OF THE PLANNING COMMISSION OF THE CITY OF CUPERTINO
DIRECTING STAFF TO UTILIZE THE AVERAGE NATURAL GRADE
METHOD OF INTERPRETING HEIGHT LIMITS IN
ACCORDANCE WITH CITY COUNCIL POLICY
I) FINDING
1) In March 1987, City Council adopted guidelines interpreting the
RHS ridgeline height limitation. Council identified the prominent
ridgelines to which the guidelines apply.
2) The guidelines establish that staff will evaluate building permits
for structures on the prominent ridgelines on a case by case
basis. Structures that appear to violate the 20 foot height
restriction shall be referred to the Commission to determine if
the proposal violates the intent of the ridgeline guidelines.
3) The Commission finds that the Average Natural Grade method, as
illustrated on Staff Exhibit C of Application 1-M-87, is most
consistent with the intent of the RHS zone and Ridgeline Policy
limitations on silhouetting of building forms in relation to
existing landforms. Staff is directed to apply said Average
S Natural Grade method to determine compliance with the Ridgeline
Policy in all future instances of review.
