The Assistant Planning Director first reviewed the First Draft of the
Land Use Plan. He said notices were sent out to property owners of
San Jose property that may be involved in property transfer. He noted
that this is the key element because it not only determined what will
, go on the land but also the intensity of development.

The Assistant Planning Director reviewed previous hearings on the
Core Plan, which dealt with the Regional Shopping Center; the In-Filling
of the Valley Floor; the Stevens Creek Flood Plain; and the Hillside
General Plan.
The Director of Planning and Development reviewed the San Jose/Cupertino
Boundary Transfer Area map that is presently being discussed by LAFCO.
de pointed out that there are pockets of County properties within the
boundaries that will not be affected. Only those properties within
the boundaries that are presently within San Jose will be transferred
to the City of Cupertino. He said the property owners involved will
be notified when their property is going to be discussed. It is
unresolved when this transfer will take place. There is the possibility
this might take place by July 1979.
Carom. Adams suggested the Planning Commission devote a couple of hours
Some Saturday morning to go as a group to see these areas. It was
decided this would take place Saturday, January 20, 1979. It must be
an adjourned regular meeting.
Ms. Jo Celio, 1047 Colony Hills Lane, San Jose, CA 95129, said she is
a would-be Cupertino citizen who has been working on the de-annexation
project. She urged some of the people who have been working on this
be included in this adjourned regular meeting.
There followed a discussion on how involved the Planning Commission
wants to become on the matter of historical resources. Ch. Blaine is
of the opinion that the City has not gone far enough to help citizens
who would like to preserve and protect some of these historical sites.
The City Council is interested in having the Planning Commission put
together a list of historical sites.
Comm. Adams would like the staff to come up with an action plan for the
coming year to consider these historical sites.
The Assistant Planning Director emphasized the fact that when the policies
are being studied, the transportation policy will also have to be re-
considered.
It was learned that Mr. Mark Caughey of the Planning Department is going
to study "gateway" type of techniques to help us establish an identity.

On page 16 of the document, Ch. Blaine said she feels the City
should not rely on just landscaping for privacy protection. An
engineering solution should be required.
It was also noted that the Planning Commission is interested in
night-time as well as daytime use of the Town Center.
H-Control Committee will review this document in January, along
with the Public Safety Element.
Ch. Blaine asked for comments from the audience.
Mr. Cliff Beck, Civil Engineer, 7246 Sharon Drive, San Jose, said
they will try to offer some guidelines for development of this
Transfer Area. He said delays are very costly. Then, if there
is common agreement, he would like to be allowed to proceed with
his development.

Comm. Adams suggested Mr. Beck put his recommendation into writing'l·
and submit it to the City Attorney. The Director of Planning
and Development cautioned that the City Attorney has stated that I

the Land Use/Community Character Element of the General Plan to
Saturday, January 20, 1979 at 9:00 AM.
Motion carried, 4-0
Ch. Blaine called a recess at 9:25 PM. The meeting reconvened

B. Consideration of Working Paper for Public Open Space and
Parks Element of General Plan.
The Assistant Planning Director reported on a recent meeting with
School Officials to try to determine which school sites will become
available. Re then reviewed a series of maps on the bulletin board.
He added that the City utilizes the school sites as Open Space areas.
Sedgewick, Fremont Older and Lincoln Schools will probably remain
open, no matter what happens. There is the possibility of closing:
Monta Vista, Jollyman, Regnart and Hoover Schools. It is quite likely
that Garden Gate and Eaton Schools will be closed. These are the
sites the staff feels will have the most effect on the City's Open
Space Program.
Cornm. Claudy asked, if the City has first option, can the City offer to
purchase 10% or some other figure, or must the City purchase the entire
site.
Comm. Adams said it might be cheaper for the City to lease the school
sites rather than purchase them. The Assistant Planning Director said
the State takes a dim view of the School Districts becoming landlords.
Legal ramifications are being explored at the present time.
Ms. Jo Celio said that in years past, if you did not payoff the
mortgage on schools within thirty years it was written off anyway.
Working Paper #5 was reviewed next.
The Parks and Recreation Commission was in favor of the strategy of
the City purchasing a portion of the Monta Vista site and the Sims
4 acre site; then move the park site up to Foothill and Lockwood and

The Parks and Recreation Commission feels the City should not
purchase Hoover School site. They would prefer to purchase the
Regnart School site.
7 Springs Ranch was introduced. No determinations made.
Ch. Blaine said the Parks and Recreation Commission wants good,
flat land and not near Open Space District because they serve
two different purposes.
Ch. Blaine said the Parks and Recreation Commission had some
concern about the Eaton School site.
Comm. Koenitzer would like the City to consider purchase of Eaton
site if it is put on the market.
Comm. Claudy said he still would like the Town Center Open Space
oriented the way it is on the map. Town Square has two types
of open space: the Plaza (similar to the Pruneyard); and on the
east side of Torre Avenue would be a typical neighborhood park.
Ch. Blaine asked for a map of Eaton.
There was agreement with the concept of purchase of Manta Vista
Park.

Ch.Blaine is concerned about the use of the City parks pre-
dominantly by organized teams.
Comm. Claudy is concerned that the pools at De Anza Jr. College,
etc., are not available to the general public enough because of
swim teams, etc.
Comm. Koenitzer said the Sedgewick site could serve Areas J & K.
Ch. Blaine said Older School is built to handle orthopedically
handicapped and is half-owned by the County.
