Gatto called the meeting to order at 7:35 PM with the Salute to the Flag. ROLL CALL Comm. present: Comm. absent: Blaine, Claudy, Koenitzer, Ch. Gatto Adams Staff present: Assistant Planning Director Cowan Assistant City Engineer Whitten Associate Planner Piasecki ORAL COMMUNICATIONS: None. PUBLIC HEARINGS l. CITY OF CUPERTINO: Public Hearing to consider the adoption of a Comprehensive General Plan for the City of Cupertino's Sphere of Influence including territory involved in the proposed San Jose Boundary Transfer. Said Plan shall include the following elements: Land Use, Housing, Open Space/Conservation, Seismic Safety, Public Safety, Noise Circulation and Scenic Highways. Continued Public Hearing. A. Draft Public Safety Element of General Plan. B. Draft Circulation Element of General Plan. The Assistant Planning Director introduced "Public Safety Background Report, Working Paper No.8", stating copies had also been given to the Public Safety Commission for review. The staff will also discuss it with them. PC-307 Page 2 MINUTES OF THE MAY 16, 1979 ADJOURNED PLANNING COMMISSION MEETING The Assistant Planning Director stated that Figures 1 and 2 contain a matrix of the fire hazard severity in the mountainous areas around us. The fire hazard increases when population is introduced into the area. There is no County maintenance program at the present time for fire roads and access is minimal. There is a very restrictive slope/density formula. The number of potential homes in the Montebello Ridge area has been reduced from about 850 to 200 homes. Although the density has been reduced, it also means the road system will probably remain incomplete. There is a serious lack of water in that area. There is some discussion taking place between the Open Space District and the Fish and Game Department in that they would like to have complete patrol of the roads in the open space. It involves crossing streams, etc. The City of Cupertino can make improvements to its water system. Figure 7 on page 22 of this document illustrates the water service. As to fire protection, a 3/4 mile radius is ideal for industrial zones. The City of Cupertino is in a Class IV rating -- very close to Class III. The southeast area of town is somewhat lacking in this standard. The Assistant City Engineer said the City spent Some $300,000 of HCD funds on home water lines in the Orange/Byrne/Stevens Creek Blvd. area. Sue Hastings says she plans to file for another $800,000 to take care of the County pockets. On page 27, Comm. Claudy would like to change the word "monitor" to "encourage". Comm. Koenitzer said that in light of the gas shortage, the last paragraph on page 8, the Mid Peninsula Regional Open Space District may be more heavily used than previously anticipated. On page 30, the City Manager would like to remove everything after the first paragraph. Comm. Claudy said single access for large developments should be discouraged. The City should not permit, or at least discourage security gates. The Assistant City Planning Director stated he had put this question to emergency and non-emergency people and got mixed feelings whether or not this discouraged joy riding and extra traffic in the area and burglaries. However, if parcel post people, the Cupertino Sanitary District, and animal control people, they will not service the areas with security gates. Ch. Gatto said we must decide whether or not we want to allow what the people want or what the service agencies want. MINUTES OF THE MAY 16 1979 PLANNING COMMISSION MEETING , PC-307 Page 3 Corom. Blaine ~ould like the staff to research the type of restrictions there are for the clearing of brush on acreages. She would like to show the City is adopting something to show the property owner has some responsibility in this regard. Camm. Koenitzer questioned the validity of the first paragraph on page 34. He feels the dam can act as ,a buffer for the 100 year flood. The Assistant Planning Director reviewed the Neighborhood Awar~ness Program. In the future, parks will have paved surfac~ all the way around them. The tradeoffs between privacy and defensible open space were discussed. It was felt attention should be given to design of developments to minimize the problem. Camm. Blaine said smoke alarms should be encouraged. Camm. Claudy said Sta~e law says you cannot require them in resales. On page 57 of Disaster Planning, the City Manager wants the section starting on page 60 to be redrafted. On page 55, the Circulation Element needs just a little polishing. After discussion, there was a consensus to accept the orange markings on the street network map. The Assistant City Planning Director stated the staff would not be ready for an adjourned meeting on May 23rd and suggested continuing this hearing to lilly 31st. The staff would like a joint City Council/Planning Commission meeting to discuss the document. ADJOURNMENT Ch. Gatto adjourned this meeting at 9:30 PM to 7:30 PM on May 29, 19/9.
