II Chairman, Thompon recapped the Twelfth Study ,Session fOr the
benefit of those who did not 'attend it.

Mr. Schoenfeld' had presented-the proposed zoning map at the
session of 'June 25, 1962 ' There 'wa's considerable disappoint-
ment in it.
It was felt that some sort of handouts will be needed at the
Public Hearing in addition to the large zoning map.

The. Chairtian 'said' that, contrary to the newspaper article, the
• Commissioners had decided not to call upon Mr. Schoenfeld
_ • until the Commission' has gone completely through the ordinances.
• -- The City Planner added that we have FIVE DIFFERENT concepts
of development densities': existing developments (not always
in accordance with the zoning) ; existing zoning; the General
plan preaented by' Wilsey, Ham & Blair and; adopted by the City
Council; the Zoning Map proPosed by Wilaey, Ham & Blair; and
the ideas of the Planning Commission and otherCity officials.
For instance, Wilsey, Ham 86- t.s proposed Zoning Map has
• higher 'density than the General :Plan;• but less than existing
zoning. These' Coneipta • haVe to' be :rebOnciled into a Revised
Zoning Map; this obviously will be some amount of work.

Mr. Halstead said his Association was instrumental in getting
this group to come to 'Santa Clara County. They surveyed the
"blighted areas " in the County, One of their opinions is that
downtown San Jose is dead. ;The 'National Real Estate Board
supported this meeting.
IV $oft Ball Game --- The City ;!Council and the Planning Commis-
sion have been challenged to a soft ball game by the City
13taff. Those who could make it were instructed to be at
Collins School ball diamond at 6 :30 P.M. , Friday, July 23rd.
V A letter was received from Huth & Kruschkov in response to
a request by the Planning Commission to view the property.
Mr. Dorsa would be happy toescort the Commissioners _through
the property. They will meet at City Hall, Sunday, July 26th,
3 :00 P.M.
VI "C " ORDINANCES
The City Planner. said he has been asked td study our present
zoning ordinances , those proposed by Wilsey, Ham & Blair, the
County ordinances, and those of some neighboring communities.
He has taken items from allIthose , plus some of his own ideas,
and compiled a draft for a comprehensive zoning ordinance .
Because the chronic secretary shortage has .recently become
acute (Joan has been ill) , the presentation has not been
reproduced yet.
The City Planner distributed a set of tables : COMPARISON
BETWEEN ZONING ORDINANCES and also PROPOSED COMMERCIAL ZONING
ORDINANCE, Draft. B, July 23! 1.964, which is an excerpt from411

the aforementioned comprehensive draft .
1. CA (Neighborhood Shopping Area) was reviewed and almost
everybody agreed that it was probably out' of date but
that it should be included in the ordinances in case it
could be tried, possibly in an apartment house area .
• Comm. Gates felt this zoning should not be in the
ordinances; however,_ be.cause it is not compatible with
the Cupertino he envisions.. His thinking was that very
few small businesses cap be an asset to the community
• • ' because they do not invest the capital which would help
insure an aesthetically pleasing business .
.. The City Planner said he could envision this type of
- business adjacent to, say, a fifteen-story building.

• Comm. Frolich said he is in favor of including this CA
ordinance because he feels all residents of Cupertino
should .not. have to. havej two cars.
2 . CE (Automobile Business Area) Comm, Frolich questioned
this ordinance. He felt there might be situations where 4,
• • • possibly 'service stations may be needed in some areas
where auto parts stores would not be compatible .

3. Perm.itted. Property Uses. Comm, -Frolich felt the
'' _proposed procedure 1:s too cumbersome and would take
too long. before , an applicant 'cou d start his business ,
The. City Plariner said maybe we should describe the
zones by specific examples Ylsteaa. .
Comma .Frolich said .it might , be wise to describe the
"gray areas " or "fringe areas " and the.. rest will stand
4 out ,to the applicant and to the Building Department,
The City Planner offered to make a short 'list of
examples along with• a text that will make it clear
that it will not be an all-inclusive list .
Chairman Thomson suggested Use Permits be considered
for small convenience establishments
4g. .. Minimum Development Area . Comm. Gates felt CB, CD,
CE and CH acreages should: be split up. He would like
to see minimum requirements spelled, out there .
The City Planner will bring information as to typical
sizes for each of the above-mentioned ordinances to
the next study session. He said the County is work-
ing on this 'sort of thing and he will contact them.
He said the County has indicated they are willing to
furnish any information they have available and in
return they would like to receive information on the
results obtained from these work sessions . .
Comm. Frolich cautioned that if we increased the
® number of Variances and Use Permits to come before
the Planning Commission and the City Council than
we had before we started this project, it means we .
have not done a very good job , .
Chairman Thomson felt one of the main objectives is
to get the Public to work together toward a Planned
Community,
Comm. Traeumer felt it might be a good idea to stay
away from acreages here.
Comm. Gates felt the ordinances should be worded in
such a way that they will breed the highest quality
developments .
CC (Shopping and Office Center) was generally felt
to be OK.
CF (Office Area) and CG (Hotel and Motel Area) . It .
was felt there should be one certain minimum acreage .
41111 Comm. Gates felt the first builder in an area must
have a large area; those coming in later and adjoin-
ing it need not be as large

The City Planner was instructed to draft a preamble in-
dicating the applicant had better meed the Ordinance.
If not, he had better have some pretty good arguments .
Comm. Traeumer felt there should be a 5-acre minimum here.
It was decided the should be added to the
purposes 1
preamble.
Mr. Wilson wanted to offer his ideas relating to the
Planned Community. He said he can visualize a Planned
Community in a very small area and very well done . He
felt a 25-acre minimum ins too large: He said he is
thinking of doing one .
