Reso 066 • • • RESOLUTION NO. 66 110 WHEREAS, our copies of Ordinance 89 state on an appended leaf that it .was introduced 5-26-59, and passed 6-5-59 which is only 10 days •later, and therefore may have been passed as an "emergency ordinance"; and WHEREAS, the text of the ordinance is one prepared by a sub= committee of the Planning Commission after extensive debate; the seeking of opinions from outdoor advertisers and. the association of homebuilders; careful comparison with various restrictive ordinances adopted by other cities after careful study and many public hearings; the text in purple ink being intended for adoptLOil as a regular ordinance, but not indicat- ing by dates or names that it was so processed; and WHEREAS, the ordinance appears to have had reasonably general public acceptance despite its restrictive nature; and WHEREAS, pleas for variances have seemed to lack major merit except in cases requesting more suitable identification of shopping center areas developed to a comprehensive plan for several shops set well back from roads with off-street parking intervening and reducing legibility of store-front identification as seen from vehicles travel- ing the streets at normal speeds. NOW, THEREFORE, BE IT RESOLVED that: If it is determined that Ordinance 89 and 89--A were regularly 0 introduced and passed, and are not tinged with "emergency" aspects, we recommend that a public hearing be scheduled before the Planning Commission to discuss possible changes of the ordinance with respect to shopping center signs (Sections 2.09 and 4.05), and such other matters as the City Council may wish considered at public hearing.
