Ch. Gatto called the meeting to order at 7:33 PM with the Pledge of
Allegiance.

ORAL COMMUNICATIONS
The Associate Planner said State Mutual Savings has modified their
plans that were approved by the Planning Commission for a develop-
ment on Stevens Creek Blvd. at Finch Avenue and would like to
informally discuss the modifications with the Commissioners. He
then reviewed the approved and the modified elevations on the
bulletin board. They are to go back to H-Control on May 10th.
The applicant, Mr. Ted Brown, said there has been a slight revision
wherein the groups of buildings are now tied together architec-
turally. The tile roofs are grey. There is now a walkway across
the pool area.
Comm. Adams said this looks like a standard set of row houses in
San Francisco.now. He realized this was the responsibility of
H-Control, but he wanted to make the comment anyway. Ch. Gatto
agreed. When the buildings are pushed together like that the
charm of the development is diminished.

Comm. Claudy was concerned about the following:
l) The roof line is no longer interesting.
2) The staggered buildings were more interesting.
3) Shoving the buildings together will look like one, long building.
4) He did not like the new parking arrangement.
5) There is now intrusion into the landscaped area.
An informal poll of the Commissioners indicated their wish to send this
plan forward with explicite directions.
Comm. Claudy said he wants to see more variation in the walls and roof
lines and he takes exception to the grey tiles on the units and red
tiles on the bank.
Comm. Adams acknowledged the plans previously approved showed 10'
from the foundation and not from the building exterior. The second
story now overhangs within the 10'. He would not like to see this
happen again. He would like to see increased landscaping, front and
back.

Comm. Blaine's concern is also with the roof line. She hopes H-Control
can do something about that. She is not concerned about the color of
the tile but she is concerned about the type of tile.
Comm. Adams would like H-Control to give SOme attention to the view of
this project to be seen from Stevens Creek Blvd.
Ch. Gatto said one of the elements of the original plan is the high
quality design as well as the BMR units. This modification is not
as soft. He would like H-Control to review and revitalize as much
of the charm of the original plan as possible.
PUBLIC HEARINGS
1. CITY OF CUPERTINO: Public Hearing to consider the adoption of a
Comprehensive General Plan for the City of Cupertino's Sphere of
Influence including territory involved in the proposed San Jose
Boundary Transfer. Said Plan shall include the following elements:
Land Use, Housing, Open Space/Conservation, Seismic Safety, Public
Safety, Noise, Circulation and Scenic Highways. Continued Public
Hearing.

A. Draft Circulation Element of General Plan
B. Draft Public Safety Element of General Plan
The Assistant Planning Director distributed copies of Working Paper
No.8, first draft of the Public Safety Background Report and
asked that this portion of the General Plan Public Hearing be
postponed. The staff wanted to concentrate on the Circulation
Element at this meeting. Ch. Gatto announced this to the audience.
The Associate Planner introduced the "Draft Circulation Element",
Summer 1979, which was attached to the May 3, 1979 staff memo.
The scope of the General Plan is approximately 10 years. He said
this is a compilation of past policies and assumptions. The air
quality portion has not been completed, and there is some question
whether it should be in this element or the Open Space element.
Street standards have not been included. The circulation element
raises certain questions about the streets.
The Associate Planner said the City Council was presented with a
petition from residents from the Santa Paula and Mira Vista area.
They requested Santa Paula be relieved of the burden of being an
exten~ion of McClellan Road because of the introduction of commute
traffic into the neighborhood.
Comm. Koenitzer said this document must include ~hat we are going
to do if li85 does not get extended. He also felt we should push

for extens10n to Prospect, not just to Saratoga-Sunnr.ale Road.
Ch. Gatto said new models are being made at the present time so
perhaps this should be acknowledged that we do have a potential
problem here.
Mr. Jim Kleeg, 22467 Santa Paula, said it has recently come to his
attention that the staff has determined not to widen his street.
He is also asking that Mira Vista be closed off to prevent through
traffic.
Debbie Jungig, 22490 Santa Paula, said she is one of the people who
started this petition. She stressed that the increased traffic is
affecting their quality of life. She asked if the 10'that has been
taken from the new homes along Santa Paula be returned to the
residents if the street is not to be widened. The Director of
Public Works said Santa Paula may stay the same width. We will be
discussing specific neighborhoods at a later date. It must first be
determined how'much is commute traffic and how much is local.
At the present time, Santa Paula is p1anlined as a collector street.

Mr. Jim Klug said he would like to see some speed limit signs on
Santa Paula. He asked what the procedure is to get his street
blocked off. The Associate Planner said the long-term plan has been
to close off McClellan at the hairpin curve. The request would have
to go to the City Council. The Director of Public Works said the
petition was referred to the staff by the City Council. It will be
taken into consideration as soon as we get the new data. He said
he will bring up the problem of speeding on Santa Paula when he goes
to a meeting with the Sheriff's Department this week.
Mr. Frank Gaspar, 22450 Santa Paula, said he has lived here 20 years
but in the last 5 years it has become a race track.
Mr. Gordon Neal, who had just arrived at this meeting, wanted to
again go over the problem and explore possible solutions. Procedure
was discussed for One hour.
Ch. Gatto said that what We have been hearing is that the integrity
of the neighborhood is more important than the commute traffic.
This will be set for public hearing in July or August.
Ch. Gatto called a recess at 9:35 PM. The meeting reconvened at
9:55 PM.
Ch. Gatto said we don't have enough data or background material to
be specific at this point. He believes a set of policies should be
formulated now and the tables and figures should be removed from
the document or referred ~o as examples. The figures should go
·into the lead-in. The Comcission then reviewed the document, starting
with page l6. Ch. Gatto would like to see an overall statement of
alternatives available. The Circulation Goal statement at the top
of page 16 was good.
Comm. Blaine said if H85 does not go in she would like to see the
City do something with that corridor, if only a 2-lane road.
Comm. Adams said that was a good idea, but it should not be in this
document. There should be nothing to detract from our ultimate
objective of getting the extension of H85. This document is based
on the assumption that H85 is realizeable. If it is not, the General
Plan will have to be re-evaluated.
The City does not intend to widen Stevens Creek Blvd, De Anza Blvd.,
or Foothill Blvd. beyond their present, existing planline.
Mr. Will Lester, 10650 Linnet Lane, would like Policy 1 to have #85
go through to Prospect rather than just to De Anza Blvd. because of
the congestion that will result on Saratoga-Sunnyvale Road. The
Director of Public Works said it has always been referred to as
"extension of li8S to Saratoga-Sunnyvale Road", and the wording
should not be changed. If it is found that congestion would result
on Saratoga-Sunnyvale Road, the optio n of extension to Prospect
could be introduced.

The Commissioners next went through the policies, page by page,
and made B few minor modifications:
Page 20, Policy 1, line 4: Delete "to Saratoga-Sunnyvale Road".
Page 22, Policy 3: Priorities need to be evaluated.
Page 24, Policy 4: Delete "per the general prioritization out-
lined in Table 4.11
Policy 1 snould include the addition of 2 lanes to Freeway 280.
Page 25, lines 1 & 2: Delete everything after the word "develop-
ments".
Page 27, line 3: Delete lIexpanding" and replace with "restripingll.
line 4, delete "storage facilities" and replace with "parking1l..
Page 28, Policy 12:
replace with "shall
page 28.
Delete '~as delineated on Figure 3" and
strive to...... II Delete the last 5 lines on
Page 29, delete first 3 lines. Also, delete the entire paragraph
just prior to Policy 14.
Moved by Corum. Adams, seconded by Comm. Blaine to continue this
public hearing to May 16, 1979.
