RECOMMENDING THE ADOPTION OF A POLICY SETTING FORTH
GUIDELINES FOR THE DESIGN AND TIMING OF MINOR STREET
IMPROVEMENTS FOR THE SEGMENT OF STEVENS CREEK BOULEVARD
LOCATED WEST OF BUBB ROAD
The policy is described by Exhibit A attached hereto .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
ADOPTING POLICY REGARDING THE DESIGN AND TIMING OF STREET
IMPROVEMENTS FOR THE REACH OF STEVENS CREEK BOULEVARD BE-
TWEEN RIDGEWAY DRIVE AND BUBB ROAD
WHEREAS , the City Council, on February 21 , 1978, adopted a precise
four lane street plan line for the reach of Stevens Creek Boulevard be-
tween the cross street of Ridgeway Drive and Bubb Road; and
WHEREAS , the City Council determined that the City and other affected
agencies should not immediately construct a fully improved roadway for the
entire reach of Stevens Creek Boulevard unless and until warranted by future
traffic levels;

NOW, THEREFORE, BE IT RESOLVED:
1. That the City Council hereby adopt a policy setting forth
design standards and timing sequence for minor improvement
to Stevens Creek Boulevard where found to be necessary to
complete necessary safety projects and to construct necessary
traffic control measures related to turn lanes and traffic
signals. The installation of street improvement defined in
the design and timing policy also will "dress up" sections of
street where the four lane pavement width already exists.
2. That the City Council hereby authorizes the Mayor to endorse
said policy labeled "Exhibit A" Resolution No. 4697 .

STREET IMPROVEMENT POLICY FOR THE REACH OF STEVENS
BOULEVARD BETWEEN RIDGEWAY DRIVE AND BUBB ROAD
On February 21, 1978 , the City Council adopted a street plan line for Stevens
Creek Boulevard for the reach of roadway between Ridgeway Drive (private road
serving the De Anza Oaks residential community) and Bubb Road. The plan line
describes the future right of way width and alignment for Stevens Creek Boule-
vard. The plan line is described in detail by a document entitled "Stevens
Creek Boulevard Plan Line Study: Action Plan".
The purpose of this document is to outline the scope and timing of improvements
for the subject reach of Stevens Creek Boulevard.
The plan line provides for a four lane alignment of Stevens Creek Boulevard
from Foothill Boulevard to Bubb Road. Aside from a four lane configuration
from Foothill Boulevard/Stevens Creek Boulevard intersection, the alignment
and width of Stevens Creek Boulevard west of Foothill Boulevard is designated
for two lanes. The width and alignment for four lanes east of Foothill Boule-
vard was based upon predicted traffic increases for the year 1995. Current
traffic levels do not warrant widening of Stevens Creek Boulevard for the
subject reach. In order to retain an option for a two lane roadway, the City
will not actively pursue widening projects until warranted by future traffic
increase or safety related needs.
Although the City will not actively pursue roadway widening per se, the City
Illk will pursue improvements to complete sections of roadway where the basic
character of the roadway is established and where safety improvements dictate.
For the purpose of this policy document , the scope and timing of street improve-
ments for various reaches of Stevens Creek Boulevard are as follows :
REACH 1: BUBB ROAD TO ORANGE AVENUE
Reach la: Bubb Road to Imperial
The roadway is fully improved from Bubb Road to the railroad right of way. The
75 ft. wide railroad right of way and the road section from the railroad to
Imperial is partially improved requiring curb installation on the north side
and pavement and curbing on the south side in front of the Tap Room. The City
is in the process of implementing a "Federal Grade Crossing Protection Project"
to improve the Southern Pacific rail crossing. The grade crossing improvements
are scheduled for completion in fiscal year 1978-79 .
Because of the need to provide a transition between the six lane roadway section
east of the railroad and the existing face of curb section west of Imperial, the
City shall utilize local funds to augment the crossing protection grant in order
to fully improve the street section. The street shall be fully imp
roved and
striped as provided by Figure B.

Reach lb: Imperial to Pasadena
The segment of roadway has a curb to curb existing pavement section averaging
62-63 ft. from curb to curb between Pasadena and Imperial Avenues. The adopted
plan line provides for a right of way width of 78 ft. and a curb to curb pavement
section of 68 ft. Applicants for new development shall make necessary street
' dedications and shall improve the right of way as provided by the Stevens Creek
Boulevard Plan Line and Figure B of this document. The street shall be striped
as described by Figure B. The installation of full improvements will necessitate
the deletion of five (5) ft. of public sidewalk on the south side of the right of
way.
Reach lc : Pasadena to Orange
The pavement width is approximately 60 ft. which is adequate for four lanes
and a turning pocket. The property to the south is undeveloped (temporary tire
outlet activity in southwest corner of Pasadena and Stevens Creek Boulevard) and
the property to the north is developed. Applicants for new development shall
dedicate and improve the right of way as provided by the Stevens Creek Plan Line
and the improvement guideline labeled Figure B. The reconfiguration of Mann
Drive and Adriani Drive shall be implemented in conjunction with reconstruction
of the existing service station sites.
REACH 2: ORANGE AVENUE TO JANICE AVENUE
The subject reach cannot be constructed on a project by project basis because
of the need to grade the entire section concurrently. No construction will take
place with the exception of minor safety projects . Applicants for new developments
shall dedicate the right of way as provided by the Stevens Creek Boulevard Plan
Line and shall sign a deferred agreement for required construction based upon a
four lane configuration.
REACH 3 : JANICE AVENUE TO FOOTHILL BOULEVARD
The southerly side of the subject reach is improved. In order to provide turn
lanes and stacking capacity for the signalized intersection of Foothill/Stevens
Creek and the unsignalized intersection of Stevens Creek/Janice, applicants for
new developments shall complete right of way dedications and make improvements
as provided for the four lane plan line.
The traffic signal for the Foothill/Stevens Creek Boulevard intersection is
scheduled for fiscal year 1978-79 in the City's Five Year Capital Improvements
Program.
REACH 4: FOOTHILL BOULEVARD TO RIDGEWAY DRIVE
The subject section is characterized by a mixture of improved and unimproved
sections. Applicants for development shall dedicate right of way and install
improvements per the four and two lane plan line sections as development occurs.
Although the majority of new development adjacent to Stevens Creek Boulevard
will be constructed in City jurisdiction, this policy is intended to be adopted
by the County Board of Supervisors- to provide guidance for applications reviewed
by the Santa Clara County Planning Commission and Land Development Committee .
