FINE ARTS COMMISSION
Special Meeting
April 2, 2002
CALL TO ORDER
At 6:04 p.m. the meeting was called to order in Conference Room E, Cupertino
City Hall, 10300 Torre Avenue.
ROLL CALL
Present: Chairperson Hema Kundargi, Commissioners Nancy Canter, Shirley Lin
Kinoshita, Carl Orr, Barbara Phelps, Rita Young, City Clerk Kimberly Smith and
Recording Secretary Dorothy Steenfott
Absent: Commissioner Janet Mohr
Guests: Ralph Qualls, City of Cupertino Public Works Director, and Terry
Greene, City of Cupertino Senior Architect
APPROVAL OF MINUTES
Kundargi moved to approve the minutes of the regular meeting of March 26, 2002
as amended to read direct Roger Berry to develop three to five sketches with at
least one done interactive. Orr seconded and motion was approved with Mohr
absent.
UNFINISHED BUSINESS
A. Four Seasons Plaza - Discussion of art proposals by artist Roger Berry.
Ralph Quails updated the commission on current issues concerning the
Four Seasons Plaza. He stated that the City had originally committed to
complete the park by the time the apartments open sometime in early
2003. The management project team has now determined that it would be
best to revise the license agreement to have the City turn over the money
for the plaza to the City Center staff so that they can complete the work
with Council approval. Qualls indicated several components that need to
occur to complete the project. The first component is to conceal the
construction staging for the apartments from the hotel and restaurant. The
second component to make a pedestrian area and gateway, and the third
component is the art. He stated that all the components need to be brought
together in one place for scheduling.

He stated that the first step is to receive council approval on April 15 to
revise the license agreement and to direct staff to include budget line items
and allocate $650,000 in the capital project budget. It was also noted that
City Center Plaza Park would be suggested as the new name for the
project.
The commission then discussed the artwork that was proposed by artist
Roger Berry. Each commissioner expressed their opinion about the
proposal. City Clerk read and confirmed each of the commissioner's
comments to be sent to Mr. Berry. Lin Kinoshita moved to keep Roger
Berry as the artist and direct him to develop three to five sketches for the
City Center Park for the commission to review on April 23. Orr seconded
and motion passed unanimously with Mohr absent.
Discussion followed regarding other locations appropriate for public art,
and plans for sending an open call for art in hopes of finding some existing
pieces for placement in the city-owned parks.
