ORAL COMMUNICATIONS The Assistant Planning Director said he had an item to bring up under UNFINISHED BUSINESS PUBLIC HEARINGS L i CITY OF CUPERTINO: Public Hearing to consider the adoptio~ of! a Comprehensive General Plan for the City of Cupertino's Sphere of Influence including territory involved in the pro- posed San Jose Boundary Transfer. Said plan shall include thei following elements: Land Use, Housing, Open Space/Conservation, Seismic Safety, Public Safety, Noise, Circulation and Scenic I Highways. Continued Public Hearing. I I I I I I PC-304 Page 1 PC-304 Page 2 MINUTES OF THE APRIL 23, 1979 PLANNING COMMISSION MEETING A. Circulation Element of General Plan - Discussion of Major Issues. B. Consideration of Working Paper No. 8 for Public Safety Element of General Plan. The Assistant Planning Director stated the General Plan must be completed by July 1st of this year. He wanted to first discuss a schedule of adjourned meetings to complete this task. He felt it might take 4 meetings. The Director of Planning and Development said this is the first major discussion on the Transportation section of the General Plan. He then turned the discussion over to the Director of Public Works, who gave the background on how the City arrived at the present circulation plan. Land use decisions were made, based on the 1973 study which was based on the 1964 Cal Trans computer model. After much study and discussion, a 16 trip end per acre constraint was placed on the land. A B/C level of traffic was established. Vallco Park has a phased development ~lan whereby they will be allowed to develop property as they meet certain criteria for solving the traffic generation. The Director of Public Works said we now know: 1) #85 may not now be extended to #lOl. We must consider how this will affect the 16 trip end constraint. 2) Another area that must be addressed is whether or not the City wants to maintain the B/C level of traffic during peak hours. One question to explore is whether this encourages more commuters to use our city streets. 3) Policies must be formulated based on the 1973 studies and what has transpired and what we have learned since then. Is the level of service~stablished in 1973 still appropriate? The Director of Public Works answered Comm. Koenitzer that 3% per year traffic increase is being projected. The data is one year away to determine the origin and destination of the traffic that goes through the City of Cupertino. Some minor decision that must be made are the status of the Mary Avenue overcrossing, extension of Bollinger Road, etc. Comm. Adams was answered that the computerized traffic controls interconnect system will, hopefully, go in the early part of next year. Comm. Claudy was answered that we do not now have the data on the impacts without the extension of #85. One question is whether we should ease the flow of traffic through Cupertino. MINUTES OF THE APRIL 23, 1979 PLAJ.~ING COMMISSION MEETING PC-304 Page 3 Comm. Blaine said the interconnect system is one way of easing the traffic through Cupertino. Comm. Gatto wanted to know what other trade-offs can be considered besides widening the streets. The Director of Public Works said one thing that must be considered is whether we want to provide a higher level of service than our neighboring cities to the point that we attract more traffic. Comm. Blaine said we are not lobbying to widen #280, which perhaps I should be considered. I Level of service was discussed. The question was raised as to how, far we should let it go before it impacts the neighborhoods. Are I we willing to accept a lower level of service? Do we stay with 8 lanes on De Anza Blvd? Ch. Gatto asked for cOmments from the audience. Ms. Ann Anger, Monta Vista, said she is very much opposed to the easing of traffic into residential streets. She stressed that we should be working on getting the extension of #85 up to De Anza Blvd. She said Cupertino is not causing the problem, but our friends to the south of us are. She said she has received I conflicting information in regard to when the EIR on the extension will be ready. She said it has been suggested that we sue CalTran~. The biggest problems we have in Santa Clara County are industry, I housing and transportation. She is opposed to any decision that : will delay the extension of #85. The Director of Public Works agreed that this is the most important issue. I' Policies were discussed. Comm. Adams suggested strategies should be included with each policy. I Ch. Gatto would like a preamble here, as was done with the Housingi n~. I I , I I I Comm. Blaine stressed that