FINE ARTS COMMISSION
Regular Meeting
January 22, 2002
CALL TO ORDER
At 7:35 p.m. Chairperson Carl Orr called the meting to order in Conference Room
C&D, Cupertino City Hall, 10300 Torre Avenue.
ROLL CALL
Present: Chairperson Carl Orr, Commissioners Nancy Canter, Shirley Lin
Kinoshita (7:48 p.m.), Hema Kundargi, Janet Mohr, Barbara Phelps, Rita Young
(7:40 p.m.), Recording Secretary Dorothy Steenfott
APPROVAL OF MINUTES
Canter moved to approve the minutes of the regular meeting of November 27,
2001. Phelps seconded and motion passed unanimously with Young and Lin
Kinoshita absent.
WRITTEN COMMUNICATIONS
Canter reported that the Euphrat exhibit was very nice. Also a letter from the
Janlyn Dance Company was received to thank the Commission for the grant.
ELECTION OF OFFICERS
Orr opened the floor for nominations for chairperson. Phelps nominated
Kundargi. Canter seconded and nomination was approved unanimously.
Kundargi opened the floor for nominations for vice chairperson. Orr nominated
Lin Kinoshita, Canter nominated Phelps and Mohr nominated Canter. The
Commission accepted the nomination of Phelps for vice chairperson.
COMMISSIONER AND LIAISON REPORTS
Phelps gave a report on the December breakfast and Orr reported on the January
breakfast. It was noted that the mayor spoke about the new council and how they
are working together.
Kundargi will attend the February mayor's breakfast.

7. NEW BUSINESS
A. Purchase of slide set from Americans for the Arts.
Recording Secretary Dorothy Steenfott reported that money probably
should not be spent now since an RFP is not going out at this time. Phelps
suggested that all commissioners view the website, Arts.usa.org, to keep
current. Orr, Mohr, andYoung formed an ad hoc committee for selection
of art in public places to continue with the previous work completed
regarding art in the park.
B. Receive report from Percent for Art Report ad hoc committee
Lin Kinoshita reported on the ad hoc committee's findings and
recommendations. Orr suggested lowering the threshold of $1,000,000 to
$500,000 since the valuation table is based on the building cost rather than
the cost of the land. Recording Secretary Steenfott recommended that the
in-lieu option be removed and a hardship statement added. The
Commission did not feel that the in-lieu option should be eliminated or
that a hardship statement be included. Orr moved to accept the General
Plan revision for public art as submitted, to change the $1,000,000
threshold to $500,000 and to eliminate the "specific suggestions" portion.
Young seconded and the motion passed unanimously. Copies will be
provided to the City Department Heads for their review and comment.
Receive report from Lin Kinoshita regarding Euphrat's participation on
the Cherry Blossom Festival
Lin Kinoshita reported that the Euphrat Museum was happy to host the art
exhibit. Lucille Honig would like to have a Fine Arts commissioner
present during the festival to talk to people at the exhibit. Canter
suggested that a Fine Arts table with information about the Commission
be set up during the festival. The Commission discussed possible themes
for this year's art exhibit. Kundargi suggested "What will Cupertino look
like in 3002" for the theme. The Commission felt that the theme may
need some refinement. Lin Kinoshita will speak with Diana Argabrite and
will request her recommendations for a theme.

C. Four Seasons Plaza project status
Recording Secretary Steenfott reported that a meeting had been held with
the artist, landscape architect and city staff. She stated that the artist is
very glad to be working on this project and will be working with the
landscape architect to establish an initial concept for the plaza which will
work well with the hotel and apartments.
8. NEWS ARTICLES
Orr reported on an article in the Courier regarding the free concert performed by
the Bay Area Showcase.
