RESOLUTION NO. 1621 (Minute Order)
OF THE PLANNING COMMISSION OF THE CITY OF CUPERTINO
CONCERNING GENERAL PLAN AMENDMENT 2-GPA-76

As a result of this Commission's discussion concerning the above general
plan amendment a consensus could not be reached relative to whether or
not the plan should be amended to allow commercial activity at the northeast
corner of Tantau Avenue and Stevens Creek Bouelvard. The discussion resulted
in two members of the Commission opposed to pursuing the matter any further
and therefore leaving the plan as it presently exists and two members in
favor of pursuing the proposed amendment. Therefore, this minute order is
being transmitted to your body addressing the pros and cons which were
brought forth during this Commission's discussion of the proposal. It is
intended that the Council, after reviewing the Commission's action, will
determine whether or not the matter should be pursued further at the
Commission level. The pros and cons discussed by this body are, as follows:
PRO
1. Amending the general plan to allow commercial land use as an
alternative, assuming that traffic impacts and aesthetic con-
siderations can be maintained as an equal to industrial/office
activities, is appropriate.
2. The area in question should not be treated differently than other
areas along Stevens Creek Boulevard wherein commercial activities.
are permitted and in fact permitting commercial activities in the
Vallco Park area is an agglomeration of this use as originally
discussed in the general plan hearings.
3. The major reason that the Lester property is designated differently
than other portions of Stevens Creek Boulevard is that it was con-
sidered first during the general plan hearings in the context of
the regional shopping center issue and that the area between the
regional shopping center and the Town Center was decided later.
4. The existing areas along Stevens Creek Boulevard between Vallco
Park and the Town Center "the 400-ft. strip" are too narrow and
fragmented in ownership to provide needed commercial land for the
future. Chances of agglomeration in this area are not good.
CON
1. Stevens Creek Boulevard, North De Anza Boulevard and particularly
Town Center have been designated as commercial in an attempt to
encourage property owners, developers, etc. to combine parcels so
that commercial activities could be concentrated. If every time a
request for commercial is granted in another area, we are really
not planning for the future. Existing commercial areas should be
utilized before creating new ones.
2. The plan should not be changed at this time. Industrial/office
• provides appropriate number of alternatives for the subject property
so that agglomeration is possible.
