It was moved by Comm. Johnson and seconded by Comm. Hirshon to
elect Comm. Frolich as Chairman pro tem since neither the

It was moved by Comm: Johnson and 'seconded by Comm. Hirshon to
have the minutes of the previous meetings approved at the next
regular meeting of the Planning Commission.

III COMMUNICATIONS :
A. Written
1. The Assistant City Engineer said they had received
'notification of 2 'applications that are before the
County Planning Commission: .
(a) Greenbelt to R-E:B-2 on Montebello Road.
(b ) Subdivision of 4 lots at Stevens Canyon Road
and San Juan Road .
The City Planner submitted copies of a communication he
had -prepared" to send to the County Planning; Commission
regarding these 2 applications . . He apologized for pre-
paring these before the Commission had an opportunity
to review them, but time is of the essence and if this
communication does riot meet with the approval of the
Commission it can be amended.
It was moved by 'Comm. . Johnson and seconded by Comm.
Small that the City Planner 's recommendations be
forwarded to the County Planning Comission.

2. Letter of resignation. from Joe Adamo, effective July 1.
3. Wilsey, Ham & Blair letter to City Council regarding
supplemental contract: . -
4. Letter from Mr. Charles J Vanous concerning, truck
traffic on McClellan and suggested re-routing of this
street through the old winery.
The Assistant City Engineer said this is within the
jurisdiction of the County and the City Manager has
notified Mr. Vanous of this.

The Chairman..asked if there were any verbal communications
dealing with Other :.than matters on tonight 's agenda.

IV HEARINGS SCHEDUTA8D :.
A. FRANK. MANTIA; APpl. 17-Z-64 to rezone approximately 0.3
acres from R-1 :B-2 to R-2-H; east end of Greenwood Drive.
First Hearing.
Mr. Charles Sabilla, 4363 Bloomfield Drive , San Jose,
represented the applicant. Ile presented;..a rendering of
the proposed development. He explained this property has
been in the family for. some :time, and the only. way the two
sisters can get two residential units on this property is
to apply for duplex zoning.
The Chairman asked if this:.would be compatible with the
area. Mr. Sab i lla. said the street_ is lined with multiple.

The City Planner said he had no objections to thi's
application; it seems to fit in with the area .

The Chairman asked for comments "frdm-the.-audience•., ,There .
were were none.
The City Attorney interjected with the observation that,
since there were only four members of the Commission
present, there would have to be four affirmative votes to
pass this application. A 3 to 1 vote would be a negative
110 decision. On this basis, ' the Commission may want to re-
serve a decision until the Second Hearing, or the appli-
cant may request ,this .
Comm: Hirshon said he had no objection to this application
as long as the street requirement is fulfilled.
Comm. Small had no objection.
Comm. Johnson had no objection.
Chairman Frolich then said the most expeditious procedure,
would be to close The Hearing.
So moved by Comm. Johnson and seconded-by Comm: Hirshon: ` `'

NOES : None
Motion carried, 4-0

to approve application 17-Z-64, subject to the 12 standard
conditions .

A. Miscellaneous
1. The Assistant City Engineer said the City Planner will,
after this meeting, take over the duties of Secretary
to the Planning Commission and the Assistant City
Engineer will be present as an Engineering Advisor.
2. The Chairman Felt it would be in order to draw up some
110 resolutions for the departing Planning Commissioners.
Comm. Johnson felt it would be fitting to also draw
one up for the departing Planning Commission Secretary.

3. Due to vacations, etc . , it was decided there would be
no Study Session on the PROPOSED ZONING ORDINANCES
until July 23, 1964, at 7:30 P.M.
