MINUTES OF THE REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION
HELD ON JANUARY 20, 1979, IN THE COUNCIL CHAMBER, CITY HALL
CUPERTINO, CALIFORNIA

This formality was dispensed with because the purpose of this adjourned
meeting was a field trip by the Planning Commission, members of the
staff and interested persons. It began at 9:07 &~.

PUBLIC HEARING:
l. CITY OF CUPERTINO: Public Hearing to consider the adoption of a
Comprehensive General Plan including the following elements:
Land Use, Housing, Open Space/Conservation, Seismic Safety, Public
Safety, Noise, Circulation and Scenic Highways. The meeting will
be a field trip and will concentrate on:
A. Consideration of Land Use/Community Character Element of
the General Plan with emphasis on the areas involved in the
proposed San Jose Boundary Transfer.
B. Consideration of Working Paper for Public Open Space and
Parks Element of General Plan.

Ch. Blaine opened the meeting in the Lobby of the City Hall, stating
that the Planning Commission felt it would be wise to take a look at
those areas that may become a part of the City of Cupertino in the
future. She thanked everybody for giving up their Saturday morning
to come to the adjourned meeting.
The Director of Planning and Development then reviewed the map on the
Lobby wall, indicating those areas that are up for discussion at the
present time. He said the staff had arranged to use City cars for the
field trip, and everybody was invited to ride in them.
The caravan first stopped at Area B, on Jollyman Court at the park.
The Assistant Planning Director pointed out the vacant land owned by
a church, beyond the SOccer field. The area beyond that is a vacant
area where the extension of Bollinger Road should go. Better access
is needed to the school and the park. San Jose has planned this area
for residential -- 6 units per gross acre. Cupertino has planned it
for ° - 5 units per gross acre. There is some thinking at the present
time of linking Jollyman Park with another 3-acre park.
Area C was visited next. Some of the property here is in the Williamson
Act. On the other side of the creek, the property is being considered
for another park. San Jose has this area planned for 8 units per
gross acre -- Cupertino is recommending 6. It was pointed out that
the land along the roadway is owned by Santa Clara County Water District.
The staff is recommending a linkage along the creek here for a pedestrian
walkway to the park. This is along Orion Way. Mr. Marx, a local
realtor, said he would like to plan for town houses here. The Assistant
Planning Director said the road circulation here will be discussed in
depth at the Planning Commission meeting on January 22nd. He noted
there should be a linkage to Stelling Road, but it should be circuitous

Area F is a transitional area, along Cleo Avenue and the land that was
reserved for extension of #85. just north of Rainbow Drive. The staff
is recommending single family residential, 5-10 units per gross acre
for Are~ F-l. On Area F-2, the Cupertino Planning staff agrees with
San Jose that it should be lO - 20 units per acre. One of the issues
here is circulation. Plans call for a diamond where #85 comes out to
De Anza Blvd. The City Manager stated that it was his understanding
that some of the F-2 property is presently zoned 35 units per acre.

The Assistant Planning Director noted that Area F-3 has one
remaining lot north of the Freeway.
The City Manager said that at the south side of Three Oaks Park
we have learned it is best to have fronts of houses facing parks
because it seems that this reduces vandalism. The City of San
Jose has a concern about that because it would reduce the park
land. San Jose wants the land to be replaced into park land in
that area. Cupertino wanted to USe the money to develop the
park itself. Cupertino may have to use the money for acquisition
of park land, according to State Law.
Area G was visited next. This is at Wildflower and Highway 9.
G-l and G-2 are basically owned by Mr. Yamagami. G-1 is being
considered for a town house development by Mr. Yamagami. Area G-2
is a commercial and residential mix and is being considered for
10 - 20 units per acre -- town house to apartment units. The
Assistant Planning Director stated that he believes the City of
Cupertino has enough controls to ensure a compatible development
here.
Area G-3 is everything south of Minton's and is under 6 or 7
ownerships. San Jose has this zoned as 8 - l2 residential with
commercial along the front. The Director of Planning and
Development stressed the important thinking here is that in order
to get the higher densities it is very important to have an
overall plan.
The caravan drove through Area A, behind K-Mart and Area C, and
then back to City Hall.

this meeting at lO:30 AM to 7:30 PM on Monday, January 22, 1979.
