The City Planner said the County is planning to issue..permits for
cluster zoning. He feels that Cupertino should handle them like
rezonings; i.e . , public hearings, etc . •

® Comm.' Traeumer suggested we check Fremont 's ordinance to .see how they
handle cluster zoning. (City Planner 's note , October 6,. 1964 : Fremont
depends o n the Planned' District concept, which contains adequate'
controls by the City. My concept differs . Planned Community would
be a frame for accommodating several zones within an area planned as
a unit, and/or to achieve unified planning independent of property
lines. Clustered Zone would be a sub-zone of any Zone where part of
the area is divided into private lots and part of the area is .for
common use . A Clustered Zone may be a' part. of, or include all of,
a Planned Community. )
Mr. Leonard, basing his opinion on past experiences on the Planning
' Commission while Cupertino was in a transition period (just beginning
development of subdivisions ) felt that if the cluster plan were pre-
sented in- such a fashion as to show it will draw higher-educated,
better-paid, stable-type residents it will be better received by
Cupertinians ..
Comm. Traeumer felt strongly about 'the necessity of an incentive,
such as higher density; otherwise the developers won 't be interested
in the cluster plan because the overhead .will be too high. He said
410 it is a fallacy that utilities, etc . , cost less to install in .the
cluster plan. Although it is very expensive to put the utilities
underground, he . felt this. should be a requirement in a cluster zone .

It was Comm. Traeumer 's opinion that cluster homes would sell better
than conventional R-1 at the same price , but the developer could not
put in the amenities at the p.-ice of a strain ht grid pattern. On the
other hand, there may be some reticence toward a new innovation of
this type.
The City Planner said that in the East the cluster plan has been in
effect for many years but here in the West the people will have to be 40
introduced to the idea .
Mr . Leonard offered the suggestion that the plan would have the same
number of units on less acreage and no density on the remainder of
the property as one way to handle the situation.
Comm. Frolich said he couldn't help but think the developers would
come out just about the same by adding the amenities and saving on
the streets and the utilities .
The pros and cons of dedicated vs . non-dedicated park land were then
discussed at length. Comm. Traeumer felt that if the developer does
not have anything to do with the dedicated land in the cluster plan
development he could break even. There is always the danger of the
dedicated land being of the type which is hard or impossible to
develop into anything usable .
Comm. Traeumer felt it would be necessary to go 15% to 20% reduction
in order to encourage the underground utilities, etc .
Landscaping of a cluster plan was discussed next .
Mr. Leonard felt it would be better to have the landscaping, etc . ,
required and worry about maintenance '„of it afterwards .
Comm. Traeumer felt that it would be necessary for the Ordinance to
differentiate between dedication and non-dedication type .
Comm. Frolich felt that when the property is an area the. city would
like for a park, the Ordinance could say the developer could dedi-
cate the property to the City and let the cost of developing it be
decided through the Hearings with the Planning Commission and the
City Council. (Page E5 )
The City Planner said that the common area would have a special desig-
nation on the Zoning Map..
It was brought out that non-dedicated streets can cause trouble --
fire and police protection, for example .
Comm. Traeumer felt it would be necessary to define how much common
area would be required per dwelling unit .
It was decided the density factor would be discussed further at a
later date .
The Ordinance should require that no 'more than a certain percentage
of the property can be used for other than recreational purposes .

The City Planner said that a representative from the County is will-
ing to come to our Public Hearings to help explain the cluster plan
concept .
It was decided the City Planner should invite the County representa-
tive to the next work session. (City Planner 's note , October 6, 1964 :
This could not be arranged for October 8th, but Mr . Robert
Sturdevant, from the County Planning Office , will be present at the
work session on October 22nd . )
