of Foothill near Poppy Drive and shifting the travel lanes to the
East. This statement was made by Comm. Claudy.