we should not allow commute traffic to penalize our local businesses. I Comm. Adams would like to stay with the l6 trip end constraint as í was established in 1973. I Comm. Blaine asked if Policy 1.3 would include completion of Bollinger Road, etc. The Director of Public Works said these items will be listed in Policy 4. There will be a complete known street network. Comm. Koenitzer said the jobs-to-housing issue will have an impact here. Under Goal 4, Ch. Gatto would like to delete Policy 1 because it is insignificant as far as air pollution is concerned. Comm. Claudy said he would like to see motorcycle noise pollution discouraged. Ch. Gatto said the preamble should address alternate trade-offs. The Associate Planner said he will come back in two weeks with a draft element, taking into consideration the discussion and points raised at this meeting. There were no comments from the audience. Working Paper #8 for the Public Safety Element of the General Plan was discussed next. The Assistant Planning Director briefly reviewed the flood hazards problem and stated this will be presented in writing at the May 9th meeting. He said there are 4 types of flood hazards: 1) A large rainstorm or series of rainstorms. 2) Localized flooding in our urbanized areas handled through the storm drains and into the creeks 3) Instantaneous failure of man-made reservoirs. 4) A landslide area breaks loose and blocks a stream course. The 100-Year Flood was explored thoroughly in 1976 by the Santa Clara Valley Water District. Stevens Creek, Heney Creek, Regnart Creek and Calabazas Creek are all or partially within the City of Cupertino's responsibility. The City's mitigation measure is to adopt a natural flood plain area. The City will be reviewing the flood warning system. This elaborate system will be reviewed by the City in the near future. In the future, Stevens Creek Dam must be fail-proof. Each agency is going to be asked to review the safety of the water storage facilities based on earthquake standards. The City has a present policy ~f protecting its urban areas based on a 10-year event. In 1977, the City adopted a Master Storm Drain System to update the City storm drains to these standards. Since there were no comments from the audience, it was moved by Camm. Adams, seconded by Comm. Blaine, to continue this public hearing to May 9, 1979. First Hearing. MINUTES OF THE APRIL 23, 1979 PLANNING COMMISSION MERTING The Director of Planning and Development reviewed the April 19th I staff memo and draft of the Ordinance prepared by the City Attorne¡s Office. He answered Comm. Koenitzer that We are looking at up- dating this perhaps next year. He said we are proposing a somewhat higher density than San Jose had indicated for this property transfer area that will require review by the City of Cupertino. Consideration of Amendment to Below Market Rate Housing Program pertaining to participant priority system. The Director of Planning and Development stated that Assistant ! Planner Toby Kramer has accepted a newly created position that ' will involve coordinating the County housing effort with all the i cities, so she will no longer be representing the City of cupertinr' . This was her final meeting. ' , I í I I The Assistant Planner said the City Council approved the City Below Market Rate Housing Program. They were happy with every- thing except they were unhappy that no priority was given to Cupertino residents. They have requested this area be reviewed Once again. The City Attorney's Office has extensively reviewed this and made recommendations, a copy of which is attached to the Apr il 19, 1979 staff memo. Adams wondered how this would be enforced. The Assistant City Attorney said residence requirements Were left out completely because of the housing! jobs problem, commute problem, etc. Housing Rehabilitation Counselor Sue Hastings said this is a local program so initially, it is being considered for people who live in Cupertino. It was pointed out that there is the problem of discrimination if we don't give some consideration to outsiders in this Bþffi Program. The State is not saying we must meet our obligations but we strate fuat we are trying. Our deficiency is now 4000 units. will Soon be asking the cities for updated data. He asked for input from the Planning Commissioners. They did not consider the proposed changes to be major. . UNFINISHED BUSINESS: None. REPORT OF THE PLANNING COtlliISSION Comm.Koenitzer called attention to the storage of building supplies at a local commercial property. The staff will investigate. REPORT OF PLANNING DIRECTOR: None.
