RESOLUTION NO. 1824.
OF THE PLANNING COMMISSION OF_ THE CITY OF CUPERTINO
FORWARDING A RECOMMENDATION TO THE CITY COUNCIL RE-
GARDING THE SANTA CLARA COUNTY PLANNING POLICY COMMITTEE'S
"MASTER TRAILS AND PATHWAY PLAN".
The Planning Commission finds the Draft "Master Trails and Pathways
Plan" to be consistent with the goals and policies of the General
Plan. The proposed hiking, bicycle and equestrian trails system
will form the nucleus of the City's local system which will be
developed in conjunction with the Comprehensive General Plan update.
The Planning Commission, therefore, recommends that the City Council
endorse the subject plan with the following minor changes :
1 . The Commission agrees with the concept of the interim and
long term use of the Route 85 corridor for bike, hiking
and equestrian use. However, the plan should clearly state
that the use of the corridor for a pathway and trail link
will not jeopardize the primary use of the corridor to
remove intra and inter County commute trips from local
streets .
In this regard, it is recommended that Stelling Road be
designated as an alternate route to the 85 corridor. The
Stelling Road route could function as the primary route
when the 85 corridor trail system is disrupted during
® construction of the primary transportation mode.
2. That McClellan Road be designated as an alternate route to
gain access between the Route 85 corridor and Foothill Boule-
vard. McClellan Road represents a shorter distance between
the Route 85 corridor and destinations in Stevens Canyon, and there-
fore would attract a higher use. Additionally, it is likely that
McClellan Road will be improved for bicycle and pedestrian
access prior to improvement of Stevens Creek Boulevard.
3. Route 8A which utilizes the Stevens Creek culvert under. Interstate 280
thence the Southern Pacific spur to Foothill Boulevard should
be deleted. The Southern Pacific tunnel under Foothill Boule-
vard is not wide enough to safely accommodate both rail and
pedestrian traffic.
4. The designation of the Stevens Creek stream bed for an alternate
trail between Freeway 280 and Stevens Creek Boulevard should be
deleted. It may be possible to accommodate a trail from Varian
Park to the foothills along the stream bed. The feasibility of said
trail link will be assessed in conjunction with the Cupertino General
Plan program.
