410 RESOLUTION NO. 3098
THE PLANNING COMMISSION OF THE CITY OF CUPERTINO
RECOMMENDING FINDINGS OF CONSISTENCY WITH THE
CITY OF CUPERTINO GENERAL PLAN
FOR THE PROPOSED COMMUNITY CENTER BUILDING AND FINAL PHASE
ADDITION TO MEMORIAL PARK
WHEREAS, the Planning Commission of the City of Cupertino is required to
make a finding of General Plan consistency for any park master plan under
Section 6.2 of Ordinance 668; and
WHEREAS, the City of Cupertino Parks and Recreation Department, as
applicant has met the burden of proof required to support said
application; and
WHEREAS, the proposed project is in conformance with the following
policies of the adopted General Plan for the City:
1) Policy 5-31 (Env. Res. Elem.) : ". . .the community parks program is
limited to the continued development of Memorial Park." The project
is consistent with previous City Council policy which emphasizes
Memorial Park as the centerpiece of the community park system for
the valley floor portion of the city.
• 2) Policy 5-30 (Env. Res. Elem.) : "Parks shall be circled by public
streets." The site is adjoined on three frontages by public
streets, with access to the park and Community Center parking lots
provided from two of those streets.
3) Policy 2-29 (Land Use Elem.) : "Layout and design of public
facilities, particularly public open spaces, should be oriented to
incorporate views toward the foothills or toward other natural
features." The floor plan of the Community Center building orients
the largest glass-enclosed activity rooms toward views of the
westerly hillsides.
NOW, THEREFORE, BE IT RESOLVED:
That after careful consideration of maps, facts, exhibits, testimony and
other evidence submitted in this matter, the Commission finds that the
project is consistent with the City's adopted General Plan.
That the subconclusions upon which the findings specified in this
Resolution are based are contained in the Public Hearing record as set
forth in the Minutes of the Planning Commission Meeting of October 12,
1987, and are incorporated by reference as though fully set forth herein.
