Mr. Burrell Leonard, Va llc o Park I Chairman Thomson said the last three work sessions have been spent on the C Ordinances. The City. Planner has been instruct- ed to draft a preamble to show the intent of the Ordinances. This evening's work session will be the second one reviewing the City Planner 's PROPOSED ,COMMERCIAL ZONING ORDINANCE, Draft B, . July 23, 1964, beginning on Page 16. • Page 16 -- 35.1 Shall read as follows : "Every CA zone shall be in a Planned Community area. Page 17 -- 41.1 The City Planner said it is dubious whether or not there should be a- minimum of 10,000 sq. ft. here . The County feels it might not be a good idea to set a minimum. Wilsey, Ham & Blair suggested 10,000 sq. ft. minimum for office buildings but not for businesses. Chairman Thomson felt it would be well to forget about lot size and go back to talking about development area. Mr, Leonard felt that it might be all right if a second owner comes in and adds to an area that already has a large parcel.. Comm. Frolich felt that a developable area of 3 acres or more in that suitable develop- ments ' 5 acres is;.sensible providing p ments ' plans show that it is, compatible with the existing development. Comm. Gateswent -along with this thinking with the condition that it should be an expansion of a basic area. Mr. Leonard offered the term "Unified Plan. " Comm. Gates wondered if it would be feasible to use a dimen- sional ratio approach here. -1- 411 It was felt there should bele. 5 acre minimum compulsory except that smaller parcels may belrezoned when development plans are shown that make it compatible with the original development. Page 18 -- It was agreed thH there should be no minimum lot width for C Zones, Page 19 -- 43.1 Establish certain amount for parking and a certain amount for greenery and we really don't care what the 410 owner does with the rest of it . Mr. Leonard felt the following should be added : "Effective: control is defined by what the open space has to be. " Page 20 -- 44.3 Change "151 " to "121 " Page 20 —44.4 Comm. Frol' ch suggested they establish a front yard setback of 201 'Ls an addition to whatever re- quirement is made for parking area. A certain percentage must be planting and/or exp' sed aggregate, etc. The adjoin- ing building can expand out over the private sidewalk separating the parking from the building. Page 20 -- The City Planner was asked to redo 44.3 and 44.4. A percentage of the lot size would be enough for landscaping or otherwise-treated area. There should be a stipulation that at least some of the landscaping must be in the front. Page 21 -- 45.7 Shall read l ars follows "Rows of buildings shall be interrupted by side yards no more than 5001 apart. " 1 Page 22 -- 46.2 Shall be rdwritten to include some buffer • strip between commercial an'Fi residential area, not neces- sarily located in the former area. Page 24 47.71 The Commi sioners questioned 20% here; al- though it may be all right., Mr. Leonard offered the information that it is much easier, usually, for a tenant if the trees are clustered. Page 24 -- 47.74 Add to ttie end of the sentence "unless the parking area is screene4 by landscaping, walls, or a combination thereof. " ' Page 24 -- 47.74 There shOuld be an established number of trees for uncovered ground. Xt was decided the Commissiloners would pass a Resolution at the next Planning Commision Meeting to plant Stevens Creek Blvd. Nfr. Leonard said landscapiOg is being considered by Mfr. Halprin in the Vallco Park area streets. 41, The City Staff is instructed to check with Mr. Dwight Long, 11; of the Saratoga Horticulturial Foundation, regarding the desirable number of trees ljer acre to be put in parking areas. -2- Mr. Leonard felt it might also be well to start thinking in terms of second-story or basement parking. Page 24 -- 4+7.73 Shall read as follows : "At least 10% of the ground level parking area, plus at least 20% of the remaining area, shall be landscaped. " II It was decided the next work session would start with Page 25, • GARAGE, PARKING AND LOADING AREAS (continued) . III Meeting adjourned at 10:00 P.M. IV The City Staff was instructed to call each Planning Commis- sioner to remind them on the day of the work session that the meeting will be held, at 8:00 P.M. , at Homestead Library.
